Capitalism 101 tour for Northerners ends

WASHINGTON - A North Korean delegation boarded a flight from San Francisco to Beijing on Sunday after completing a 16-day crash-course in American-style capitalism.

The 12 North Korean economic officials and their American hosts tried to keep the trip very low profile, describing it as a “private” tour. But according to the group’s itinerary, which was secured by the JoongAng Ilbo, the North Koreans were treated to a full taste of what American capitalistic life is like. The U.S. companies they visited represent main strands of the U.S. economy.

The North Korean officials were obviously carefully chosen by the Pyongyang regime, according to the list of the participants acquired by the paper.

Six director-level officials were in the group, including the delegation’s head, Yon Il, a director at North Korea’s trade ministry. The other directors work for the trade ministry, agriculture ministry, finance ministry and industry ministry.

Two delegates are assistant directors. One is a manager. Two are advisors to a Pyongyang-Washington private exchange program. And the final delegate is the head of a finance research center at a North Korean trade bank.

Susan Shirk, director of the Institute on Global Conflict and Cooperation (IGCC) at the University of California, San Diego, invited the North Koreans to her school for the beginning of the capitalism crash course.

For several days, eminent scholars such as economics professor Gordon Hanson lectured the North Koreans on the market economy, consumer protection, what a CEO does and corporate strategies in the U.S. The visitors were also lectured on multilateral economic cooperation in Asia, monetary systems and the tax systems of the federal and state governments in the U.S.

On a field trip to New York that began last Monday, three professors at the New York University School of Law, including Jerome Cohen, gave an overview of the western legal system.

When visiting Stanford University on Friday, the group met Siegfried Hecker, a nuclear professor who let the world know about North Korea’s previously secret uranium enrichment program after visiting the country last November.

Former U.S. Defense Secretary William Perry also attended the Stanford seminar.

“Industrial-academic cooperation was the main theme of the seminar,” said one participant in the seminar.

To get exposure to U.S. industry, the North Koreans visited Home Depot, Google, Sempra Energy, Bloomberg, Bloomingdale’s Department Store, Citi Group, Union Bank and Qualcomm. According to a source, the delegation met Irwin Jacobs, the chairman of Qualcomm.

The group also went to Universal Studios in Los Angeles.

They spent some time exploring the U.S. food industry. The food companies they visited included a seafood wholesale company in Catalina; the Mountain Meadow Mushroom Farm; Clarmil Manufacturing Corporation, a wholesale bakery and food manufacturer in California; and large rice farms in the region.

The group also learned about trade infrastructure by visiting the Port of Los Angeles.

미국 간 북한 경제관료 12명…‘자본주의 속성과외’ 16일

자본주의를 배우겠다며 지난달 19일 미국을 방문했던 북한 경제대표단이 15박16일의 학습 일정을 마치고 3일(현지시간) 샌프란시스코 공항에서 베이징행 비행기를 탔다. 신분과 일정을 모두 숨긴 채 미국 서부와 동부를 바쁘게 오갔던 북한 대표단이 보고 배운 것은 무엇이었을까. 본지가 확인한 이들의 명단과 비공개 전체 일정은 북한 주요 경제부서 중간 간부들에 대한 ‘자본주의 속성 과외코스’라 할 만했다. 자본주의의 핵심 요소들에 대한 강의, 산업별로 주도면밀하게 선정된 현장 방문이 미국 체류기간 내내 이어졌다.

북한 대표단의 방미를 주도한 인물은 캘리포니아주 UC샌디에이고대 산하의 국제분쟁협력연구소(IGCC) 의 수전 셔크(Susan Shirk) 소장이다. 이 때문에 자본주의 강의는 주로 이 대학 교수들이 맡았다. 북한 대표단 12명은 선택된 학생들이었다. 초청기관인 IGCC와의 사전 합의에 따라 강의는 넉넉한 시간 동안 일문일답식 진행으로 비공개리에 진행됐다. 북한 대표단의 단장은 연일 무역성 무역지도국장. 이외에도 이종철 금속공업성 외부경제협력국장, 윤룡찬 농업성 농업프로젝트관리국장, 최금송 재정성 농업금융국장 등 주요 경제부서 국장급 인사들이 망라됐다.

지난달 22일 MIT 경제학 박사 출신의 고든 핸슨(Gordon Hanson) 교수가 첫 수업을 맡았다. 주제는 ‘시장경제와 기업경영의 핵심요소’로 세 시간에 걸쳐 자본주의에 대한 오리엔테이션 성격의 강의를 진행했다. 대표단의 수강 과목은 이어 ‘시장경제에서의 소비자 보호’ ‘아시아·태평양 지역의 경제성장과 진화’ ‘내부 화폐시스템’ ‘중앙정부와 지방정부의 기능과 역할(세금 문제 포함)’ ‘미국에서 CEO의 역할과 기업 전략’ ‘아시아에서의 다자간 경제 협력’ 등으로 확대됐다. 모두가 북한의 시장경제로의 전환, 그리고 국제사회로의 개방을 염두에 둔 과목이다.

아시아 소사이어티의 초청으로 뉴욕을 방문했던 지난달 28일엔 뉴욕대 법과대학원 교수 3명이 자본주의 강의에 참여했다. 제롬 코언(Jerome Cohen) 교수 등은 미국을 비롯한 서방 세계의 전반적인 법률 체계와 세금·중재 등 상법 분야를 북한 대표단에 소개했다. 1일 스탠퍼드대에선 지난해 11월 북한을 방문한 뒤 북한의 우라늄농축시설을 공개한 시그프리드 헤커(Siegfried Hecker) 교수와 윌리엄 페리(William perry) 전 국방장관 등 북한 전문가들이 참석한 가운데 오찬 세미나가 진행됐다. 한 참석자는 “이 자리에서도 대학과 기업 간의 산학 협력이 주된 논의 내용이었다”고 전했다.

북한 대표단의 미국 산업 현장 답사는 강의보다 비중 있게 진행됐다. 단순히 인근 지역을 방문하는 데 그치지 않고 사전에 방문 목적을 명확히 정했다. 그래서 중복이나 생략을 피하고 주제별로 다양한 산업 현장을 찾았다. 방문 초기 로스앤젤레스(LA) 지역에선 주택관리용품을 판매하는 홈디포(Home Depot)와 생활 양판점 타깃 등 소매업체, 관광·오락산업을 대표해 유니버설 스튜디오를 둘러봤다. 이어 미국 정보기술(IT) 산업의 대표 격인 구글과 퀄컴 본사를 방문해 비즈니스 혁신 모델에 대해 논의했다. 대표단은 특히 지난달 24일 퀄컴사 방문 때 이 회사 공동 창업자인 어윈 제이컵스(Irwin Jacobs) 회장과도 면담한 것으로 전해졌다.

북한의 열악한 식량 사정을 반영하듯 북한 대표단이 가장 많이 둘러본 현장은 식품산업 분야였다. 마운틴 미도 버섯농장, 카탈리나 시푸드, 클래밀 매뉴팩처링 코퍼레이션(식품가공회사), 캘리포니아 데이비스시 인근의 대형 쌀 농장 등을 찾았다. 이 밖에도 LA 항구(무역 인프라), 셈프라 에너지(전력산업), 블룸버그(언론산업), 블루밍데일(백화점 소매업), 씨티그룹·유니언 뱅크(금융산업) 본사를 찾아 현장 강의를 들었다.

북한 대표단은 2일 오후 일정 중 처음이자 마지막으로 관광에 나섰다. 이들은 금문교와 샌프란시스코 시내를 둘러봤다. 간간이 현장 답사 중 부닥친 현지 언론의 질문 공세에 이들은 답변을 피하거나 “즐거운 여행이었다”는 등의 의례적인 말만 했다. 이들은 미국을 떠나는 순간까지 자본주의에 대해 진정으로 느낀 것이 무엇인지에 대해선 함구했다.
