Overhaul of spy agency with key replacements

President Lee Myung-bak yesterday named new deputy directors for the National Intelligence Service in an attempt to overhaul the country’s main spy agency after an embarrassing scandal in February.

Jeon Jae-man, diplomatic minister at the Korean Embassy in Beijing, was named first deputy director and will head overseas operations and North Korea intelligence.

Army Maj. Gen. Lee Jong-myung, a senior planning officer on the Joint Chiefs of Staff, was named third deputy chief of the NIS, becoming the first military official to serve in the powerful position since the establishment of the NIS in May 1998. As the third deputy chief, Lee will be charge of industrial and technology intelligence.

“The reshuffle was done to overhaul the National Intelligence Service and improve its operational capabilities and effectiveness,” said presidential spokesman Hong Sang-pyo.

Min Byeong-hwan, second deputy chief of the NIS in charge of domestic intelligence, retained his job.

Jeon, a 55-year-old native of Busan, is a China specialist who began his diplomatic career in 1979. He has served in Korean missions in Hong Kong, Japan and China. The appointment of a veteran in Chinese affairs prompted speculation that the administration was reinforcing the National Intelligence Service’s intelligence gathering operations on North Korea.

Lee, a 54-year-old native of Seosan, South Chungcheong, served in various key posts in the military.

“Lee will be discharged [from the military] before he takes the post,” Hong said. “By serving key posts in the military, Lee is as a person with leadership and the ability to unite and harmonize an organization.”

Lee’s predecessor Kim Nam-su had reportedly expressed his intention to resign last month after accusations that his team was responsible for an operation to steal data from a visiting Indonesian delegation in February. Unidentified agents appeared to be trying to steal information related to Korea’s attempted sale of supersonic trainer jets to Indonesia. The botched operation was widely publicized but the government has denied the NIS was involved.

Asked if the replacement of the third deputy chief was prompted by the incident, Hong said, “I will not answer a hypothetical question because media speculation was never proven and the agency accused by the media never admitted the charge.”

After the Indonesian scandal, political pressure grew on the president to fire NIS chief Won Sei-hoon. President Lee, however, did not replace him yesterday.

‘국정원 시대’ 첫 軍 출신 차장(종합)

3차장에 ‘북한통’ 장성…1차장은 중국통
교체설 나돈 원세훈 국정원장 재신임

4일 단행된 국가정보원 차장 인사에서는 무엇보다 현역 장성이 3차장으로 내정된 점이 가장 큰 특징이다.

현역 장성의 국정원 차장 입성은 김대중 정부 때인 1998년 국가안전기획부가 국정원으로 이름과 성격이 바뀐 뒤 첫 사례다.

이번에 3차장으로 내정된 이종명 육군 소장은 곧 예편한 뒤 국정원에 근무하게 되는데, 이 내정자 본인과 김관진 국방 장관 등 군 수뇌부도 이날 오전까지 3차장 내정 사실을 몰랐을 만큼 극비리에 인사가 진행됐다는 후문이다.

3차장이 교체된 것은 지난 2월 인도네시아 특사단 스파이 사건이 불거진 데 따른 문책 성격이 짙다는 게 일반적인 분석이다.

국정원은 지금도 인니 특사단 사건과는 무관하다는 입장이지만, 당시 김남수 3차장 산하의 직원들이 인니 특사단에 대한 정보 수집 활동을 하다 어처구니없는 실수를 저질렀던 것으로 알려져 있다.

이 내정자는 충남 서산에서 태어나 서울 한성고, 육군사관학교(35기)를 졸업하고 합동참모본부 전력발전부장, 12사단장을 거쳐 현재 합참 민군심리전부장(소장)으로 재직중이다.

대북 심리전을 책임지는 `북한통` 현역 장성을 국정원 3차장에 내정한 것은 대북 정보 수집 및 심리전을 강화하려는 포석으로 보인다.

이 내정자는 조직 장악력이 뛰어나 스파이 사건으로 흐트러진 조직의 기강을 바로잡는데 적격인 데다 도봉구 소재 20평형대 아파트에 살 만큼 청렴한 인물로 평가받고 있다.

특히 소말리아 해적에게 납치된 삼호주얼리호 선원 구출을 위한 `아덴만 여명` 작전 때는 군사작전지원 실무 총책임자를 맡아 작전 성공에 크게 기여한 점도 이 대통령의 눈에 띈 것으로 전해졌다.

국정원의 한 유력 인사는 이러한 장점을 들어 이 내정자를 추천, 이 대통령의 재가을 얻어낸 것으로 알려졌다.

일각에서는 군과 국정원의 정보 교류를 원활하게 하기 위해 현역 군인 출신을 3차장에 기용했다는 분석도 나온다.

전재만 1차장 내정자는 외교관 출신으로 홍콩과 광저우, 베이징에 다년간 근무한 중국 전문가다. 아울러 주중 공관의 특성상 대북 문제에도 일가견이 있는 것으로 알려져 있다.

이처럼 1차장에 중국 전문가, 3차장에 장성이 발탁되면서 급변하는 북한 정세에 맞춰 국정원의 대북 업무가 강화될 것이라는 관측이 설득력있게 나돌고 있다.

현재 1차장은 해외.대북 정보수집 및 총괄을, 3차장은 산업.기술 정보, 방첩과 대북공작 업무를 각각 맡고 있다.

이번 1, 3차장 인사는 청와대가 원세훈 국정원장과 긴밀한 협의 하에 진행한 것으로 전해졌다. 이는 스파이 사건으로 교체설이 나돌던 원 원장을 이 대통령이 재신임했다는 뜻으로도 해석된다.

청와대 고위 관계자는 "원 원장에 대한 이 대통령의 신임은 확고하다"며 "하반기에도 국정원장 인사는 없을 가능성이 높다"고 말했다.
