North to accept back 27 by sea

North Korea has agreed to the repatriation of 27 of 31 nationals held in South Korea after their fishing boat drifted into South Korean waters last month, withdrawing its earlier demand that Seoul also send back four wishing to defect, officials said.

The agreement, expressed yesterday through the two countries’ Red Cross channel, ends the deadlock that has lasted since South Korea told North Korea more than a week ago that it would repatriate only 27 of the 31 North Koreans who were taken into custody on Feb. 5.

Backing down on its demand that all 31 be returned, the North requested yesterday that the 27 be returned by sea, according to South Korean Ministry of Unification officials.

“The North Korean side requested that the 27 people be returned in consideration for the feelings of the families waiting for them,” the South Korean Red Cross said in a release.

The South, citing bad weather in the Yellow Sea, the waters in which they were found drifting, proposed instead to return them today through a truce village straddling the countries, but the North insisted they be returned by sea as soon as the weather improves, the officials said.

“If the North insists they be returned by sea, we will watch the weather situation at sea. If returned by sea, they will ride on the same boat they came here on,” a ministry official said earlier, speaking on the customary condition of anonymity.

Since South Korea announced that four of the 31 North Koreans would stay, the North has mounted a propaganda campaign against the South, sending emotional letters written by family members of the defectors and posting online video interviews with them.

North Korea claims the South coerced the four into defecting in a plot against Pyongyang.

Seoul denies the charge and said the four defected of their own free will.

The end of the stalemate, which comes amid growing speculation that the two countries were exploring ways to resume their stalled talks, clears the latest thorn between the two nations, which remain technically at war after the 1950-53 Korean War ended in a cease fire.

주민 31명의 전원송환을 요구하던 북측이 '27명 송환'을 전격 수용해 배경이 주목된다.

북측 조선적십자회는 15일 전통문을 통해 "억류된 주민을 기다리는 가족들의 심정을 고려해 해상을 통해 27명을 우선 돌려보내라"고 요구했다.

귀순공작 의혹을 제기하며 귀순의사를 밝힌 4명을 포함해 31명 전원송환을 요구하던 데서 한발 물러선 것이다.

북측의 이 같은 태도변화는 예정된 수순이었다는 것이 일반적 평가다.

그동안 전원송환을 요구하며 27명에 대한 송환협조를 거부했지만, 남측이 귀순자 4명을 절대 돌려보낼 수 없다는 것을 북측도 너무나 잘 알고 있었기 때문이다.

북측 역시 전원송환을 빌미로 27명의 수용을 무작정 거부하기에는 부담을 느꼈을 것으로 보인다.

대북 전문가들도 북측이 결국 적절한 시점에 27명 송환을 수용할 수밖에 없고, 그 시기를 한미 키리졸브 연습 종료 이후로 예상했었다. 북측의 부분 송환 수용은 이 같은 전망과도 맞아떨어진 셈이다.

북측은 또 이번을 계기로 대남 압박과 선전공세를 충분히 했고 소기의 성과를 거뒀다고 평가했을 수 있다.

이는 북측이 이번 송환문제를 남북 간 현안으로 부상시킨 목적과도 연계돼 있다.

4명의 귀순자가 발생한 데 대해 북측은 최근 대북 심리전 등과 같은 체제 위협의 문제로 인식했고, 이에 대한 경고 메시지를 남측에 충분히 전달했다는 것이다.

우리 정부의 부인에도 불구하고 남측 당국이 귀순공작을 했다고 오해했을 수도 있다. 처음엔 귀순의사를 밝힌 사람이 없다고 보도가 됐는데 이후 4명이 귀순을 결정했기 때문이다.

10일 종료된 한미 키리졸브 연습과 관련해 송환문제를 카드로 충분히 활용했다고 판단했을 수도 있다.

북측이 송환문제를 집요하게 물고 늘어진 이유가 키리졸브 연습 기간 대남 긴장 조용성으로 활용한 것이라는 분석이 제기되기도 했었다.

북측이 27명을 해상으로 선박과 함께 돌려보낼 것을 끝까지 주장, 관철함으로써 또 다른 의도를 갖고 있는 것 아니냐는 우려가 나오고 있다.

우리 정부는 북한 주민이 타고온 선박에 27명을 태워 서해 북방한계선(NLL)을 통해 돌려보낼 계획이다.

일각에서는 송환 과정에서 북측이 NLL 무력화를 시도하는 것 아니냐는 주장도 나오고 있다. 이럴 경우 송환 문제는 또 다른 국면을 맞을 수도 있다.

또 북측은 27명이 송환되더라도 귀순자 4명에 대해 직접 대면을 통환 귀순의사 확인을 지속적으로 요구할 가능성은 남아있다.

북측이 27명 조기송환 이후 남북관계에서 어떤 태도를 보일지도 주목된다.

지난달 9일 남북 군사실무회담이 결렬된 이후 다시 냉각기에 접어든 남북은 이달 초부터 송환문제를 둘러싸고 공방을 계속해왔다.

북한의 부분 송환 수용이 향후 남북관계에서 유화공세를 염두에 둔 것이라는 분석도 나온다.

김용현 동국대 북한학과 교수는 "북측이 이날 외무성 대변인 문답을 통해 러시아 외무차관의 방북결과를 전하면서 6자회담에서 우라늄 농축프로그램(UEP) 문제를 논의할 수 있다고 밝힌 데 이어 27명 수용을 결정했다"며 "이는 향후 6자회담으로 가기 위한 가지치기 작업의 일환으로 보이고 이에 따라 앞으로 유화적 측면을 강화할 가능성이 있다"고 전망했다.
