U.S. officials to visit Seoul for talks about North

WASHINGTON - Senior U.S. officials will travel to South Korea later this week to discuss North Korea, bilateral ties and other issues of concern, the Department of State said yesterday.

Kurt Campbell, assistant secretary of state for East Asian and Pacific affairs, “arrives in Seoul on March 12, and he will meet with senior officials,” Philip Crowley, State Department spokesman, told reporters.

Wallace Gregson, assistant secretary of defense for Asian and Pacific security affairs, will visit Seoul later this week, Crowley said.

Campbell and Wallace will also travel to Japan and Mongolia just ahead of their South Korean trip, the spokesman said.

Crowley did not elaborate on the issues Campbell will discuss while in Seoul, but North Korea’s uranium enrichment program will likely be among the topics.

Pyongyang disclosed in November a uranium enrichment plant that could be used to make nuclear weapons apart from its plutonium program. The North claims the plant is to generate electricity.

Robert Einhorn, the State Department’s special adviser for nonproliferation and arms control, said in Seoul last week that South Korea and the U.S. will seek a UN Security Council presidential statement to condemn the North’s uranium program before moving on to the six-party talks. China, North Korea’s staunchest communist ally, opposes having the Security Council deal with the uranium program, citing a lack of concrete evidence and its possible adverse impact on an early resumption of the nuclear talks involving the two Koreas, the U.S., China, Japan and Russia.

美 국무·국방차관보, 12일 한국 동시 방문

UEP대응, 北추가도발 가능성 등 현안 협의할듯

커트 캠벨 미국 국무부 동아시아.태평양 담당 차관보가 12일 한국을 방문한다고 국무부가 7일 밝혔다.

필립 크롤리 국무부 공보담당 차관보는 이날 정례브리핑에서 "캠벨 차관보가 일본과 몽골, 한국을 이번주 방문할 예정"이라고 밝혔다.

이번 방문에는 월레스 그렉슨 국방부 아시아.태평양 담당 차관보도 함께 한다.

이번 방문의 구체적인 목적은 즉각 알려지지 않았으나, 북한 우라늄농축프로그램(UEP) 대응 및 북한의 군사적 도발 가능성에 대한 공동 대응태세 점검 등 양국간 현안 협의가 이뤄질 것으로 보인다.

또 북한이 요청한 대북식량지원 문제 등에 대한 물밑 조율도 있을 것으로 예상된다.

캠벨 차관보는 1박 정도의 일정을 소화한 뒤 이한할 예정이나, 그렉슨 차관보는 다음주 초까지 한국에 체류하며 우리 국방 당국자들과의 협의를 벌일 것으로 알려졌다.

미국의 국무.국방 차관보가 동시에 한국을 찾음에 따라 사실상 한미간에 `2+2(외교.국방) 차관보급` 회의가 열리는 셈이지만 두 사람은 서울에서 정식으로 `2+2 회의`를 한국 측과 갖지는 않을 것으로 알려졌다.

워싱턴 소식통은 "그렉슨 차관보의 경우 일본에서 열리는 `2+2 회의`에 참석하는 길에 한국도 함께 방문하는 것"이라고 전했다.

이에 앞서 캠벨 차관보와 그렉슨 차관보는 9∼10일 일본을 방문해 `2+2(외교.국방) 차관보급 회의`를 갖고 미.일동맹 문제를 논의한다.
