North requests talks on repatriation

North Korea yesterday proposed Red Cross talks with South Korea tomorrow to discuss the fate of 31 North Koreans who recently drifted into southern waters as the two sides remain at odds over how to deal with the four who don’t want to go home.

In a statement sent at about 9 a.m. yesterday, the North’s Red Cross proposed “a working-level contact between the Red Crosses on both sides at the Neutral Nations Supervisory Commission at the [truce village of] Panmunjom at 10 a.m. on March 9,” according to Seoul’s Ministry of Unification.

But the North hinted that there will be little room for negotiation, saying in the statement that the purpose of the talks would be “to swiftly address the repatriation of all the North Koreans.”

The North said it will bring the families of the four North Koreans who hope to stay in the South to the talks. It demanded the South bring the two men and two women who don’t want to be repatriated to the talks.

Park Yong-il, a representative of the North’s Red Cross, will lead a three-member delegation, the North said.

The 31 North Koreans were found by the South Korean military on Feb. 5 drifting on a wooden fishing boat in the Yellow Sea near the inter-Korean maritime border. They had been fishing for clams.

The South Korean government planned to repatriate 27 to the North last Friday, but the North demanded that all 31 be returned together. Pyongyang claimed the South was coercing the four to stay and threatened “heavy consequences” if Seoul did not comply.

In a response around noon yesterday, the South’s Red Cross said it accepts the North’s proposal for talks. The Unification Ministry said, however, that the four who don’t want to return will not be brought to the talks. It also gave a counterproposal to hold the meeting at the Peace House on the southern side of the truce village.

The South will attend the talks mainly to convince the North Koreans that the four people want to stay, the Unification Ministry said.

“We already confirmed their desire, but if the North says it wants more proof, we may be able to discuss ways to confirm it,” Unification Ministry spokesman Chun Hae-sung told reporters.

The North hadn’t responded to the counterproposal as of last night.

In the statement, the South’s Red Cross also informed its counterpart of a plan to repatriate 27 North Koreans through Panmunjom at 4 p.m. yesterday and asked the North to take necessary measures to accept them. The North did not respond to it, either.

According to the Unification Ministry, the four North Koreans worked as a boat captain, nurse and statistician, and one man was unemployed.

北, ‘송환 협의’ 적십자 실무접촉 제안

"귀순의사 확인위해 9일 4명 데리고 나와라"

南, "27명 오늘 송환..제3자 통해 귀순의사 확인"

북한이 7일 오전 주민 송환 문제를 협의하기 위한 남북적십자회담 실무접촉을 제의해왔다고 통일부가 밝혔다.

통일부에 따르면 북측 조선적십자회는 이날 오전 9시30분께 대한적십자사(한적) 앞으로 전통문을 보내 "북한 주민의 전원 송환을 해결하기 위해 9일 오전 10시 판문점 중립국감독위원회에서 적십자 실무접촉을 갖자"고 제의했다.

북측은 "박용일 적십자회 중앙위원을 비롯한 3명이 남측에 귀순의사를 밝힌 4명의 가족과 함께 나올 것"이라며 남측에 대해서도 (귀순 의사를 밝힌) 당사자 4명을 데리고 나올 것을 요구했다.

이에 대해 한적은 이날 정오께 전화통지문을 보내 "귀순의사를 밝힌 4명의 자유의사를 확인하는 문제를 협의할 수 있으며, 이를 위해 남북 적십자 실무접촉을 9일 오전 10시 판문점 평화의 집에서 갖자"고 수정 제의했다.

한적은 또 북한 주민 31명 가운데 귀순의사를 밝힌 4명을 제외한 27명을 7일 오후 4시 판문점을 통해 송환할 예정임을 밝히고, 이에 필요한 조치를 취해줄 것을 요구했다.

북측의 적십자 실무접촉 요구에 대해서는 장소를 바꿔 수정 제의하면서도, 북측이 사실상 전원송환 문제를 실무접촉에서 협의하자고 한 데 대해 27명을 이날 오후 먼저 올려 보내겠다는 입장을 밝힌 것이다.

적십자 실무접촉과 관련한 우리 측의 수정 제의와 이날 오후 판문점을 통해 27명을 송환하겠다고 밝힌 데 대해 북측의 답변은 없는 상태다.

이에 따라 남북 적십사 실무접촉이 성사될지, 이에 앞서 우리 측이 밝힌 27명에 대한 이날 오후 송환이 이뤄질지는 미지수다.

통일부 당국자는 "9일 적십자 실무접촉이 열려도 북측이 요구한 귀순자 4명을 회담장에 데리고 갈 계획은 없다"고 말했다.

정부는 다만, 실무접촉에서 유엔사 중립국감독위원회 관계자 등 제3자를 참석시켜 귀순자 4명이 자유의사에 따라 귀순을 결정했다는 내용을 확인해주는 방법을 검토하고 있는 것으로 알려졌다.

통일부 당국자는 "4명의 귀순의사 확인과 관련해 객관적이고 공정한 방법으로 확인하는 방법이 있을 것"이라고 설명했다.

정부는 앞서 4일 오전 판문점 연락관 통화를 통해 지난달 5일 연평도 인근 북방한계선(NLL)을 넘어온 북한 주민 31명 가운데 귀순 의사를 밝힌 4명을 제외한 27명을 송환하겠다고 통보했지만, 북측은 전원송환을 요구하며 송환절차에 응하지 않았다.
