Lee: ‘Extremely regretful’ over dropping airport

In a 40-minute press conference, Lee addressed the nation to explain why he had reneged on his 2007 campaign pledge to have a new international airport built in the southeastern region.
Lee also took on other issues, answering questions from reporters on defense reform, inter-Korean relations and Japan’s latest claim over the Dokdo islets.
“I personally feel extremely regretful and sorry that I had to break the pledge,” Lee said, directing his apology to Gyeongsang residents in particular. “Although we concluded that new airport construction is impractical, I am assuring [you] that the government’s attention and its will to develop the region will continue without change.”
Lee, however, did not elaborate on specific plans for the Gyeongsang region to make up for the loss of the 10 trillion won ($9 billion) plan, which he pulled the plug on Wednesday.
The former-CEO-turned-president defended his decision by saying he could not allow the project to put such an enormous burden on the nation, the next president and the next generation. “I could have just gone ahead and avoided criticism,” Lee said. “But I could not make such an irresponsible decision for the sake of my comfort.”
Lee admitted that his pledge had been made during the campaign without meticulous study on its economic feasibility and profitability, asking the Gyeongsang region to show understanding for his shortcoming.
Lee warned against reading too much into his rival Park Geun-hye’s argument that the region still needs the project for its future. Vowing to revive it as her campaign pledge in the next presidential election, Park said on Thursday that it was regrettable that Lee broke a promise made to the nation.
Lee was measured in his response to her comments. “I understand her position for making such remarks in her hometown and her legislative district,” Lee said. “And she will also understand that I had no other choice but to do this if she sees the matter from my perspective.”
Park’s comments came during a trip to Daegu, one of the cities that expected to benefit from the airport. Daegu is a traditional stronghold of the conservative Grand National Party.
Lee warned against media speculation that the Lee-Park rift will resurface. “There is no need to try to overly scrutinize it,” he said. “Just look at it with good intentions.”
Since their fierce competition in the GNP presidential primary in 2007, the two political titans and their factions have clashed over many major issues including legislative nominations in 2008 and the revision of the Sejong City plan. But last August, the two made peace at a Blue House meeting at which Lee promised a fair presidential election in 2012.
Park supporters reacted calmly to Lee’s remarks yesterday, trying to avoid putting unwanted attention on the Lee-Park relationship. “We have nothing more to say, and there is no need to provoke a fight with this,” said Representative Lee Jung-hyun, a key pro-Park National Assembly member.
Park loyalists, however, said her position that the nation still needs the airport is based on her tie with the region as well as her belief in balanced growth in the country.
Lee’s apology appeared to have done little to lessen the anger of Gyeongsang residents. “The president’s explanation is extremely disappointing,” said South Gyeongsang Governor Kim Du-kwan.

신공항 백지화 대국민 사과
“송구하다”로 시작해 “송구하다”로 끝난 37분이었다. 1일 동남권 신공항 백지화 관련 특별기자회견에서 이명박 대통령은 다섯 번째 대국민 사과를 했다. 기자회견 도중 “죄송하다”는 말도 등장했다. 이 대통령은 미국산 쇠고기 사태 때 두 차례, 세종시 수정안 추진 때와 연평도 도발 때 각각 한 차례씩 대국민 사과를 했었다. 다음은 일문일답.
-2009년 호남고속철 기공식에선 경제성이 떨어져도 필요한 인프라는 해야 한다, 선투자를 해서 미래의 경제성을 만들 수 있다고 했는데.
“(신공항을) 막상 집행해 보려고 검토하니 사업성이 없었다. 억지로 10조~20조원을 투자해 공항을 만들 순 있지만 허브 공항 역할을 할 수 있겠느냐. 세계 일류 항공사들은 수지가 맞아야 들어온다. 상당기간 적자가 불 보듯 하고 지역과 정부가 감당해야 한다. 나 하나 편하자고 (신공항을) 할 순 없다.”
-지방정책의 포기 아닌가.
“‘5(수도권·충청권·호남권·동남권·대경권)+2(강원권·제주권)’ 광역경제권을 위해 구체적인 사업을 내놓고 있다. 영남 지역 발전을 위해 구체적으로 (대안을) 생각하겠지만 (주민도) 보다 냉철하게 생각해달라. 저도 어떻게 보면 영남 출신 대통령이다. 현지 신문을 보니 (내 참모들이) 고향의 귀도 막고 눈도 막고 있다고 했는데, 국가 발전이라는 대국적인 측면에서 결단을 했기 때문에 이해를 해달라.”
-문책성 개각 또는 청와대 개편 의향은.
“제가 결단했기 때문에 이것으로 인한 내각이나 청와대 문책성 인사는 없다.”
-당 안팎에선 대통령의 탈당 주장도 나온다.
“화 나신 분들의 말씀 아니겠는가. 특별히 할 말이 없다. 막말을 피하면서 힘을 합쳐 지역발전에 매진하는 게 좋다고 생각한다.”
이 대통령은 박근혜 전 한나라당 대표의 전날 신공항 백지화에 대한 유감 표명에 대한 질문도 받았다.
-박 전 대표가 공약 불이행을 비판했는데.
“박 전 대표와의 관계를 너무 그렇게 보실 필요가 없다. 선의로 보는 게 좋다. 지역구인 고향에 내려가서 그렇게 말할 수 있는 입장을 이해한다. 그러나 내 입장에서 보면 이렇게밖에 할 수 없었다는 것도 아마 (박 전 대표가) 이해할 것이다. 일을 직접 집행하는 대통령의 입장에서는 나 하나 편하자고 결정해 버리고 떠날 수도 있으나 피해를 다음, 다음 또 다음 세대가 입는다는 것을 알면 책임 있는 지도자로서는 이렇게밖에 할 수 없다는 것을 이해해줄 것으로 본다.”
박 전 대표의 비판 발언을 ‘선의’로 해석하면서 확전을 차단하려 한 셈이다.
국방개혁·남북관계·독도
이명박 대통령은 과학비즈니스벨트 사업에 대해 “국가 미래를 위해 해야 하는 사업”이라며 “관련 법이 5일 발효되면 그때부터 총리실에서 위원회를 구성해 논의, (올) 상반기 중엔 발표할 수 있을 것”이라고 말했다. 이 대통령은 회견에서 신공항 문제 이외의 현안에 대해서도 입장을 밝혔다.
-‘국방개혁 307’을 두고 여러 이견이 나온다.
“천안함과 연평도, 이렇게 당하고도 군이 개혁을 하지 못하면 우리는 기회가 없다. 국방개혁에서 가장 중요한 게 합동성이다. 육·해·공군, 해병대가 있는데 (북한의) 연평도 포격 당시 해병대가 K-9(자주포) 하나만 들고 대응했다. 국방개혁 필요성에 대해선 아무도 이의를 제기할 수 없다. 김관진 국방장관을 중심으로 연내에 성공적으로 완성시킬 것으로 생각한다.”
-올해 남북정상회담을 해야 한다는 의견이 있는데.
“임기 말이니 올해 해야 한다는 식의 정치적 계산을 하지 않는다. 정상회담은 지난해부터 문이 열려 있다. 북한은 저질러 놓은 일에 대해 사과 표시를 해야 한다. ‘만나겠느냐, 안 만나면 또 치겠다’는 게 뭔가. 치는 게 겁나서 만나나. 막무가내로 안 만나겠다는 게 아니다. 이제까지 잘못된 남북관계를 제자리에 갖다 놓고 대화하자는 거다. 북한 핵 문제도 해결이 된다는 것을 전제로 6자회담을 해야 한다.”
-경제·외교안보 라인 교체론이 있다.
“필요하면 개편할 수 있다. 그러나 인사가 너무 잦으면 경쟁력을 떨어뜨리는 거다. 정치적으로 쇄신한다고 너무 자주 인사하는 건 옳지 않다. 과거 정권의 장관 평균 임기가 9개월이더라. 밑에 있는 사람이 장관 말을 듣겠느냐. 몇 달 있으면 떠날 사람이라 생각하지….”
-일본 교과서의 독도 왜곡 문제가 또 발생했다.
“일본을 십시일반 돕자는 가운데 딱 나왔다. 대통령으로서 말을 아끼고 있을 뿐이지 심정은 국민과 똑같다. 천지개벽이 두 번 돼도 우리 땅이다. 조용하게 실효적 지배를 강화하는 일을 계속 하겠다.”
