Probe begun of governor

Prosecutors have launched an investigation into a transportation giant for allegedly having provided illegal election funds to Gyeonggi Governor Kim Moon-soo shortly before last year’s election, prosecution sources said yesterday.
The Seoul Eastern District Prosecutors’ Office yesterday raided the finance department and administrative team of the KD Transportation Group’s headquarters in Jayang-dong, Gwangjin District, Seoul.
The prosecutors allege that the country’s largest bus operator provided 150 million won ($134,469) to Kim’s campaign by using a “split donation” technique to sidestep the country’s political fund-raising law. The donations were believed to have been made last May, before the June 2 by-elections in which Kim was re-elected.
According to the prosecution, the KD Group, which operates 200 bus routes in the capital region, paid 150 million won to Kim’s campaign in the names of its 550 labor union members.
The sum was split into installments of 100,000 won each and paid to the campaign under the 550 names, twice each.
The current political fund-raising law bars a company or organization from making political contributions. The law allows small donations of up to 100,000 won without special documentation of individual donors’ identities. There is also a 5 million won ceiling for an individual donor’s annual contribution to a politician.
Prosecution sources said they will focus on whether the KD Group systemically used the labor union members’ names and bank accounts to finance Kim’s campaign by sidestepping the law.
The case was first detected by the Gyeonggi Province Election Commission last year. The provincial election watchdog then filed a complaint with the Suwon District Prosecutors’ Office last October to investigate a labor union leader of a KD affiliate.
“The Suwon office handed the case over to us in November and we are checking the facts now,” said an official of the Seoul Eastern District Prosecutors’ Office.
The labor union leader said the donations of union members were made because the Federation of Korean Trade Unions and the Grand National Party had a policy-making alliance. Kim won the election as a GNP candidate.
Kim denied his tie to the allegations yesterday. “It’s not something directly linked to me,” Kim said in an interview with CBS radio. “I read in the newspapers that the Gyeonggi Province Election Commission had filed complaints to the prosecution, so I made an inquiry. And it was found to be true.” He said, however, that he had never been informed about it.
“Fund-raising activities in Gyeonggi are massive,” Kim said. “So there were many problems and there were also many cases in which donors were punished.”

‘김문수 후원’ KD운송 압수수색
검찰이 지난해 6·2 지방선거를 앞두고 KD운송그룹이 김문수 경기지사 후원회에 조직적으로 거액의 후원금을 낸 정황을 잡고 수사에 나섰다. 서울동부지검 형사6부(부장 여환섭)는 9일 허상준 KD운송그룹 사장과 KD그룹 계열사인 대원고속 김모(60) 노조위원장을 소환 조사했다. 검찰은 또 이날 광진구에 있는 KD그룹 본사와 대원고속 노동조합 사무실을 압수수색했다. 본사 압수수색은 그룹 회장실과 사장실·재무관리실·인사운영팀에서 이뤄졌다.
검찰은 지난해 5월 대원고속 노조 조합원 1050명이 1인당 10만원씩 김 지사 후원회에 총 1억500만원의 후원금을 낸 게 노조는 물론 그룹 측과도 관련됐을 가능성이 큰 것으로 보고 있다. 현행 정치자금법상 기업이나 단체 명의로는 정치후원금을 낼 수 없다. 대원고속·경기고속 등 15개의 버스회사를 계열사로 두고 있는 국내 최대 버스운송업체인 KD그룹은 경기도 지역에 200여 개의 버스 노선을 운영하고 있다.
앞서 경기도 선거관리위원회는 지난해 10월 대원고속 노조위원장 김씨를 정치자금법 위반 혐의로 수원지검에 고발했다. 동부지검 관계자는 “지난해 11월 수원지검으로부터 사건을 이첩받아 사실관계를 확인 중”이라고 말했다.
수원지검도 경기신용보증재단 직원 280여 명이 지난해 3~4월 김 지사 후원회에 직급별로 10만~100만원씩의 후원금을 낸 정황을 파악하고 수사 중이다. 경기도 선관위는 지난해 12월 17일 수원지검에 경기신용보증재단에 대한 수사를 의뢰한 것으로 알려졌다.
◆김 지사 “불법 저지를 이유 없다”=김 지사는 자신의 명의로 된 보도자료를 통해 “오늘 아침 보도를 보고 처음 알았다. 전후 맥락을 전혀 몰라 사실관계를 알아보고 있다”고 밝혔다. 다음은 김 지사의 주장. “나는 물론 후원회 실무 관계자도 검찰 조사나 수사를 받은 사실이 없다. 나에게 무슨 문제가 있는 게 아니라 2010년 지방선거 때 나를 후원한 분들과 관련된 문제점이 있어 선관위가 알아본 게 아닌가 파악하고 있다. 운송회사로 알려진 곳은 선관위가 문제가 있다고 판단해 검찰에 고발한 것으로 파악하고 있다. 경기신용보증재단의 경우 고발은 아니고 수사를 의뢰했다고 하는데 앞으로 정확한 내용이 밝혀질 것으로 기대한다. 정치자금법에 의하면 선거 과정에서 후원금은 공개된 후원금 계좌로 받게 돼 있다. 하지만 개인 이름으로 후원금이 입금되기 때문에 후보나 후원회 관계자들은 누가 얼마를 어떤 방식으로 입금하는지 알 방법이 없다. 정치자금법에 따르면 선거가 끝나고 후원회가 청산하는 과정에서 후원금이 남으면 추천 정당에 반납하게 돼 있다. 나는 2010년 19억1000만원, 2006년 18억원을 반납했다. 모금액이 모자라지 않는 상황이었기 때문에 불법 후원금을 받을 이유가 없었다.”
대원고속 노조위원장 김씨도 불법 정치자금 후원 의혹에 대해 “노조가 소속된 한국노총 차원에서 한나라당과 정책 연대를 하고 있어 후원금을 낸 것”이라며 “후원 방식이 문제가 될 줄은 몰랐다”고 해명했다.
