College employment changes

The Cabinet yesterday endorsed a government-proposed bill that would stabilize the employment status of part-time college lecturers and their working conditions, the Ministry of Education, Science and Technology said.

Under the revision to the law, the legal status of part-time college lecturers would be upgraded to faculty members whose employment is legally protected for more than one year. The bill needs parliamentary approval.

The payment of lecturers working for national universities would be raised to 80,000 won ($71) per hour in steps by 2013 from the current 60,000 won, the ministry said.

According to a ministry report, there were about 70,000 part-time college instructors in the country last year.

The irregular teachers suffered from employment instability as 88 percent were temporarily hired for a maximum of six months.

The annual average income of a lecturer who works nine hours a week was 10.12 million won.

Part-time instructors are not protected by the national pension or health and employment insurance plans that are provided by schools to other professors.

대학 시간강사 사라진다

이르면 내년부터 일명 ‘보따리 장수’로 불리던 대학 시간강사의 명칭이 ‘강사’로 바뀌고 정식 교원의 지위를 인정받게 된다. 학기별로 해오던 계약기간도 1년 이상으로 늘어난다.

교육과학기술부는 시간강사 제도를 없애고 현행 ‘교원’의 종류에 ‘강사’를 추가하는 내용의 ‘고등교육법 일부 개정안’ 정부안이 22일 국무회의에서 확정됐다고 밝혔다. 교과부는 4월 국회에서 정부안이 처리되면 6개월 경과기간을 거쳐 이르면 내년부터 시행할 수 있을 것으로 예상하고 있다.

개정안에 따르면 현행 교원에 교수·부교수·조교수·전임강사 외에 강사가 추가돼 ‘시간강사’라는 용어는 폐지된다.

대학이 자체 기준에 따라 채용하던 관행도 바꿔 대학인사위원회 동의와 공개채용 등을 통한 공정한 심사를 거치도록 제도화했다. 교원과 마찬가지로 계약 위반이나 형의 선고 등을 제외하고는 계약 기간 중 휴직이나 면직 처분을 할 수 없고, 권고사직도 할 수 없도록 했다. 교과부는 국립대 시간강사의 시간당 강의료 단가를 올해 6만원에서 2012년 7만원, 2013년 8만원으로 인상하는 방안도 추진하겠다고 밝혔다.
