Wise voters will wait and watch

President Lee Myung-bak apologized to the public for the fifth time during his three years in office. He repeatedly said he was deeply sorry for renouncing a plan to build a new international airport in the southeastern region, a presidential campaign pledge. But it is doubtful that the southern population will be willing to forgive and forget that easily. And further wrangling over a project the government officially scrapped won’t help the regional or broader population.

It is needless to say that the president is to be entirely blamed for failing to uphold a campaign promise, which has not been the first. The president himself said “the fault lies with me.” A campaign platform is a promise to the voters and should be carried out. The president cannot avoid criticism that he’s had an easy ride on a populist platform and lacks integrity and credibility. Still, it would be equally irresponsible and reckless to carry through an unrealistic and uneconomical campaign promise. A candidate who sells unfeasible campaign pledges is bad, but a leader who pushes the projects forward knowing the consequences may be worse.

A leader should be able to relinquish untenable state projects. The president said he had reached the decision in consideration of the “next president and generation.” If it is the right decision, the president must bite the bullet. It is the price he must pay for failing to study his campaign platforms more thoroughly.

But there is nothing in this world that is unforgivable. The president’s attitude and words of apology should not be an issue. What is important is his sincerity about his future actions. He reassured the nation that his administration’s will to advance development in the southern region remains intact. The new airport promised regional development and improved transportation. The government should do its utmost to make up for the absence of the project through other measures. It must seek out and listen to the needs of area residents.

The president pledged to think “more specifically” about regional development. He must come up with better options and stop wavering on major state projects because of his populist political logic. The regional anger is understandable. Some plan to continue protest rallies. Some politicians are capitalizing on the event to make political advances. Area residents have the right to make a stand. But experts have concluded that a new airport will be of no help and the president has promised to come up with a better option. Wiser voters should wait and watch, then act in the next election.

이명박 대통령이 1일 동남권 신공항 백지화에 대해 직접 사과했다. 집권 이후 5번째다. 거듭 “송구스럽다”고 말했다. 영남지역 주민을 향해 “심심한 위로의 말씀을 드리고자 한다”고 밝혔다. 사과에도 불구하고 신공항을 고대했던 영남지역 주민들의 분노와 반발이 쉽게 가라앉지는 않을 것이다. 그러나 신공항을 둘러싼 소모적 논란을 마냥 계속할 수는 없다.

동남권 신공항을 공약하고 다시 백지화하는 과정에 대한 책임이 이 대통령에게 있음은 두 말 할 필요조차 없다. 대통령 본인도 “대통령에 출마한 이명박 저의 책임”이라고 인정했다. 공약했으면 실천하는 것도 맞다. 일부에서 “포퓰리즘 공약으로 단물 빼먹고 버린다”는 비판을 하는 것도 무리는 아니다. 대통령은 이런 비판을 뼈저리게 받아들여야 한다. 그러나 무리한 공약을 무조건 이행해야 한다는 주장은 비현실적이다. 당선을 위해 무리한 공약을 내놓은 후보도 잘못이지만, 그런 공약을 무리하게 추진하는 대통령은 더 바람직하지 않다.

국가지도자로서 타당성 없는 국책사업을 과감하게 포기할 줄 알아야 한다. 대통령의 말처럼 “다음 대통령, 다음 세대의 짐”까지 고려하는 “결단”일 수 있다. 옳은 결단이라면 더 많은 비난이 쏟아지더라도 감수해야 한다. 어차피 대통령에겐 공약을 사전에 엄밀히 검증하지 못한 원죄가 있으며, 나라의 미래를 국익차원에서 판단해야 하는 책임이 있기 때문이다.

용서받지 못할 실수는 없다. 문제는 사과의 진정성이다. 이 대통령의 태도나 사과의 표현이 중요한 것은 아니다. 앞으로의 행동이 진정성을 증명해 줄 것이다. 무엇보다 이번 결정에 따른 지역의 소외감을 달래는 일이다. 영남지역이 필요로 했던 것은 ‘신공항’으로 상징되는 지역발전과 교통편의다. 신공항은 포기하더라도 지역발전과 교통편의를 증진하는 데 최선을 다해야 한다. 지역민의 이기주의라 예단하기에 앞서 지역민들이 진정 원하는 것이 무엇인지 경청해야 한다.

대통령은 이날 회견에서 “해당지역 발전에 대한 정부의 관심과 의지는 변함없이 지속될 것임을 이 자리에서 분명히 말씀 드린다”라고 약속했다. “지역발전을 위해 좀 더 구체적으로 생각하겠다”고 다짐했다. 국민 앞에 사과하는 겸허한 마음으로, 다시는 이런 혼선을 초래하지 않겠다는 다짐으로 국가미래를 생각하는 대책을 만들어야 한다. 더 이상 포퓰리즘이라는 정치논리에 좌우되는 개발사업이 반복되어선 안 된다.

유권자 입장에서는 대통령의 사과를 받아들이고 대책마련이란 약속을 지켜보는 신중함이 요구된다. 벌써 일부 지역에선 ‘신공항 계속 추진’을 요구하는 항의집회를 예고하고 있다. 일부 정치인들은 이런 분노를 이용해 무리한 요구를 계속하고 있다. 지역민들이 자기 목소리를 내는 것은 필요하다. 하지만 지금은 전문가들이 타당성 없다는 결론을 내리고, 최고 ·최종 책임자인 대통령이 사과와 대책마련을 약속한 시점이다. 냉정하게 지켜보고 차분하게 따지는 유권자들이 더 무섭다.
