Samhwa honcho arrested

Seoul Central District Prosecutors’ Office yesterday arrested Shin Sam-gil, the honorary chairman of Samhwa Mutual Savings Bank, for allegedly making loans above the legal limit to a company and pocketing interest payments.
According to the prosecutors, Shin and other major shareholders have violated the law because the loan amount was 25 percent more than the bank’s capital, which is the legal limit.
Prosecutors alleged that Shin used interest payments from the loan for personal purposes, including establishing a slush fund to lobby officials in financial and government sectors.
Earlier this year, the operations of Samhwa were suspended for six months by financial authorities because of a shortage of capital. The savings bank was subsequently bought by Woori Financial Group.
The arrest of Shin is seen as one of the first results of probes by the government into allegedly illegal practices at savings banks in Korea that have forced eight of them to be suspended this year.
Shin was convicted in December of illegally arranging a tax refund on his gold holdings, but he then disappeared. Prosecutors had raided his office and home to trace him.

삼화저축은행의 불법대출 의혹을 수사 중인 서울중앙지검 금융조세조사1부(부장 이석환)는 29일 이 은행 대주주인 신삼길 명예회장을 체포해 조사하고 있다.
검찰은 신 회장에 대해 상호저축은행법 위반과 업무상 배임 등 혐의로 법원에서 체포영장을 발부받아 이날 낮 서울 논현동에서 신씨를 체포했다. 신씨는 지난해 12월 금괴 변칙 유통으로 거액의 부가세를 부정 환급받은 혐의로 징역 3년에 집행유예 5년, 벌금 150억원이 확정된 뒤 벌금 미납으로 지명수배된 상태였다.
검찰은 삼화저축은행이 특정 업체에 자기자본의 20%인 신용공여한도를 넘겨 대출해 준 혐의를 잡고 수사하고 있다. 이 경우 상호저축은행법상 ‘동일인 대출한도 초과금지’ 조항에 위반된다. 대주주를 포함한 출자자가 대출을 받을 수 없도록 한 ‘출자자 대출금지’ 규정도 어긴 정황도 포착된 것으로 알려졌다.
검찰은 신씨를 조사해 정·관계 로비 의혹이 드러날 경우 수사를 확대할 방침이다. 프로젝트파이낸싱(PF)을 비롯해 은행의 부실 대출이 늘어나면서 대주주인 신씨가 금융감독 당국의 제재를 피하기 위해 정·관계 유력 인사들에게 줄을 댔을 가능성이 크기 때문이다. 검찰은 체포 시한인 48시간 이내에 신씨에 대한 구속영장 청구 여부를 결정할 계획이다.
