Talks with North possible, but only on Mt. Baekdu

Talks between South and North Korea may be resumed, although the agenda will skirt around military issues and humanitarian aid to concentrate on the volcanic Mount Baekdu.

The South Korean Ministry of Unification delivered a statement to the North requesting civilian experts from both Koreas meet on March 29 in Munsan, Paju, to discuss the mountain’s volcanic activity and other issues regarding Mount Baekdu.

“There is an understanding that cooperation between South and North Korea is needed regarding volcanic activity at Mount Baekdu,” yesterday’s statement read.

It was sent through the South Korean Red Cross.

Seoul’s move comes after North Korea sent a statement to the head of South Korea’s weather agency on March 17 asking for the two Koreas to hold talks about Mount Baekdu. The North said it wanted to discuss joint research on Mount Baekdu, visits to the mountain and academic forums.

“Mount Baekdu’s volcanic activity requires high expertise and scientific knowledge, and we felt that it was necessary that talks between experts from both sides be held first,” an official from the Unification Ministry said yesterday.

The official added that the talks would be attended by civilian experts and no officials from the government or the Korea Meteorological Agency would join them. Talks between government authorities could be held after the March 29 meeting, he said.

If the North concurs, it will be the first talks between the two Koreas since February when North Korean officials angrily stormed out of working-level military talks.

정부, 北에 백두산화산 민간협의 제안

‘29일 문산서 전문가협의 갖자’…전통문 발송

정부는 22일 백두산 화산문제를 협의하자는 북측의 제의에 대해 민간 전문가 간 협의를 북측에 제안했다.

통일부는 이날 오전 "백두산 화산활동과 관련, 남북 간 협력 필요성에 공감하며 이에 따라 우선 전문가 간 협의를 오는 29일 우리 측 지역인 경기도 문산에서 갖자"는 내용의 대북 전통문을 북측에 보냈다.

전통문은 기상청장 명의로 판문점 연락관채널(적십자채널)을 통해 북측 지진국장 앞으로 전달됐다.

이는 북측의 당국 간 협의 제안에 우리 정부가 민간 전문가 차원의 협의를 제의한 것이어서 북측의 반응이 주목된다.

통일부 당국자는 "백두산 화산활동 문제는 고도의 전문성과 과학적 지식이 필요한 문제이기 때문에 우선 양측의 전문가 간 협의가 먼저 진행되는 게 적절하다고 판단했다"고 설명했다.

이에 따라 백두산 화산 협의를 위한 전문가 접촉이 이뤄져도 우리 측에서는 기상청 등 관계 당국은 빠지고 순수 민간 전문가들이 참석할 예정이다.

정부는 그러나 민간 전문가 협의가 이뤄지고 난 이후 당국 간 접촉 가능성을 완전 배제하지는 않았다.

통일부 당국자는 "전문가 협의 후 당국 간 협의가 필요하거나 승인, 지원이 필요한 사항이 있으면 당국 간 접촉이 열릴 가능성은 있다고 생각한다"고 말했다.

북측은 지난 17일 지진국장 명의로 우리 측 기상청장 앞으로 백두산 화산 공동연구와 현지답사, 학술토론회 등 협력사업을 추진시켜 나가기 위한 협의를 진행하자고 통지문을 보내왔다.

이에 대해 정부는 "남북 간 협력이 필요하다는 인식하에 이를(북측의 제안을) 검토해 나갈 것"이라는 긍정적인 반응을 나타내 남북 당국 간 회담 가능성이 제기됐었다.
