Conflict at sea with Chinese vessel

Korea’s Coast Guard was forced into conflict with Chinese fishermen illegally fishing in Korean waters on Thursday, said the Taean Coast Guard, with one Coast Guard officer and one Chinese crewman wounded in the process.

Upon discovering the two 30-ton fishing boats, which had crossed into Korea’s exclusive economic zone at 4 p.m. on Thursday, the Coast Guard approached the vessels, which were 102.9 kilometers (64 miles) southwest of Taean, South Chungcheong.

The vessels were 7 miles inside Korean territory when they were discovered. Upon capture, the fishermen aboard one of the boats were said to have resisted the Korean officers, swinging hammers, axes and steel pipes at them. The Korean officers fired live ammunition at the men to subdue them. One of the officers was wounded in the knee, and one Chinese fisherman was shot in the leg by the Coast Guard.

Thursday’s incident was the first time the Korea Coast Guard has fired live shots at illegal fishing vessels in the Yellow Sea, which are becoming a burgeoning problem as more Chinese boats sneak into Korean waters to fish.

The two captured Chinese boats, with four to five men in each, were fishing for yellow corvina, according to the Coast Guard. The boats were led to shore near Taean and 10 Chinese crewmen were arrested. The two who were wounded were flown to a hospital in Gunsan, North Jeolla, by helicopter.

The Coast Guard has said that a fine of 30 million won ($27,000) will be imposed on each ship for illegal fishing. In addition, the men accused of wounding the Korean officer will be arrested.

Similar clashes between the Coast Guard and illegal fishing boats have occurred in the past, with one Korean officer killed in 2008. No shooting was involved at that time. Thursday’s incident resulted in Korean Internet users calling for the punishment for the 10 Chinese crewmen captured. Three Chinese detained for illegal fishing last December were released without charges after their 63-ton boat overturned and sank in the Yellow Sea.

The Coast Guard has said that 332 Chinese boats were caught fishing illegally in 2009.

불법 조업 중인 중국 어선을 단속하는 과정에서 이들 선원이 휘두른 흉기에 찔려 오른쪽 무릎에 중상을 입은 태안해양경찰서 소속 박준성(30) 순경은 다소 수척한 모습이었지만 눈빛만은 또렸했다

당시의 상황을 묻자 박 순경은 "순간적으로 일어난 데다 정신이 없어 제대로 생각이 나질 않는다"며 망설이다가 어렵게 말문을 열었다.

태안해경 소속 경비함정이 불법조업 중인 중국 '요장어 55189호' 등 2척을 발견한 것은 지난 3일 오후 3시께.

박 순경은 대원 7-8명과 함께 고속단정을 타고 중국 어선 추격에 나섰고 10여분 만에 이들 어선을 따라잡는 데 성공했다.

중국어 통역인 그는 고속 단정이 중국 어선과 맞닿자마자 대원 2명과 함께 신속하게 선미 쪽으로 뛰어올랐지만 이내 각종 흉기로 중무장한 중국 어민 3명과 맞닥뜨리게 됐다.

중국어로 "무기를 내려놓으라"며 투항을 요구하는 순간 쇠도끼와 쇠꼬챙이, 쇠파이프 등이 무수히 날아들었다.

"비록 저쪽(중국 선원들)이 민간인이라고 하지만 무자비할 정도로 저항이 거세어 하마터면 더 큰 사고로 이어질 뻔 했다"며 아찔했던 상황을 떠올렸다.

이날 어민들이 휘두른 흉기에 맞아 박 순경은 오른쪽 무릎뼈가 드러날 정도로 크게 다쳤다.

2-3개월간 병원치료를 요하는 중상을 입은 박 순경은 "갈수록 중국 선원들의 저항 수위가 거세져서 우리 대원들의 피해도 늘 수밖에 없다"면서 "더욱 강력한 진압무기의 도입과 해상과 공중에서의 입체 작전만이 또 다른 불상사를 막을 수 있다"고 말했다.

당시 격렬하게 저항하던 중국 선원들을 제압하기 위해 우리 해경이 쏜 총에 맞아 부상한 중국 선원 한 명도 군산 동군산병원에서 수술을 받고 회복 중인 것으로 알려졌다.

한편, 태안해경은 나포한 중국어선에 대해서는 무허가 불법조업 혐의로 한 척에 3천만원의 벌과금을 부과하고, 경찰관에게 폭력을 행사한 중국선원은 '특수공무집행방해' 등의 혐의로 사법처리할 방침인 것으로 알려졌다.
