Postman slips, dies on stairway while in a rush

The tragic death of a young, hard-working postman in Incheon shocked the nation and has led to criticism of the heavy workload employees endure at the short-staffed Korea Post.

According to Namdong Police Station in Incheon, 30-year-old postman Kim Yeong-gil was found dead on stairs between the 16th and 17th floor of an apartment building in Incheon at 7:48 a.m. Thursday.

A colleague of Kim’s surnamed Yoon started looking for Kim after the diligent man was a no-show at work on Thursday. Kim usually leaves the office for deliveries at 8 a.m. and returns to the office at 5 p.m. but he hadn’t done so by 8 p.m. by Wednesday.

Police investigating the case believe Kim fell after losing his footing and hitting his head on the stairs. They believe Kim wanted to use the stairs to deliver the mail more quickly instead of waiting for the elevator. Police said Kim’s skull was fractured and he had bled from the injury.

What has upset the public the most is the police’s description of the position of Kim’s body on the stairs. He was found dead while still holding his right-hand glove in his mouth. A pen and memos with the apartment addresses written on them were found beside him, which suggests he was preoccupied in making his deliveries.

According to Korea Post, over 17,000 postal employees work at some 3,700 post offices across the country and each person is required to deliver an average of 1,300 pieces of mail per day.

After examining CCTV records, police believe Kim died about 3 p.m. Wednesday. “Kim disappeared after his image was captured getting off the elevator when he reached 16th floor on CCTV at 2:43 p.m. on Wednesday,” an investigator said. “Because Kim also had a package to deliver on the 23rd floor, Kim delivered a package on the 16th floor and 23rd floor. Kim seems to have slipped on his way down.”

An official at Namincheon Post Office, where Kim worked, said many postal workers favor using stairs because they have to wait a long time for the elevator.

Kim, who was unmarried, was the breadwinner of the family, looking after his widowed mother with diabetes and his younger sister since his father died seven years ago. “He was a quiet man but it really breaks my heart because he was a man of sincerity,” Kim’s sister said.

Kim worked for the post office for three years. A mourning altar set up at a hospital in Incheon was crowded with Kim’s fellow workers. “He death reveals our dire situation to the public,” said a colleague, with tears streaming down his face. Economy Minister Choi Joong-kyung, who visited Kim’s altar yesterday, promised the government will improve working conditions for postal workers to avoid future accidents.

4일 오후 인천시 부평구 중앙병원 장례식장에 차려진 김영길(32)씨의 빈소. 먼저 떠난 동료의 영정과 마주한 염태호(56)씨가 믿을 수 없다는 듯 말했다.

　“이 친구 진짜 간 거예요? 그럴 리가 없어요. 내년에 정규직(집배원) 시험 보겠다고 했다고요.”

　염씨는 숨진 김씨가 2008년 7월부터 소속돼 있는 남인천우체국 구월동 집배팀 실장이다. 염씨의 울부짖음에 유가족과 다른 동료의 눈시울도 붉게 물들었다. 김씨는 지난 3일 오전 7시48분쯤 인천시 남동구 구월동의 한 아파트 16층과 17층 사이 비상계단에서 숨진 채 발견됐다.

　발견 당시 김씨는 머리에 큰 상처를 입고 쓰러져 있었다. 입에는 오른쪽 장갑을 물고 있었고, 시신 옆에는 메모지와 볼펜이 떨어져 있었다. 인천남동경찰서 관계자는 “소포 상자 3개를 들고 엘리베이터를 탄 김씨가 2일 오후 2시43분 16층에서 내리는 모습을 끝으로 폐쇄회로TV(CCTV)에서 자취를 감췄다”고 말했다. 그는 “배달을 마친 김씨가 1층까지 걸어 내려가다 사고를 당한 것으로 보인다”고 덧붙였다.

　김씨가 계단을 이용한 것은 우편물을 빨리 배달하기 위해서였던 것으로 추정된다. 임종환 남인천우체국 물류과장은 “소포나 우편물을 빨리 배달하지 않으면 항의가 들어오기 때문에 대부분의 집배원이 엘리베이터를 기다리지 않고 계단을 이용한다”고 말했다. 집배원 한 명이 하루 평균 배달하는 우편물량은 2600통 정도. 하지만 택배 업무의 비중이 커지면서 일거리 부담이 늘었다.

　김씨가 근무하던 남인천우체국에는 34명의 택배 전문 요원이 있지만 하루 배달하는 소포량만 8000~1만2000개에 달한다. 이런 이유로 김씨 같은 집배원들도 택배 업무를 나눠 맡고 있다. 최근에는 김씨와 함께 구월동을 담당하던 택배 요원 1명이 그만두면서 업무 부담이 커졌다. 그렇다고 보수가 늘어난 것도 아니다. 김씨는 비정규직인 ‘상시위탁 집배원’이었다. 정규직과 똑같은 업무를 하지만 월 급여는 정규직 집배원의 88% 수준인 월 199만원(수당 포함)이다. 그래서 김씨는 입버릇처럼 “경력 3년을 채우는 내년에는 정규직 시험에 도전하겠다”고 말해왔다.

　김씨의 동생(31·여)은 “오빠가 작은 회사를 다니다 안정된 직장 찾아 3년 전부터 집배원 일을 해왔는데 이렇게 될 줄 몰랐다”고 흐느꼈다. 홀어머니는 이날 입을 꼭 닫고 눈물만 삼켰다. 김씨는 건강이 좋지 않은 어머니를 극진히 모신 효자였다. 빈소를 찾은 김낙실 체신노조 경인본부위원장은 “사고를 당한 지난 2일에도 신장이 좋지 않아 투석을 받은 홀어머니를 간호하느라 지쳐 오전 휴가를 냈지만 배달할 물건이 많아 오전 9시30분에 출근을 했다”며 “점심 시간에는 어머니의 끼니를 챙기기 위해 잠시 집에 들러 라면을 끓여 드렸다”는 사연을 소개했다. 김 위원장은 “어머니를 모시면서 맡은 일까지 차질 없이 하려다 보니 힘이 들었던 것 같다”고 말했다.

　동료들도 “김씨가 우리의 힘든 처지를 알리고 먼저 갔다”며 안타까움을 감추지 못했다. 최중경 지식경제부 장관은 이날 오전 김씨의 빈소를 찾아 유가족을 위로하고 집배원의 복무 관리 개선과 안전사고 예방을 약속했다. 네티즌들도 포털 게시판, 트위터 댓글 등을 통해 추모의 마음을 전했다. 송영길 인천시장은 자신의 트위터에 “비정규직이라 공무원연금법 적용도 받지 못하고 산재 처리만 된다”며 “고생하는 집배원들에게 위로와 격려를 보내달라”는 글을 남겼다. 시민 김태희씨는 “앞으로 배송요청란에 ‘빠른 배송 해주세요’보다 ‘안전 조심하세요’라고 적어야겠다”는 글을 올렸다. 남인천우체국은 김씨의 장례를 우체국장으로 치르기로 했다. 발인은 5일이다.
