Lee names high-ranking officials for key positions

President Lee Myung-bak nominated several high-ranking officials for key government posts, the Blue House said yesterday.

Noh Dae-lae, 55, administrator of the Public Procurement Service, was nominated to be the vice ministerial commissioner of the Defense Acquisition Program Administration.

The post has been vacant for a month since Chang Soo-man stepped down in suspicion of receiving about 4.5 million won ($39,787) in bribes. Born in South Chungcheong, Noh also served as deputy finance minister from 2008 until he took office as chief of the procurement service in 2010.

Meanwhile, Choi Kyu-youn, 55, a member of the Financial Services Commission, was nominated as Noh’s successor. Born in Gangwon, Choi served as chief of the Treasury Bureau at the Ministry of Strategy and Finance in 2009.

Shin Je-yoon, 53, deputy minister for international affairs at the Finance Ministry, was appointed vice chairman of the Financial Services Commission. The Seoul-born former official also served as chief of the International Financial Bureau in 2007-2008.

Lee Ki-kwon, 54, the Blue House secretary for employment and labor affairs, was named a standing commissioner of the Economic and Social Development Commission. Born in South Jeolla, Lee was a commissioner of the National Labor Relations Commission from 2009-2010 and a high-ranking official at the Ministry of Employment and Labor in 2008-2009.

And the president named Lee Kang-seong, 51, a professor of business administration at Sahmyook University, as Lee Ki-kweon’s replacement. Born in North Chungcheong, Lee was a commissioner for the National Labor Relations Commission.

이명박 대통령은 16일 방위사업청장에 노대래 조달청장을 내정했다. 조달청장엔 최규연 금융위 증권선물위 상임위원, 금융위 부위원장엔 신제윤 기획재정부 국제업무관리관, 경제사회발전노사정위원회 상임위원으론 이기권 청와대 고용노사비서관을 각각 기용했다. 이들은 모두 차관급이다. 고용노사비서관엔 이강성 삼육대 교수가 지명됐다.

　이들 차관급 인사 중 3명이 행정고시 23회(노대래) 또는 24회(최규연·신제윤)인 기획재정부 출신이다. 노대래 청장은 이명박 정부 들어 네 번째 방사청장이고, 재정부 출신으론 불명예 퇴진한 장수만 전임 청장에 이어 두 번째다. 장 전 청장도 조달청장을 지냈었다. 그간 방사청장 자리를 두고 경제 관료와 군 출신들이 경합했으나 이 대통령은 다시 경제 관료를 선택했다. “국방개혁 과제는 해도 되고 안 해도 되는 선택의 과제가 아니다. 어떤 경우에도 해야 한다”고 한 이 대통령의 소신이 작용한 때문이라고 청와대 관계자들은 보고 있다. 노 청장은 노무현 정부에서 대통령직 인수위와 청와대에서 일했던 이력이 있다. 청와대 측에선 “능력을 보고 골랐다”고 설명했다. 최규연 조달청장은 재정경제부 국고과장, 재정부 국고국장을 지냈다. 따라서 ‘국가재산 관리인’에서 ‘국가재산 집행인’으로 역할이 바뀐 셈이다. 신제윤 금융위 부위원장은 재정부 국제금융과장·국장을 지낸 국제금융통이다.
