With reforms, it’s Blue House versus the generals

“I believe the Ministry of National Defense will do a good job carrying out the military reform at Minister Kim Kwan-jin’s lead,” President Lee Myung-bak was quoted as saying yesterday by Blue House aides.

Lee’s remark, which seems anodyne on the surface, actually signals a behind-the-scenes battle over the president’s plan to reform the military, which is rubbing a lot of generals the wrong way.

Whether Lee’s indirect appeal to Minister Kim calms dissonance within the military remains to be seen, according to military analysts.

Defense Reformation Plan 307, which is at the core of the controversy, focuses on strengthening the administrative power of the chairman of the Joint Chiefs of Staff and on trimming the size and importance of the leadership of other generals.

The plan, which Kim reported to President Lee on March 7, was announced to the public the next day. Many military leaders didn’t like it. Sixty, or 15 percent, of current general-level commanders would be eliminated by 2020 under the plan.

The first murmurs of opposition were heard from retired generals.

When the ministry presented the reform plan to around 40 retired generals on March 23, many of them objected and said the reforms were in the wrong direction.

One of their objections was that strengthening the command of the chairman of the Joint Chiefs of Staff would threaten the “democratization” of the military.

Another criticism was that restructuring the command system before the scheduled transfer of wartime operational control from the U.S. to Korea in 2015 was unnecessary and possibly even dangerous.

According to sources, Minister Kim’s face hardened when he later heard of the negative reactions.

The Blue House suspects that current military leaders averse to change, and those who could lose their jobs under the reforms, are putting pressure on Kim through the retired generals.

Some Blue House sources warn that current officers who oppose the reforms are disobeying military authority and could face punishment such as demotion or forced retirement.

“This really shows how the military resists change,” said a high-ranking Blue House official. “Every previous administration tried reforming the military, but failed due to resistance within the military.”

Another Blue House official said the threats of punishment from the Blue House shows President Lee’s determination to push through the reforms.

성우회와 재향군인회 회원 등 예비역 장성들을 대상으로 한 국방부의 설명회 이후 '국방개혁 307계획'을 둘러싼 군 안팎의 논란과 갈등이 지속되고 있다.

국방부가 뒤늦게 지난 28일 비공식 언론브리핑을 마련하는 등 진화에 나섰지만 국방개혁에 저항하는 현역 군인들은 즉각 인사조치하겠다는 청와대 관계자의 '경고성 발언'이 전해지면서 예비역 장성들이 반발하고 있다.

이같은 논란과 갈등이 향후 현역 장교와 예비역 장성들을 대상으로 한 국방개혁 설명회와 공청회 등을 거치면서 어느정도 가라앉을지 주목된다.

국방개혁 307계획에 대해 예비역 장성들은 다양한 의견을 제시하면서도 청와대 관계자의 경고성 발언에 대해서는 불쾌감을 감추지 못했다.

익명을 요구한 한 예비역 장성은 29일 연합뉴스와 통화에서 "청와대 관계자의 발언은 군의 자존심을 상하게 하는 것"이라며 "군복 입는 것을 영광스럽게 생각할망정 그거(군복) 벗기를 겁낼 현역은 생각보다 많지 않다"고 말했다.

육군 대장 출신의 한 예비역도 "아무리 청와대 고위관계자라도 그런 말을 함부로 해서는 안 될 것으로 본다"면서 "그런 식으로 말했다면 대통령을 보좌할 자격이 없는 사람"이라고 강하게 비판했다.

앞서 청와대의 핵심 관계자는 "국방개혁과 관련해 국방부 내 누구도 다른 건의를 하거나, 지연하거나 방해하는 세력은 그 자리에서 인사조치 할 것"이라고 경고했다.

이와 관련해 김희정 청와대 대변인은 이날 "청와대 내에서 공식적으로 그런 논의가 없었고 거론된 적도 없었다"고 해명했다.

또 국방개혁 307계획을 대통령에게 보고하고 언론을 발표하는 과정에서 문제가 있었다는 지적도 나왔다.

이석복 예비역 육군 소장은 "이번 국방개혁안을 마련하는 데에는 군내 공감대를 형성하는 절차가 소홀했다"며 "절차상 현역들의 뜻을 다 모으지 못했다는 게 가장 큰 문제"라고 말했다.

그는 "과거 8.18계획을 수립할 때에도 대통령의 지침은 통합군으로 가라는 것이었지만 군내 공감대 형성 과정에서 합동군제로 의견이 수렴됐다"며 "이런 공감대를 바탕으로 해서 결국 (대통령에게) 합동군제를 승인받을 수 있었다"고 소개했다.

각군 총장이 작전지휘를 하게 되면 특히 전시에 과중한 업무를 다 소화할 수 있을지에 대한 우려의 목소리도 제기됐다.

김병관 전 연합사부사령관은 "현재 각군 총장의 주요 업무인 군수.보급.인사.의무.행정 등은 평시는 물론 전시에는 더욱 중요하고 업무량도 상당히 많아진다"며 "총장이 작전지휘까지 하게 되면 전쟁 수행을 뒷받침할 이와 같은 중요한 업무는 누가 할지 걱정된다"고 말했다.

이석복 예비역 소장도 "작전지휘관은 작전에 24시간 전념할 수 있는 체제를 유지해야 하는데 현실적으로 각군 총장들이 작전에 전념할 수 있는 여건이 조성되기 어렵다"고 지적했다.

그러나 합동성을 강화하도록 상부구조를 개편하는 '307계획'의 전반적인 방향에 대해 공감을 표시하는 예비역 장성도 일부 있다.

김희상 전 대통령 국방보좌관은 "큰 방향에서 봤을 때 잘못된 것은 별로 없다고 본다"며 "논란이 많은 상부구조 개편에 대해서는 큰 문제가 없다"고 말했다.

그는 다만, "재래식 전력의 경우 기본적으로 인력이 유지돼야 하는데 오히려 병력을 줄인다는 게 큰 문제"라며 "우리는 북한보다 무기체계가 앞서 있다고 생각하지만 적대하는 쌍방 간에 무기체계가 활과 총처럼 차이가 나는 경우는 없다"고 지적했다.
