Janitors on strike at 3 universities

About 860 janitors and cleaners at Korea, Yonsei and Ewha Womans universities began a strike at 6 a.m. yesterday after they failed to reach an agreement with the schools over raising their pay Monday.

The workers, all of whom are temporary workers hired by out-sourced companies, have demanded 5,180 won ($4.63) per hour since October 2010, whereas the universities have offered 4,320 won, which is the minimum wage in Korea.

According to the liberal labor union Korean Confederation of Trade Unions, which all the striking workers belong to, they asked for arbitration from the National Labor Relations Commission, a state-run arbitration organization, on Feb. 21.

On Feb. 24-26, the union said, 86.5 percent of the workers voted in favor of a strike if the commission failed to mediate the dispute by Monday.

Both sides met at the negotiating table until midnight on Monday, but they failed to come to an agreement at the meeting.

“The universities have the key to solving this problem,” said Ryu Nam-mi, a union official. “The fastest way to make progress in talks is for the universities to take responsibility for managing their workers and take proper steps for this.”

But officials of the universities said it wasn’t their duty to raise the wages of the workers.

“A university is not a private company that can afford to raise the wages of workers infinitely,” an official of Korea University said. “We, the universities, also suffer from lots of problems for our new semester. We don’t have any idea how to have additional workers to replace those on strike, but we could possibly have our officials do the cleaning jobs if need be.”

An official from Ewha Womans University said, “We will think of other ways to keep the campus clean.

“Although we have nothing to do with the [out-sourced] workers, we will take all possible measures to improve the welfare condition for them,” the official added.

Seventy-four other women cleaners, who are out-sourced temporary workers at four courts in Seoul - Seoul Central District Court, Seoul High Court, Seoul Administrative Court and Seoul Family Court - are asking for 5.1 percent wage increase, voted on whether or not to strike late last night.

“시급 5180원으로 인상” 대학 청소노동자 파업

8일 오전 서울 연세대 정문. 마이크를 쥔 청소노동자 이경자씨(62)의 목소리가 떨렸다. 파란색 조끼를 입은 연세대 청소·경비 노동자 300여명의 손에는 빗자루 대신 피켓이 들려 있었다.

고려대와 이화여대 청소·경비 노동자들도 이날만큼은 빗자루를 놓았다. 이들 민주노총 공공노조 서울경인지부 3개 대학분회 청소노동자 860여명은 이날 오전 6시부터 오후 4시까지 1일파업을 벌였다. 여러 사업장의 청소노동자들이 임단협을 위해 함께 파업에 돌입한 것은 처음이다.

공공노조와 연세대 등 3개 대학 청소노동자 분회는 지난해 10월부터 9개 용역업체를 상대로 임금 및 단체협약 교섭을 벌여왔다. 12차례에 걸친 교섭이 결렬돼 서울지방노동위원회를 통한 쟁의 조정절차에 들어갔지만 조정기간 마지막 날인 7일까지 합의에 이르지 못했다.

청소노동자들의 요구는 시급을 법정 최저임금(4320원) 수준인 5180원으로 올려달라는 것이다. 공공노조에 따르면 현행 청소노동자의 월 기본급은 이화여대가 87만7800원, 연세대와 고려대가 85만8990원이다. 또 월 4만~6만원인 식대를 한끼당 4000원 수준인 8만8000원으로 올려줄 것도 요구하고 있다. 그러나 학교와 용역업체는 최저임금 수준의 임금을 고수하고 있는 상태다.

이날 오후 연세대에는 3개 분회 청소·경비 노동자와 시민사회단체, 학생 등 1000여명이 모여 파업 승리 결의대회를 열었다. 이화여대 청소노동자 노재왕씨(61)는 “남자들은 93만원, 여자들은 83만원으로 살아가고 있다. 더도 말고 덜도 말고 100만원만 맞춰주면 좋겠다”고 임금 현실화를 촉구했다.

청소노동자들은 일단 9일부터 업무에 복귀한다. 그러나 교섭 진행 결과에 따라 추가 파업에 나설 가능성도 있다. 류남미 공공노조 정책기획국장은 “이번주 내 재교섭을 추진하고 교섭 결과에 따라 다음주 다시 강도 높은 투쟁을 벌일 수 있다”고 말했다.

연세대 관계자는 “지난해 4110원이던 시급을 4450원으로 올리는 안을 제시했지만 노조 측은 5180원을 요구하고 있다”며 “학교 예산을 고려하지 않은 임금 인상 요구는 감당하기 어렵다”고 밝혔다.
