U.S. official says push is on for UN action over North

The U.S. special adviser for nuclear nonproliferation said yesterday that the United States and its allies including South Korea are seeking a UN Security Council (UNSC) presidential statement to deal with North Korea’s recently unveiled nuclear program.

The remark, by Robert Einhorn, came as the international community is struggling with coming up with an effective way of denouncing the North’s uranium enrichment program due to the objection of its strong ally China.

“We’re working hard to get a Security Council presidential statement that makes clear that North Korea’s uranium enrichment program is a violation both of UN Security Council resolutions and a 2005 disarmament-for-aid deal,” Einhorn told reporters after talks with South Korea’s chief nuclear envoy Wi Sung-lac.

On Feb. 23, the UNSC North Korea sanctions committee failed to adopt an internal panels’ report - which determined that the North’s uranium program was a grave security threat - after China, a permanent UNSC member, was opposed to it.

The adoption of the report, the proponents argued, would provide a stronger ground for the UNSC to act against the suspected nuclear program. The program, which Pyongyang showed to a U.S. scientist in November, is suspected of being able to equip the regime with an alternative way of building nuclear weapons beyond its plutonium-based weapons.

The North is arguing that the program is for generating electricity, not for military purposes, and China is claiming issues related to North Korea can be dealt with in the framework of the stalled six-party talks on North Korea’s denuclearization. The North agreed to abandon its nuclear programs during the fourth six-party talks in September 2005.

Einhorn was in Seoul on Tuesday on part of a visit for negotiations between the U.S. and South Korea on revising a nuclear accord.

The two countries met in Washington on Oct. 25 to begin negotiations on revising a 1974 nuclear accord that is set to expire in March 2014. The accord keeps South Korea from enriching uranium and reprocessing spent nuclear fuel and Seoul wants to get the restrictions eased through revisions.

Einhorn hinted that the U.S. sees restrictions as too heavy for South Korea, which he said has developed into a major civil nuclear energy power and a significant exporter of nuclear reactors and nuclear technology.

한.미 양국은 북한 우라늄 농축 프로그램(UEP)에 대해 유엔 안전보장이사회 의장성명을 추진하기로 했다.

로버트 아인혼 미 국무부 대북제재 조정관은 2일 오후 서울 도렴동 외교부 청사에서 위성락 한반도평화교섭본부장과 면담한 뒤 약식 기자회견을 통해 "한.미는 북한 UEP가 유엔 안보리 결의와 9.19 공동성명을 동시에 위반했다는 점을 분명히 하기 위해 안보리 의장성명을 공동 추진하고 있다"고 밝혔다.

의장성명(presidential statement)은 형식상으로는 법적 구속력을 갖는 결의안(resolution)보다는 낮은 안보리 대응조치이나 내용상으로는 안보리 이사국들이 사전 문안협의를 거쳐 형성되는 컨센서스(consensus)를 기반으로 하고 있어 국제사회의 단합된 규탄 메시지를 보낼 수 있다.

이와 관련해 외교부 당국자는 "한.미 양국은 안보리 대응조치에 대해 '형식'보다는 '내용'이 중요하다는데 의견의 일치를 보고 있다"고 말했다.

그러나 중국측이 북한 UEP 문제에 대한 안보리 차원의 대응에 반대하고 있는데다 3월 안보리 순회의장국을 맡고 있어 한.미의 의도대로 북한을 규탄하는 의장성명이 순조롭게 채택될 수 있을지는 미지수다.

지난해 천안함 피격 이후 정부는 6월4일 유엔 안보리에 사건을 회부해 7월9일 의장성명을 이끌어냈으나 중국의 반대로 북한을 직접적인 공격의 주체로 적시하고 이를 규탄하는데 실패했다.

아인혼 조정관은 또 전술핵 재배치 논란과 관련해 "정부는 전술핵을 한반도에 재배치하려는 계획이나 의도가 없으며 그럴만한 군사적 필요성도 없다"고 재확인했다.

그는 "미국 정부는 계속해 한반도 비핵화를 지지할 것이며 지금까지 그런 자세를 유지해왔고 앞으로도 그렇다"고 말했다.

그는 "우리는 동맹국인 한국에 확장된 억지력을 제공한다는 약속을 다시 강조한다"며 "그러나 이는 전술핵 배치와는 무관하다"고 지적했다.

아인혼 조정관은 이와 함께 오는 2014년 기한이 만료되는 한.미 원자력협정 개정문제와 관련해 "새로운 개정안은 지난 30∼40년간 양국 사이에 생긴 차이점을 반영해야 할 것"이라며 "한국은 매우 활발한 원자력 강국의 하나로서 국내적으로는 물론 원전과 원자력 기술의 중요한 해외수출자가 되고 있다"고 평가했다.

그는 특히 "협정 개정안에서는 이 같은 변화를 반영하는 게 매우 중요하다"고 말했다.

아인혼 조정관은 이어 "양측간에는 (원자력협정 개정과 관련해) 이미 많은 대화와 진전이 있었고 이번 주에 더 많은 진전이 있기를 기대한다"고 덧붙였다.

그는 대(對)이란 제재 문제와 관련해 "미국이 이란 제재를 위해 쏟아온 노력을 한국측에 설명하고 이란에 대한 압박과 제재의 중요성을 설명할 것"이라며 "아울러 이란 정부에 대해 (미국과) 협상하도록 인센티브를 주는 방안의 중요성을 논의할 예정"이라고 밝혔다.
