Help for multiethnic families

Inconveniences that naturalized citizens in Korea experience while making real estate or financial transactions may ease with an announcement by the Ministry of Public Administration and Security yesterday that it will enforce the Residents Registration Law as well as make revisions in response to complaints from multiethnic families.

Naturalized citizens in Korea will now have both their current registration number and their former alien registration number on their identification cards.

According to the ministry, because the resident registration numbers and former alien registration numbers have not been linked, naturalized citizens have had trouble providing documents to prove that they are the same person before and after the naturalization.

In order to resolve public inconveniences, the ministry decided to exempt the commission fee for issuing resident registration documents. Also the ministry has previously only accepted 3 by 4 centimeter size ID pictures for resident registration cards but will accept the passport photo size of 3.5 by 4.5 centimeters as well. The changes take effect March 31.

귀화국민 주민등록 초본에 외국인등록번호 기재

행정안전부는 10일 귀화국민의 개인별 주민등록표에 외국인등록번호를 기재하는 내용의 주민등록법 시행령 및 시행규칙 개정안을 입법예고한다고 밝혔다.

개정안에 따르면 귀화국민이 금융·부동산 거래를 할 때 귀화 전과 동일인임을 증명하기 위해 여러 종류의 서류를 갖춰야하는 불편이 사라지게 된다.

또 한국인과 결혼한 외국인이 배우자 사망이나 이혼 등으로 배우자의 직계혈족과 사는 경우 직계혈족의 주민등록등본에 인적사항을 기재할 수 있게 된다.

이렇게 되면 외국인이 한국인 배우자의 사망이나 이혼으로 자녀를 혼자 키우는 경우 주민등록등본에 자녀만 표기되는 바람에 자녀가 고아로 오해받는 문제가 해소될 것으로 보인다.

이해관계가 있는 제3자가 다른 사람의 주민등록초본을 발급받으려면 계약서와 약속어음 등 채권·채무관계를 증명하는 자료 외에도 발급신청시 발송된 내용증명이나 법원의 주소보정명령서 등을 내야한다.

개인정보 보호를 철저히 하기 위해 주민등록전산정보자료 이용 지도·점검 대상기관이 연 10만건 이상 이용하는 32개 기관에서 연 1만건 이상 이용 기관 65곳으로 확대된다.

주민등록증을 발급받으려면 가로3㎝, 세로 4㎝ 크기 사진을 내야했지만 앞으로 여권용 사진(가로3.5㎝, 세로 4.5㎝)도 허용된다.
