Heads could roll over FTA mistakes

Minister of Foreign Affairs and Trade Kim Sung-hwan warned that anyone responsible for mistranslations in Korean free trade agreements will risk losing their jobs - including the nation’s top trade negotiator, diplomatic sources told the JoongAng Ilbo yesterday.

“It is a strong warning for the whole ministry staff, including Trade Minister Kim Jong-hoon,” a high-ranking ministry official said.

Kim Jong-hoon, making a public apology for mistranslations in the Korea-EU free trade agreement yesterday, admitted that as many as 207 errors and omissions were spotted in the most recent translation. He said all the errors have been corrected.

“When the mistranslation problem surfaced, I thought it was the kind of mistake that could be made in the process of translating a huge volume of papers,” Kim Sung-hwan was quoted by sources as saying at a recent meeting with high-ranking ministry officials.

“But the mistakes were repeated several times, and how this was perceived from the outside was much different than from the inside,” Kim added.

The Ministry of Foreign Affairs and Trade has been criticized for continual releases of mistranslated versions of the Korea-EU pact. The mistakes, critics say, could have led to business losses when the pact is implemented had they gone unnoticed.

The pact was signed last October, ratified by the European Parliament two months ago and is expected to go into effect in July.

Kim Sung-hwan said there is no guarantee that similar errors might not occur with the Korea-U.S. FTA and ordered a review of its translation, the sources said.

Of several recent scandals involving the ministry - including consulate officers in Shanghai having affairs with the same Chinese woman - Kim believed the mistranslations were the most shameful, the sources said.

“I am deeply sorry to everyone for such mistakes, and it is weighing heavily on my mind,” said Kim Jong-hoon at a press conference at the ministry yesterday.

Kim said investigations are underway, and people found responsible for errors will be reprimanded accordingly.

Meanwhile, to improve the translations of FTAs, the ministry said it is planning to seek an additional review from an outside organization after an initial translation by a group of legal experts in the ministry.

김종훈 외교통상부 통상교섭본부장이 고개를 숙였다. 그 동안 한·EU FTA는 물론 한·미 FTA 등 굵직한 협상을 주도해 `검투사`로 불리던 그의 모습은 더 이상 찾아볼 수 없었다. 김 본부장의 발목을 잡은 것은 바로 번역 오류였다.

김 본부장은 4일 오후 외교부 청사에서 브리핑을 갖고 한·EU FTA 한글본 재검독 결과와 향후 조치 계획을 발표했다. 하지만 김 본부장의 이날 브리핑은 말 만 브리핑이었지 사실상 대국민 사과 자리였다.

그는 브리핑에서 "지난달 10일부터 30일까지 한 EU FTA 한글본에 대해 4중의 집중적인 재검독을 실시했다"며 "전체적인 건수는 서비스 양허표에서 111건, 품목별 원산지 규정에서 64건, 협정문 본문에서 32건 등 총 207건의 정정이 필요한 오류로 판단해 정정하기로 했다"고 설명했다. 이번에 발견된 번역 오류에 지난 2월부터 통상 전문가인 송기호 변화사와 민변에서 제기한 오류 외에도 다수가 포함됐다는 게 김 본부장의 설명이다. 통상교섭본부가 한글본 번역에 총체적인 문제를 드러낸 것이다.

김 본부장은 당초 번역 오류 발생 초기 미흡한 대책에 대해서도 간접적으로 잘못을 시인했다. 지난 2월 처음 문제가 제기됐을 당시 통상교섭본부의 대응에 문제가 있었던 게 아니냐는 지적에 대해 "상황에 대한 판단의 문제가 아니었나 생각 된다"며 한발 물러섰다. 그는 이어 "그런(상황에 대한) 판단에 좀 부족한 부분이 있었다는 것을 인정 하고 좋은 교훈이 됐다고 생각 한다"고 덧 붙였다.

김 본부장은 번역 오류 문책과 관련해서도 "스스로 책임감을 느끼고 있다는 것은 사실"이라며 "(외교부의) 조사 결과가 나오면 거기에 따라 문책이 분명히 있을 것"이라며 자신이 책임질 일이 있으면 책임을 지겠다는 뜻을 내비쳤다. 김 본부장이 지난 2월 번역 오류가 처음 발견 된 이후 2개월 여 만에 사실상 번역 오류에 대해 백기를 든 셈이다.

그러면서 한편으로는 한·EU FTA 개정 필요성도 강조했다. 김 본부장은 이달 임시국회의 한·EU FTA 비준안 통과 여부와 관련, "비준동의안이 처리가 되면 그 다음 국내법을 고치는 개정작업이 필요하다"며 "5월에는 국회가 열리지 않고 6월 국회에서 법률안 개정 작업을 거쳐야 하기 때문에 그렇게 시간이 넉넉한 편이 아니다"고 말했다. 비준에 따른 후속 법률안 개정 작업을 감안할 때 이번에 비준 동의안이 통과돼야 한다는 기존 입장을 재확인한 것이다.

이러한 바탕에는 내심 이달 임시국회에서 한··EU FTA 비준안 처리가 다시 연기되면 향후 한·미 FTA 비준에도 영향을 줄 수 있다는 우려가 깔려 있다. 통상교섭본부 고위 관계자는 "미국 의회 등 정치권에서는 한·EU FTA에 따른 자국 기업들의 한국과 유럽에서의 경쟁력 약화를 우려해 한·미 FTA 체결을 서둘러야 한다는 분위기"라며 "한·EU FTA 발효를 한·미 FTA 조기 비준의 지렛대로 사용해야 한다"고 말했다.
