In Japan, foreign minister is named

Japan’s Senior Vice Foreign Minister Takeaki Matsumoto was appointed yesterday to become the nation’s newest foreign minister, replacing Seiji Maehara, who stepped down from his post over a donation scandal, said Yukio Edano, Japan’s chief cabinet secretary.

Matsumoto officially took up his post yesterday. It is his first cabinet position.

The 51-year-old former banker was selected to the post by Prime Minister Naoto Kan after Maehara resigned March 6 for receiving 250,000 yen ($3,000) in illegal campaign contributions.

The decision to appoint a successor was made quickly to assure continuity in handling foreign affairs, Japanese media reported yesterday.

Matsumoto, who is the great-great-grandson of Japan’s first prime minister, Ito Hirobumi, was a four-term lawmaker in Japan’s ruling Democratic Party.

Hirobumi was also the resident general of Korea from 1905 to 1909, when he presided over Japan’s forced protectorate over Korea.

Matsumoto graduated from the University of Tokyo with a law degree. He first stepped into politics as secretary to his father, Juro Matsumoto, who was the Japan’s defense minister from August 1989 to February 1990.

Matsumoto was elected to the Diet’s House of Representatives in 2000 and was recognized for his sharp eye for finance and assets.

During his time as a legislator, Matsumoto offered to uncover information about Ahn Jung-geun - a Korean independence activist who assassinated Hirobumi in 1909 - and share it with Korea.

Whether he will follow up on his words will have to be seen because Matsumoto has plenty of work to do as foreign minister. He will fly to Paris for a summit of G-8 foreign ministers, which starts on March 14.

Once he returns, he will participate in talks with his Korean and Chinese counterparts on March 19.

Matsumoto is the third foreign minister to be appointed during the 18 months since Japan’s Democratic Party came into power.

일본 외상된 이토 히로부미 외고손자…안중근 의사 기록 한국반환에 적극적

일본의 새 외상에 이토 히로부미(伊藤博文) 초대 조선통감의 외고손자(外高孫子·외가 쪽 4대손)인 마쓰모토 다케아키(松本剛明·51)가 9일 임명됐다. 마쓰모토 외상의 모친이 이토 히로부미의 증손녀다.

특히 외할아버지가 체코슬로바키아 주재 공사였고, 삼촌들은 덴마크·네덜란드 대사를 지냈다. 현 주미대사 후지사키 이치로(藤崎一郞·64)는 사촌형이다. 부친은 전 방위청 장관인 마쓰모토 주로(松本十郞·93)다. 한마디로 정치가와 외교관 집안의 엘리트 코스를 밟은, 전형적인 일본의 세습 국회의원이다.

마쓰모토 신임 외상은 차관급인 외무 부대신에서 승격됐다. 전임 마에하라 세이지(前原誠司) 외상이 재일 한국인으로부터 헌금을 받은 사실이 드러나 전격 사임한 데 따른 ‘대타’의 성격이 짙다.

간 나오토(菅直人) 총리로선 당장 다음 주부터 주요 8개국(G8) 외교장관회의, 한·중·일 외교장관회의 등 각종 외교행사가 줄을 잇고 있어 다른 대안을 찾을 시간적 여유가 없었다. 또한 지지율 하락으로 정권이 휘청거리고 있는 마당에 몇 달짜리 외상을 자진해 하려는 거물도 없었다. 그 때문에 일본 외교가에선 “현재의 일본 위상을 그대로 보여주는 외상 인사”라는 비판도 나왔다. 마쓰모토 외상은 도쿄 출신으로 도쿄대 법대를 졸업, 옛 일본흥업은행(한국의 산업은행 격)에서 근무하다 1989년 방위청 장관에 취임한 부친의 비서관으로 정계에 입문했다.

외교안보통이며 “일본 외교의 80~90%는 미국을 축으로 해야 한다”는 소신을 갖고 있다. 야당 시절 민주당의 정조회장을 맡았고, 금융·재정에도 밝다. 다만 고이즈미 준이치로(小泉純一郞) 총리 시절 국회에서 야스쿠니(靖國) 신사 참배를 강력 규탄해 왔다. 집권당 의원이 된 후에는 “안중근 의사의 유해 관련 기록을 반드시 찾아 한국 측에 넘겨주겠다”며 국회도서관을 샅샅이 뒤지기도 했다고 주변에서 전했다.
