Criticism of ‘weak’ quake response

The whereabouts of two Koreans missing in Christchurch, New Zealand, remain unknown and the Korean government is under criticism for the way it has dealt with the aftermath of the 6.3-magnitude earthquake, with some observers saying the government’s handling of the situation has revealed Korea’s diplomatic weakness.

Kim Young-geol, the Korean consul general in New Zealand, returned to Seoul last Friday without information about the missing Koreans because his three-year term was completed, sources said.

Critics, however, said his return could have been delayed if the government had taken the issue more seriously. Kim reportedly did not visit the earthquake site after the 6.3-magnitude tremor decimated Christchurch on Feb. 22 and killed 160 people. The Ministry of Foreign Affairs and Trade said Christchurch was not under Kim’s jurisdiction - the Korean Embassy in Wellington is in charge of that area.

Yu Gil-hwan, 24, and his sister Na-on, 21, are among about 80 people still missing as of yesterday. Korean volunteers and a private Korean rescue team are on-site at the hard-hit Canterbury TV building, which housed an English language institute where the two Koreans were studying. But they are not being allowed to join recovery operations and the Korean Embassy in New Zealand is keeping its hands off, according to the private rescue team.

The Korean Foreign Ministry said recovery mission is no longer in its purview because New Zealand objects to any Korean involvement. Seoul canceled a plan to send a 24-member team after New Zealand said offers from six other countries would be sufficient. But rescue squads from China and some Latin American countries were known to be assisting.

“Some other countries are doing what Korea says it cannot do. That just shows how weak Korea’s diplomatic power is,” said a diplomatic observer.

The New Zealand’s National Crisis Management Center, answering an inquiry from the Korea JoongAng Daily, said, “There are other areas where assistance is required and we are discussing with South Korean authorities how they can assist us to meet these needs.”

"나온아! 끝까지 포기하지마"

지난 22일 뉴질랜드 크라이스트 처치의 6층짜리 캔터베리TV 건물이 지진으로 무너지면서 3층에 입주한 킹스교육 어학원에서 수업을 받던 한국인 유모(24)씨와 유씨의 여동생(21)이 실종됐다는 안타까운 소식에 상지대 교수와 학생들이 망연자실해 하고 있다.

상지대는 지난 1월 15일 뉴질랜드로 어학연수를 떠난 간호학과 유나온(21) 양이 지진발생 이후 연락이 닿지 않고 있다고 24일 밝혔다.

상지대 측은 지진발생 시점이 낮 12시 51분(현지시간)으로 유 양이 어학원에서 수업을 받거나 점심을 먹다가 매몰됐을 확률이 높고 실종된 남매의 생사여부도 확인되지 않고 있으며 뉴질랜드 경찰이 빌딩에 갇힌 매몰자가 생존했을 가능성이 거의 없다고 보고 구조대를 철수시킬 가능성도 있다며 안타까움을 감추지 못했다.

간호학과 이희주 교수는 "나온이는 끝까지 포기하지 않을 것"이라며 "구조대원들도 어려운 여건이라고 하지만 끝까지 최선을 다해 주었으면 좋겠다"고 호소했다.

간호학과 학생회장 김다은(20) 양도 "간호학과 학생들 모두 많이 걱정하고 있다"며 "살아있기만을 비는 간절한 기도밖에 해 줄게 없어 미안하다"라고 울먹였다.

지난주 휴학처리된 유 양은 2008년 상지대 간호학과에 입학했으며 장학금을 받는 등 모범적인 대학생활을 했다고 학교 측은 전했다.

상지대는 이날 간호학과 및 재학생 일동 명의의 탄원서를 작성해 관계기관을 통해 뉴질랜드에 전달하기로 했다.

학생들은 탄원서에서 "어학 수학을 위해 오빠와 함께 뉴질랜드로 떠난 지 채 한 달이 되지 않아 이러한 비보를 접한 우리는 당혹감과 슬픔을 금치 못하고 있다"며 "더욱이 구조작업마저 중단됐다고 해 통탄과 우려를 금할 수 없다"고 밝혔다.

이어 "참사현장에서 희망이 없다고 여겨졌던 순간에서도 구출되는 기적이 일어나곤 한다"며 "뉴질랜드 관계자님, 다시 한번 그들의 생존여부를 확인하는 마지막 순간까지 최선을 다해 구조를 지속해 줄 것을 요청한다"고 호소했다.
