Experts from North and South talk Baekdu

Civilians from the two Koreas met yesterday at a border office in Munsan, Paju, and came to an understanding on the need for joint research on northern volcano Mount Baekdu, which could affect both Koreas if it erupts.

The delegation from North Korea, comprised of three geological experts, started the meeting with greetings and introductions. The delegation was headed by Yun Yong-gun, the deputy chief of North Korea’s volcanic research institute, who is also in charge of earthquake issues in the North.

South Korea’s four-man team was headed by Yoo In-chang, a professor of geology at Kyungpook National University.

Although Seoul had emphasized that yesterday’s meeting was purely civilian, Yun hinted that North Korea’s earthquake bureau is part of the cabinet, and that the volcano research institute is under the earthquake bureau. The volcano research institute was established in the fall of 1996, according to the North Korean Choson Sinbo newspaper.

There were no South Korean government officials on the scene with the exception of some involved in the meeting’s logistics.

The delegates discussed the recent Japanese earthquake, which originally prompted North Korea’s request for talks on Mount Baekdu.

“After the earthquake occurred in Japan, aquifers were observed to have been shaken and streams were found to be running with muddy water,” said Yun.

He also expressed worry over radiation contamination in the North.

“We are actively observing the situation as much as we can because we feel it will affect us,” Yun told the South’s delegation.

The conversation moved on to Mount Baekdu, and Yun said that “unusual snow” had fallen in Kaesong this March, possibly due to the mountain’s volcanic activity. An official from the Ministry of Unification said in order for joint research to be done on Mount Baekdu, information on the current status of the mountain should be shared by the North.

남북은 29일 전문가회의를 통해 백두산 화산과 관련한 공동연구 필요성을 공감했다.

또 북측은 4월 초에 전문가 회의를 다시 갖자고 제의했고 우리 측은 검토 후 이른 시일 안에 답변을 주기로 했다. 이에 따라 차기회의가 이르면 다음 달 개최될 것으로 보인다.

남북은 이날 경기도 문산 도라산 남북출입사무소에서 전문가 회의를 갖고 백두산 화산과 관련한 협력방안을 논의한 끝에 이같이 의견을 모았다.

남측 수석대표인 유인창 경북대 지질학과 교수는 전문가 회의가 끝난 후 도라산 출입사무소에서 브리핑을 통해 "쌍방은 백두산 화산 공동연구 필요성에 공감하고 차기 회의는 협의해 정하기로 했다"고 밝혔다.


유 수석대표는 "북측은 백두산 화산 활동에 대한 공동연구 필요성을 강조하면서 전문가 간 학술토론회를 진행하고, 현지에 나가 공동으로 조사하는 방식의 공동연구 방안을 설명했다"고 말했다.

이는 북측이 공동연구 방안의 일환으로 백두산 현지 조사를 언급한 것으로 보인다.

이에 대해 우리 측은 공동연구에 앞서 자료교환을 통한 사전연구 필요성을 강조했다.

유 수석대표는 "남측 대표단은 회의에서 백두산 화산활동 여부에 대한 사실 관계 확인을 위한 공동연구에 앞서 사전 연구 필요성을 제기하고 실태 파악을 위한 자료교환 문제를 제기했으며, 이를 바탕으로 선행연구를 통해 공동연구 방식을 협의하자는 입장을 밝혔다"고 설명했다.

그는 "우리의 질문에 대해 북측의 의견을 청취하는 입장이었다"며 "백두산 화산활동과 관련해 공동연구 필요성 차원에서 언급은 있었지만, 구체적 징후에 대해서는 명확한 언급은 없었다"고 설명했다.

이어 "전문가 회의라서 백두산 지질은 어떤지, 백두산 지온은 어떤지, 백두산 온천 현황은 어떤지, 북한 측의 탐사자료 같은 게 있는지 이런 것을 우리 측에서 집중적으로 질문하는 상태에서 회의가 진행됐다"며 "남측 과학자들이 전혀 접근할 수 없었던 지역의 훌륭한 자료를 (북측이) 갖고 있다는 것을 확인했고, 거기에 대해 알게 됐다"고 전했다.

유 수석대표는 "오늘 회의에서 백두산 화산 문제 외에 천안함이나 대북식량지원 등에 대해서는 전혀 언급이 없었다"고 말했다.

이날 회의는 오전 10시6분부터 시작해 11시55분까지 오전회의, 개별 오찬 후 오후 2시부터 3시50분까지 오후 회의가 진행됐다.

북측 단장인 윤영근 화산연구소 부소장은 취재진에 공개된 회의 초반 환담에서 "이번 일본에서 지진이 있은 다음에 우리 지하수 관측공에서 물이 약 60㎝ 출렁이고 샘물에서 감탕(흙탕물)이 나오고 이런 현상이 많았다"며 "역시 (일본에) 가까운 곳에 있어서 우리에게도 영향을 미치는 것 같다"며 일본 대지진과 이후 방사능 오염 우려로 대화를 유도했다.

이날 회의에 우리 측에서는 유 수석대표를 비롯해 김기영 강원대 지구물리학과 교수, 이윤수 한국지질자원연구원 책임연구원, 이강근 서울대 지구환경과학부 교수 등 4명이 대표단으로 참석했다.

북측에서는 화산연구소 부소장 윤영근 단장과 장성렵, 주광일 등 3명이 대표단으로 나왔다. 북측 대표단은 오후 5시께 경의선 군사분계선(MDL)을 넘어 북측으로 돌아갔다.
