Gangjin county officials being probed over fund

The Gwangju Metropolitan Police Agency said Monday that it will investigate four high-ranking officials of Gangjin County, South Jeolla, on suspicion that they forced people to donate to a county-sponsored scholarship committee, which the county governor is denying.

A tug-of-war between the Gwangju police and the governor, Hwang Ju-hong, peaked on March 23 when the police agency said it would accuse Hwang of false reporting and defamation.

Hwang released a statement in a newspaper published on March 22, criticizing an ‘excessive’ investigation by the police about the Gangjin County government and the Gangjin Scholarship Committee.

In the statement, Hwang said: “The Gwangju Metropolitan Police Agency is investigating us in an extra-legal manner if they were ‘wild outlaws.’ The police investigators appearing to be secretly communicating with high-ranking political figures [who are pushing the investigation].”

But a police official said on March 23: “We are investigating the government and the committee according to legal procedures. The advertisement released by Hwang has gone too far and we think the ad is intended to interfere with our investigation of his office.”

The official added that the police agency will not accuse Hwang until the investigation is finished.

In 2005, the Gangjin County government founded the Gangjin Scholarship Committee and until now has raised about 11 billion won ($9.8 million) from 15,484 local residents and companies.

The Gangjin government said it has used funds for scholarships for underprivileged students and funded local schools to send students abroad to take English language courses, hire foreign teachers and promote more extracurricular activities.

Altogether, the committee has raised 20 billion won, which includes donations from people outside of the county, military officials and ex-residents. It has spent about 9 billion won of the total.

The Korea Board of Audit and Inspection investigated the government three times between 2009 and this March and determined that the Gangjin government had forced local companies to donate to the committee.

The South Jeolla Provincial Police Agency last April investigated the Gangjin government, but found no evidence of wrongdoing.

The Gwangju Metropolitan Police Agency this year raided the Gangjin government offices on Feb. 24 and March 18, tracing two suspect bank accounts and questioning officials about the accounts. The police said on March 21 that officials of more than 10 companies in Gangjin said they were coerced into donating to the scholarship committee.

In response of the accusations against him, Hwang said, “I will inform about the improper investigation of the Gwangju police to the Blue House and the Anti-Corruption and Civil Rights Commission and ask them to take legal action against the police.”

경찰-강진군수, 장학재단 수사 놓고 일전 임박

내달 1일 피의자 신분으로 소환 예정
경찰이 강진장학재단 기금 불법조성 의혹을 수사 중인 가운데 이번 수사에 강한 불쾌감을 표시한 황주홍 강진군수가 내달 1일 경찰에 자진 출석할 예정이어서 양 측간 팽팽한 신경전이 벌어질 것으로 예상된다.

29일 광주지방경찰청에 따르면 경찰은 황 군수를 내달 1일 오전 10시 피의자 신분으로 소환해 장학재단과 관련한 의혹들을 조사할 예정이다.

특히 경찰이 황 군수를 참고인이 아닌 피의자 신분으로 소환한다는 점이 주목된다.

참고인 자격이 아닌 피의자로 소환하는 것은 특정 혐의를 받고 형사 입건된다는 것을 의미하기 때문이다.

경찰은 황 군수가 그간 경찰 수사를 공개적으로 비난한 만큼 이번 소환 조사를 잔뜩 벼르는 것으로 전해졌다.

경찰은 황 군수가 장학기금 모금과 관련해 결백을 주장할 것으로 보고 반박 증거 자료 등을 제시해 황 군수의 혐의를 입증하겠다는 방침이다.

경찰은 황 군수가 장학기금 조성 당시 군 소속 승진 공무원 및 군과 각종 계약을 맺은 업체 324곳에 기부금(총 기부액 14억원)을 내도록 직접 지시를 했는지에 대해 조사할 계획이다.

또 장학금 일부를 체육진흥기금으로 전용한 의혹과 일부 장학기금을 이사회 의결을 거치지 않고 집행한 정황에 대해서도 조사할 방침이다.

이미 경찰은 강진군으로부터 관급공사를 수주한 건설업체에 대한 압수수색과 관련자 수사를 통해 어느 정도 혐의 사실을 확인한 것으로 전해졌다.

경찰은 직원들이 승진 대가로 장학금을 기탁했거나 건설업자들이 공사 관리 또는 감독 편의를 대가로 장학금을 냈다면 형사 처벌이 가능하다고 보고 있다.

경찰은 1차 소환 조사에서 황 군수가 진술을 회피하거나 관련 사실을 부인할 때 추가 소환도 하겠다는 입장인 것으로 알려졌다.

그간 경찰 수사가 과잉수사며 특정 정치세력의 외압에 의한 수사라고 주장하며 강하게 반발해온 황 군수가 경찰에서 어떤 대응을 할지 관심이 쏠리고 있다.

이와 관련, 황 군수는 경찰 소환 요구에 "모든 것이 결백하며 부하 직원들이 경찰에 잇따라 소환되고 있는 만큼 경찰이 제기한 의혹에 대해 관련 자료를 토대로 입장을 충분히 소명할 것"이라는 뜻을 밝힌 것으로 알려졌다.

앞서 광주경찰은 장학금 조성 과정에 기탁금 강제할당과 횡령 등의 혐의점을 잡고 2차례에 걸쳐 강진군에 대한 압수수색을 실시했고 이에 강진군은 감사원 감사 및 경찰 수사가 부당하다는 내용의 광고를 일간지에 게재하는 등 강하게 반발하고 있다.

한편, 감사원은 최근 보도 자료를 통해 강진군이 과거 3차례 감사원 감사에서 아무런 문제가 없는 것으로 드러났다는 주장에 대해 2009년 9월과 10월 감사는 '무사안일ㆍ소극적 업무 처리실태'를 점검하려고 139개 자치단체를 대상으로 한 감사였고, 지난해 3월 감사는 각 자치단체가 운영 중인 145개 장학재단 전체를 대상으로 한 것으로 강진군만 특정한 감사는 아니었다고 반박했다.

또 감사원은 지난해 감사에서 공무원을 동원해 각종 공사ㆍ용역ㆍ물품 계약을 대가로 업체로부터 기부금품을 독려하는 등 다수 문제점을 지적했다며 감사 결과 별다른 지적사항이 없었다는 강진군의 주장을 일축했다.

이와 함께 감사원은 지난 6일 발표한 감사 결과와 관련해 강진군을 검찰에 수사 요청을 한 것은 강진군이 다른 자치단체에 비해 위법ㆍ부당 사항이 가장 많고 사안이 중대하다고 판단했기 때문이라고 밝혔다.
