IOC summit pledges task force to fight illegal betting

LAUSANNE, Switzerland - Warning that sport is “in danger’’ from illegal betting and match-fixing, the International Olympic Committee is creating a task force to coordinate the fight against the multibillion-dollar underground industry.

Stressing the need to act with urgency, IOC President Jacques Rogge announced the initiative Tuesday after hosting a summit of sports leaders, politicians, licensed betting operators and international police agency Interpol.

“I think that sport is in danger. Illegal betting is on the rise and we absolutely have to fight that,’’ Rogge said of an industry estimated to be worth $140 billion last year.

“There is no safe haven. There is illegal betting where there is broadband Internet,’’ the IOC leader said.

Delegates were told that world sport would “take years to recover’’ in the event of a betting corruption scandal on a global scale.

British Olympics Minister Hugh Robertson said corruption linked to online betting was a “moving target,’’ and it was impossible to rule out the possibility of attempted fixing at the 2012 London Games.

“We are as confident as we possibly can be that we have the systems in place for London,’’ Robertson said.

The conference heard details of fixing and betting scandals in the past six months alone involving football, cricket and sumo wrestling.

Rogge said the next step is a meeting within two weeks to choose task-force members and set their agenda. A report is scheduled to be delivered by the end of the year.

However, there are no immediate plans to create a global anticorruption body similar to the World Anti-Doping Agency.

But Rogge said creation of a WADA-type body is one of three potential ways forward. The second is using international conventions on cross-border organized crime and corruption drafted by the United Nations and the European Union.

A third way, preferred by government officials attending the summit from Australia, Britain and France, is “to build alliances, and build communication systems between sport and government, and international bodies like Interpol,’’ Rogge said.

Rogge said the IOC, representing global sports, had an open mind on which route to take.

He said sports’ responsibilities included educating athletes and monitoring their own competitions for suspicious results and irregular betting on legal markets.

Betting industry leaders - described by Rogge as an “ally’’ in sport and anticorruption efforts - told the meeting they would contribute funding and expertise to the project.

로게 IOC 위원장 '스포츠 망가뜨리는 짓'

스포츠 경기 결과를 놓고 불법적으로 벌이는 도박판의 규모가 전 세계적으로 연간 1천400조 달러(약 157경8천500조원)에 달하는 것으로 추산됐다.

AFP 통신은 2일 자크 로게 국제올림픽위원회(IOC) 위원장의 말을 따 세계 전역에서 벌어지는 불법 스포츠 도박에 몰리는 돈이 연간 1천400조 달러인 것으로 추산됐다고 보도했다.

로게 위원장은 1일(현지시간) 스위스 로잔에서 각국 정부와 스포츠 단체, 인터폴, 베팅업체 대표들과 만나 스포츠 부문의 불법 도박을 척결하는 방안을 논의했다.

각 단체는 스포츠 도박 규모가 걷잡을 수 없이 확대됐다고 보고 조속히 특별조사단을 만들기로 합의했다.

로게 위원장은 회의를 마치고서 "연간 규모가 1천조 달러 이상인 스포츠 도박판은 올림픽뿐만 아니라 스포츠 전체를 망가뜨린다"며 "엄정하게 대처해야 한다"고 말했다.

이어 불법과 탈법을 오가는 스포츠 도박은 승부조작으로 이어져 스포츠의 신성성을 훼손하고 있다고 로게 위원장은 지적했다.

로널드 노블 인터폴 사무총장은 "2007년 중국과 말레이시아, 태국, 베트남에서 한 달 동안 수사를 벌인 결과 축구 도박판에 몰린 돈이 700만 달러였다"며 "체포된 사람도 400명에 달하는 등 사태가 심각하다"고 말했다.

인터폴이 내놓은 자료에 따르면 2008년 치러진 유럽축구선수권대회를 놓고 인도네시아에서만 1천300명이 불법 도박을 벌이다 경찰에 붙잡히고 총 14조 달러가 압수됐다.

로게 위원장은 최근 인터넷 기술의 발달이 불에 기름을 부은 격이 됐다고 꼬집었다.

축구 같은 유명 경기에서나 행해지던 불법 도박이 온라인으로 확대돼 이젠 일본의 스모뿐만 아니라 파키스탄의 크리켓도 도박의 대상이 된다는 것이다.

국제축구연맹(FIFA)과 유럽축구연맹(UEFA)은 이미 몇 년 전부터 이와 관련한 감시 기구를 운영 중이다.

로게 위원장은 불법 도박이 축구를 벗어나 전 스포츠 종목으로 번지고 있어 특별한 대책이 필요하다고 역설했다.
