Radiation monitors set on Dokdo

The South Korean government started a project yesterday to restore forests on Dokdo in an effort to strengthen its control over the islets after the Japanese government recently approved 18 middle school textbooks claiming Japan’s sovereignty over the disputed territory.

The state-run Korea Forest Service said yesterday that it will spend 1 billion won ($916,590) on restoring the ecosystem of Dokdo after damage by storms, which includes 182 million won for replanting. The total area of damaged mountains and forests is about 0.3 hectares (0.74 acres), the service said.

“We will complete signing all contracts to restore Dokdo and begin the job this month,” an official for the service said. “We expect the project to have an impact on reinforcing South Korea’s dominance over Dokdo.”

Although the work was planned by the service, the North Gyeongsang government, which has jurisdiction over Dokdo, will control all restoration works, the service said.

Minister of Education, Science and Technology Lee Ju-ho also visited Dokdo Friday to install automated monitoring devices that measure radiation in the air every five minutes, just two days after the Japanese textbooks were adopted.

The monitoring devices can measure tiny doses of radiation, from 5 nanosieverts (nSv) to 1,000 milisieverts (mSv) per hour. After the installation, 146 nSv of radiation was detected in the islets, close to the 140 nanosieverts on neighboring Ulleng Island. Full-fledged operation of the devices started from yesterday.

Analysts said that Lee’s visit to Dokdo was to emphasize Korea’s control of the islets, and to a lesser extent to measure radiation spreading from the crippled nuclear plant in Japan.

The ministry said it is also reviewing a proposal to build a science and technology center on the islets.

North Korea also expressed its anger yesterday over Japan’s authorization the controversial textbooks, releasing a commentary on its official Web site Uriminzokkiri.

“Dokdo is an undeniable territory of ours yesterday, today and in the future,” the commentary said. “Harsh criticism and protests are bursting out in South Korea against Japan’s publishing textbooks claiming sovereignty over the islets.”

Calling Japan’s move a “militaristic ambition of controlling Asia under the slogan of the Greater East Asia Co-prosperity Sphere, a dream that Japan failed to fulfill in the past century,” the commentary also criticized the South Korean government, saying “the pro-Japan policies of South Korea triggered the inevitable result.”

The Japanese government adopted 18 middle school textbooks on Wednesday that include claims over Dokdo. Seoul summoned the Japanese ambassador to protest the textbooks.

이주호 장관 “독도과학기지서 쓰나미 연구”

독도 전격 방문…국내 71번째 방사선 감지기 설치

이주호 교육과학부 장관은 내년에 준공되는 동해 독도 해양과학기지에서 지진 쓰나미 연구를 본격적으로 하게 될 것이라고 1일 밝혔다.

이 장관은 이날 무인 환경방사선 감지기를 설치하기 위해 독도를 전격 방문한 자리에서 이같이 밝혔다.

아울러 이 장관은 "독도 감지기 설치로 국내 측정소가 71개소로 늘었다"며 "3년 안에 방사선 감지기를 120개까지 늘릴 계획"이라고 덧붙였다.

이날 독도경비대 부지 내 기상장치 옆에 설치된 감지기는 세로 60㎝, 가로 30㎝ 크기로 받침대까지 포함하면 높이가 150㎝ 정도다. 시간당 5~1천nSv(나노시버트) 범위의 방사선을 측정할 수 있다.

가동 첫날 첫 측정값은 104nSv로 대기 중 자연 방사선량인 150nSv에도 미치지 못했다. 이는 X-선 촬영 때 받는 양의 900분의 1 수준이다. 독도 감지기의 측정 결과는 대전 한국원자력기술원 본원으로 5분마다 전송된다.

이 장관의 독도 방문은 일본 문부과학성이 독도 영유권 주장 교과서를 공인한 지 하루 만에 이뤄졌다.

이와 관련, 그는 "천지가 두 번 바뀌어도 독도는 우리 땅이라는 대통령의 말에 동의한다"며 "독도에 감지기를 설치한 것은 우리 영토 어디라도 방사선 오염과 쓰나미, 지진 등 재해로부터 보호하겠다는 뜻"이라고 설명했다.

이 장관을 만난 김병헌 독도경비대장은 "방사선 감지기 설치로 대원들이 방사선 오염에 불안해하지 않고 우리 영토인 독도를 지키는 데 전념할 수 있게 됐다"고 말했다.

독도를 지키는 동해 해양경찰서 5001함의 김문홍 함장은 "최근 5일 사이에도 일본의 순시선이 독도 근처를 지나갔다"며 분위기를 전했다.

지금까지 독도를 찾은 정부 고위급 인사는 생각만큼 많지 않다.

2005년 5월 진대제 당시 정보통신부 장관이 국무위원으로서는 처음 독도를 방문, 휴대전화와 초고속인터넷 서비스 현황을 살펴봤다. 일본 시마네현이 `다케시마(독도의 일본식 명칭)의 날` 조례를 제정한 직후였다.

2008년 7월에는 일본이 중학교 교과서에 독도를 자국 영토로 명기한 데 항의하는 뜻으로 한승수 당시 총리가 독도 땅을 밟았고, 당시 유인촌 문화체육관광부 장관, 정종환 국토해양부 장관 등이 동행했다.

같은 해 8월에는 어청수 경찰청장이 독도 경비 최고 책임자로서 독도를 찾아 영토 수호 의지를 밝혔고, 같은 달 28일에는 이만의 환경부 장관도 독도에 발자취를 남겼다.
