DP floor leader denies secret NIS meeting

A senior Democratic Party politician denied yesterday an earlier media report that he had a secret meeting with a senior National Intelligence Service official and discussed sensitive issues.

The JoongAng Ilbo reported on the meeting yesterday, saying that Park Jie-won, floor leader of the opposition DP, met with a man suspected to be a senior NIS official in Room 2217 of the JW Marriott Hotel in Banpo-dong, Seoul, on Monday.

Their dialogue was overheard by a newspaper reporter and the topics of discussion apparently included the NIS’s alleged break-in to a hotel room of the visiting Indonesian delegation and reform of Korea’s main spy agency. Another recent media report about NIS Chief Won Sei-hoon’s visit to the United States was also mentioned during the conversation.

According to a transcript of part of their dialogue, written by the JoongAng Ilbo reporter, Park also blamed the Grand National Party for attacking the NIS, saying the DP had no choice but to follow suit.

After the meeting in the hotel room, Park met with the reporter in the lobby. Asked why he was at the hotel, Park said he was there to meet a relative who is visiting from the U.S.

After the report was published in yesterday’s morning edition, Park called a press conference to make a clarification.

“I did not meet with an NIS official, but an entrepreneur with a restaurant business in Seoul,” Park said. “I would not say whether the report was inaccurate or not. If you read the article, it is hard to say that I was defamed.”

According to Yonhap, the JW Marriott Hotel confirmed that Room 2217 had been reserved by Chairman Shin Sun-ho of the Central City Group, which operates the hotel and Express Bus Terminal. But the reservation was canceled on Monday afternoon, the report said.

Questions remain even after Park’s remarks at the press conference.

Park said he met a businessman on Monday at the hotel room and talked about politics because his guest was interested in the topics but the man had used “our agency” twice during his conversation with Park, referring to the NIS.

While talking about the NIS chief’s visit to the United States, the man also said that, “The second deputy director asked about the media report on the visit, so I told him to brief the director about it. The third deputy director also telephoned.”

His remarks imply that he was well-informed about NIS affairs.

Park also said that about five minutes of his hourlong conversation in the hotel room were about the NIS, but the reporter claims to have overheard about 30 minutes of dialogue on the NIS. The reporter based the article on the overhead conversation.

Park said yesterday that he could not remember the details of the conversation, but that the flow of the dialogue was roughly accurate.

The GNP reacted: “If it is true [that Park met secretly with an NIS official], the contents of the conversation were extremely inappropriate for a dialogue between the floor leader of the opposition party and the NIS official,” said GNP spokesman Ahn Hyung-hwan. “Park has attacked the NIS and the administration openly, but was blaming the ruling party behind their back.”

메리어트 2217호 ‘국정원 간부와 묘한 만남’ 중앙일보 보도에 박지원 ‘묘한 해명’

박지원 민주당 원내대표와 국가정보원 고위급으로 추정되는 인사(이하 A씨)가 지난달 28일 JW메리어트 호텔 2217호에서 밀담을 나눴다는 본지 보도(2일자 1, 2면)에 대해 박 원내대표가 2일 묘한 해명을 했다. 그는 이날 “대화 상대자는 잘 아는 고향 출신 사업가”라고 주장했다. 박 원내대표는 “서울에서 식당사업을 하는 신모씨인데 그가 정치에 관심이 많아 관련 기사를 보고 이야기한 것을 기자가 오해해서 쓴 해프닝”이라고 덧붙였다. 박 원내대표가 대화 상대방으로 제시한 ‘신모씨’는 메리어트호텔을 운영하는 센트럴시티의 신성호(78) 고문으로 취재됐다.

　박 원내대표는 이어 “세세한 건 기억나지 않지만 기사의 흐름은 맞다”고 말했다. ▶롯데호텔 침입 사건과 관련해 한나라당이 국정원 책임론을 세게 치고 나와서 민주당의 입장이 난처하다 ▶원세훈 국정원장에게 불만이 있는 TK세력이 국정원을 흔들고 있다 ▶3차장한테, 2차장한테 보고를 했느니, 안 했느니 등의 얘기를 한 건 사실이라는 것이다.

　박 원내대표의 해명은 앞뒤가 안 맞는다. 신성호씨는 본지와 전화통화에서 “내 이름으로 22층 방을 예약했다”면서도 “둘 사이에 국정원과 관련된 얘기를 한 기억은 전혀 없다”고 밝혔다. 그는 이어 “나는 매스컴과 담을 쌓았고 정치에는 관심이 없는 사람”이라고 말한 뒤 “박 원내대표와 대화를 나눈 뒤 둘이 같이 방을 나왔다”고 설명했다.

　그러나 본지 기자는 문제의 메리어트호텔 방 앞에서 1시간가량 국정원과 정치 현안을 주제로 한 대화가 오가는 것을 문틈으로 들었다. 이 중 절반 정도는 국정원에 관한 것이었다. 박 원내대표가 “국정원 얘기는 5분 정도밖에 하지 않고 다른 화제로 넘어갔다”고 해명한 것은 상대방이 국정원 간부가 아니라는 점을 부각시키기 위한 것으로 해석할 수 있다. 당시 대화에서 A씨는 ‘국정원’이나 ‘우리 원’(※국정원을 지칭)이란 표현을 거듭해서 사용했다. 그는 롯데호텔 침입 사건과 관련해 “개인 문제면 백 번 사죄하고 그냥 넘어간다” “국정원이 여론의 비판을 많이 받고 있다”고 했다. 기자는 신씨의 설명과 달리 밀담의 두 주인공 가운데 박 원내대표가 호텔 방을 먼저 나오는 장면을 목격했다. 당시 박 원내대표는 “무슨 일로 호텔에 왔느냐”는 기자의 질문에 “미국에서 인척이 와서 만나고 간다”고 답했다.

　한편 한나라당 안형환 대변인은 “(비밀 회동이) 사실이라면 야당 원내대표와 국정원 간부의 대화 내용으론 대단히 부적절했다”며 “박 원내대표는 공개적으론 국정원과 여권을 공격하면서 뒤에선 여당에 책임을 미루는 잘못된 구태를 보여준 것”이라고 지적했다. 국회 정보위 간사인 황진하 의원도 “박 원내대표는 김대중 정부 때부터 국정원 내부에 인맥을 구축하고 국정원 쪽 제보를 활용해왔다”며 “(이번 비밀 회동에선) 한나라당과 국정원 간의 내분을 노린 것 같다”고 말했다.

　박 원내대표와 국정원 인사의 비밀 회동을 둘러싼 파장이 어디로 튈지 정치권은 주목하고 있다. 국정원의 경우 밤 시간대에 야당 원내대표를 몰래 접촉했다는 인상을 주고 있다. 야당 원내대표가 국정원 측과 부적절한 만남을 가졌다는 것 역시 ‘뒷거래’ 논란을 일으킬 가능성이 있다. 특히 두 사람이 1시간에 걸친 대화에서 개인의 은밀한 신상 문제와 구체적인 해외 공작 사례까지 거침없이 거론했다는 점에서 과연 만남의 성격이 무엇인지 관심을 모으고 있다. 청와대도 이번 비밀 회동의 파장이 어디로 미칠지 예의주시하고 있는 것으로 알려졌다.
