The South Korean government held an inter-ministerial meeting yesterday to discuss measures to facilitate the evacuation of Koreans from Libya. The Korean destroyer Choi Young is set today to enter the port of Benghazi in eastern Libya, which is now controlled by anti-government forces, to help pick up Koreans still stranded in the country.

As of yesterday, 466 Koreans, including residents and employees of Korean companies, remained in Libya, according to the government.

They included 253 people working for Daewoo Engineering and Construction or Hyundai Engineering and Construction. The two builders are working on a plan to evacuate them using a Greek ship, which is scheduled to arrive in Greece by Sunday, the government said.

About 100 Koreans have said they want to stay in Libya to safeguard their businesses and the government is making sure that they have safety measures to protect themselves.

The 4,500-ton destroyer Choi Young is capable of accommodating about 100 people in addition to its 300 crew members.

Nearly 80 percent of Koreans remaining in Libya are located in the capital of Tripoli, a government stronghold, with most of the rest in Benghazi and the eastern part of the country.

The government said it was considering chartering more planes to evacuate Koreans, while rising the travel alert on Libya to a travel ban.

Meanwhile, UN Secretary General Ban Ki-moon visited U.S. President Barack Obama at the White House on Monday to discuss the situation in Libya.

The U.S. and other countries have announced fresh sanctions against the Muammar el-Qaddafi in response to its violent crackdown on protesters.

“With respect to Libya, the secretary general indicated that he intended to name a senior-level person to coordinate the United Nations humanitarian and political efforts with respect to Libya,” U.S. Ambassador to the UN Susan Rice told reporters at the White House after the Ban-Obama meeting.

“That was something that we [U.S.] had encouraged and welcomed. So there was a real effort discussed and agreed that would help to coordinate and consolidate both the humanitarian response, particularly with respect to Libya, and the political efforts to help support the democratic transformations that we hope are underway in various parts of the region,” Rice said. The UN Security Council has passed its resolution imposing a travel ban and freezing the assets of key Libyan officials, while introducing an arms embargo on the country as well. A no-fly zone over Libya is also under consideration by the U.S. and EU.

리비아 대책 관계장관회의..'최영함 내일 뱅가지 입항'
"유가급등 대비, 고강도 에너지 대책 마련"

유혈 참극이 벌어진 리비아에 있는 우리 교민 철수를 위해 최영함이 2일 리비아 뱅가지에 입항할 예정이다.

특히 정부는 리비아 정부가 입항허가를 하지 않을 경우에는 보트를 통해 교민들의 최영함 승선도 검토하기로 했다.

정부는 1일 김황식 국무총리 주재로 세종로 정부중앙청사에서 '리비아 교민, 기업보호 및 철수 관계장관회의'를 열고 이런 내용을 담은 대책을 마련했다고 유성식 총리 공보실장이 발표했다.

유 실장은 "청해부대 최영함이 2일 뱅가지 입항을 시작으로 트리폴리, 시르트, 이스라타로 차례로 입항할 방침"이라며 "다만 리비아 정부의 상태가 정상이 아니어서 입항허가가 날지는 미지수"라고 밝혔다.

그는 "이에 따라 입항 허가가 나지 않을 경우엔 보트를 활용해 교민들을 최영함에 승선시키는 방안도 검토 중"이라고 말했다.

정부는 또 이날 현재 리비아에 남아 있는 근로자.교민은 466명으로 집계됐으며, 이 가운데 대우건설과 현대건설 직원 253명은 그리스 선박을 빌려서 철수를 추진하고 있다고 유 실장은 전했다.

이들 직원과 두 건설현장에서 일하는 제3국 근로자를 포함한 3천500여명은 6일 그리스에 도착할 예정이다.

정부는 현지에 머물러 있는 466명의 교민에 대해 전원 철수를 권유하고 있지만, 현지 기업의 판단에 따라 잔류 인력도 있을 것으로 파악하고 있다.

해상 이외에 육로를 통해 이집트, 튀니지로 철수하는 인원이 100명가량으로 집계된 만큼 현재 남아 있는 466명 가운데 나머지 100명가량이 리비아 잔류를 계획하는 것으로 정부는 파악하고 있다.

유 실장은 "잔류 인력에 대해서도 리비아 대사관을 통해 안전 상태를 수시로 점검하고, 철수를 희망하면 즉시 지원대책을 강구하기로 했다"고 말했다.

이를 위해 정부는 우리 교민들의 철수가 완료될 때까지는 리비아 대사관을 철수하지 않을 방침인 것으로 알려졌다.

이와 관련, 김 총리는 "대우나 현대 등 대기업에 비해 여러가지 측면에서 사정이 열악한 중소기업 직원과 외국인 근로자들과 관련해 업체별 상황을 정확히 파악해 지원 대책을 수립하는 것이 필요하다"고 지적했다.

이와 함께 정부는 리비아 사태 확산에 따른 유가 급등이 경제에 미치는 상황이 상당할 것으로 판단, 지식경제부가 중심이 돼서 국민 참여 방안을 포함해 보다 강도 높은 에너지 절약 대책을 마련하기로 했다.
