Politicians debate future of controversial ex-PM

Chung Un-chan, the former prime minister who now heads the Commission on Shared Growth for Large and Small Companies, has come under the spotlight as the ruling and opposition parties speculate about his political career ahead of next month’s by-elections.

Chung, a former Seoul National University president and one of the most celebrated economists in the country, said last week that he was considering resigning as the commission’s chairman after making controversial remarks concerning “profit-sharing” between conglomerates and subcontractors.

He complained that the commission was given too little power and funding to perform its role and that the government lacks understanding of his goals.

Minister of Knowledge Economy Choi Joong-kyung pledged yesterday a bigger budget and support for the commission. “Chung should not leave the post,” Choi said, promising about 3.6 billion won ($3 million) in funding and a doubling in manpower.

“Balanced growth between conglomerates and small enterprises is a top priority of this administration,” said Choi, who had been a critic of Chung’s profit-sharing proposal. “I strongly hope Chung stays as the commission head and pushes forward the agenda.”

After serving as prime minister from September 2009 to August 2010, Chung became chairman of the commission in December.

Chung proposed that the conglomerates should voluntarily share some of their excess profits with subcontractors, but the idea was harshly criticized by the business sector and some senior lawmakers from the ruling Grand National Party.

Despite saying he has no interest in politics, there is speculation that Chung may offer himself as the GNP candidate in the by-election for National Assembly representative from Seongnam, Gyeonggi, if he steps down as the commission chairman.

While Presidential Chief of Staff Yim Tae-hee reportedly supports former GNP Chairman Kang Jae-sup as the ruling party candidate in the by-election, Minister without Portfolio Lee Jae-oh has tried to recruit Chung.

Representative Hong Joon-pyo, a senior GNP politician, yesterday commented on the internal strife between Yim and Lee. “It is an embarrassing feud. They should stop the power struggle and unite with the president and the party chairman at the center.”

Hong described Chung as “throwing tantrums like a child. He is fighting a war against his wrongly created concept, not against the Blue House and the government. He should act like an adult.”

The opposition parties also referred to the power struggle. “There is a fight over power among Chung, Yim and Choi,” said Park Jie-won, the Democratic Party’s floor leader. “The ruling party’s internal discord and the secret feud in the government are fueling the country’s instability.”

The DP urged Chung to leave the post. “Chung has played being the sidekick of the Lee administration long enough,” said DP spokeswoman Jeon Hyun-heui. “He should just resign from the commission. The Lee administration is trying to sugarcoat its failed economic policy with the image of balanced growth, but the public will never fall for it.”

The head of the conservative opposition Liberty Forward Party, Lee Hoi-chang, defended Chung. “The government, Blue House and business community are ganging up to attack Chung,” Lee said.

He suggested there was a hidden political motive behind the criticism against Chung to force him to resign.

정운찬 “사퇴는…”

최중경 지식경제부 장관 등에 대한 불만의 표시로 동반성장위원장직 사퇴 의사를 밝혔던 정운찬 전 국무총리는 21일 오전 “동반성장에 도움이 되는 방향으로 생각하겠다”고 말했다.

기자들에게 “동반성장은 국가 대사여서 안 되면 단기적으로 국가가 불안해지고, 장기적으론 지속성장이 안 된다”고 강조하면서다. ‘오늘 중 당장 사퇴하는 일이 있을 수 있느냐’는 질문에 그는 “그런 일은 없을 것”이라고 했다. 그러면서도 “(사퇴) 가능성을 열어놓고 고민하고 있다”고 했다. 이날 오후 본지 기자와의 통화에선 ＂사퇴 안 한다 한 적 없다”고 말했다.

그러나 청와대와 한나라당 관계자들은 “사의를 사실상 철회한 셈”이라고 말했다. 정 위원장은 자신이 주장한 초과이익공유제(대기업이 연초에 잡은 목표치를 넘는 이익이 발생할 경우 초과분을 중소협력업체와 나누는 것) 도입 문제에 대해 최 장관이 공개적으로 반대하자 “최 장관이 있는 한 내가 그만둘 수밖에 없다”는 등의 발언을 했었다. 그는 또 4·27 성남 분당을 국회의원 보궐선거와 관련해 임태희 대통령실장이 강재섭 전 한나라당 대표를 지지하는 것처럼 알려진 다음 임 실장에 대한 불만도 나타냈었다.

정 위원장의 태도가 누그러진 것과 관련해 여권에서는 “이명박 대통령이 정 위원장과 접촉해 불만을 무마한 것 아니냐”는 관측이 나왔다. 그러나 청와대 고위 관계자들은 “정 위원장을 설득하는 움직임이 있었으나 대통령이 직접 나서지는 않았다”고 입을 모았다. 한 관계자는 “과거 ‘정운찬 총리론’을 관철했던 청와대의 박형준 사회특보 등이 설득작업을 벌인 것으로 안다”고 말했다.

관가에서는 “최중경 장관이 정 위원장을 비공개로 만나 의견차를 좁힌 결과”라는 얘기도 나왔다. 최 장관은 21일 기자들에게 “(정 위원장과의 사이에) 오해가 없다. 언론이 만든 거지…”라고 말했다.

정 위원장 사퇴 문제는 일단 봉합된 모양새이지만 그가 문제를 제기한 방식에 대해선 지적하고 넘어가야 한다고 말하는 여권 관계자들이 적지 않다.

한나라당 홍준표 최고위원은 기자간담회를 자청해 “이제 그의 응석을 받아주지 않기로 했다”고 말했다. 그는 정 위원장을 성남 분당을에 공천하는 문제에 대해서도 “‘꽃가마’ 태워서 모시고 올 의사가 없다”고 했다. 익명을 요구한 청와대 고위 관계자는 “자신의 주장에 대해 장관이 난색을 표명했다고 해서 (사퇴 운운하며) 청와대를 상대로 각을 세우는 것은 대통령의 입장을 전혀 고려하지 않은 이기적인 태도”라며 “정 위원장이 총리직을 받았을 때 했던 약속에도 위배되는 것”이라고 말했다.

여권 관계자들에 따르면 정 위원장은 2009년 총리직 제의를 정정길 당시 대통령실장으로부터 전달받았다. 그때 정 전 실장은 김영삼 전 대통령과 갈등을 일으켰던 이회창 전 총리의 경우를 거론하며 “대통령과 각을 세우면 곤란하다. 잘할 수 있겠느냐”는 취지의 얘기를 했고, 정 위원장은 “(대통령에게) 할 말이 있어도 안에서만 하겠다”고 말했다. 이런 내용을 아는 정부의 고위 관계자는 “정 위원장이 몽니가 아닌 의젓한 언행으로 총리 출신답다는 얘기를 들어야 하는데 안타깝다”고 했다.
