Science base to be built near Dokdo

The government will start building a marine science research facility in the sea off Dokdo to bolster Korea’s control of the eastern islets, which Japan claims sovereignty over, a government report said yesterday.

In a report submitted to the National Assembly ahead of a meeting between the government and the ruling Grand National Party, the government said the facility will be built on the mainland starting this month.

Assembly of the structure will be finished by December and then moved to 1 kilometer (0.6 miles) northwest of the islets in the East Sea, the report said.

The facility, which will measure seismic activity and climate and oceanic changes, will cost about 43 billion won ($39.5 million).

Building a science base near Dokdo has been a government plan for years, but it has gained traction since Japan last Wednesday authorized 18 middle school textbooks with stronger claims over Dokdo.

At the government-GNP meeting, the government said it will draft a basic design for an embankment at Dokdo, 295 meters long and 20 meters wide, by the end of this year. The date for completing construction of living accommodations on Dokdo will be also advanced by two months to May, it said.

“We will speed up projects for strengthening the effective control [of Dokdo],” said Minister of Land, Transport, and Maritime Affairs Chung Jong-hwan.

According to diplomatic sources, Japanese officials are responding more sensitively to the projects on and around Dokdo, including the marine facility, than they have to Seoul’s plan to refurbish a 30-year-old heliport.

“Japan is arguing that the installation of the marine facility is a ‘measure worsening the situation,’” a diplomatic source said. “There is a possibility that Japan will strongly protest the measure through diplomatic channels.”

According to government officials, when Seoul conducted a tidal study off the islets in July 2006, Japan strongly protested it and sent one of its coast guard patrol ships near the spot, bringing the two countries to the verge of a military clash.

Meanwhile, a National Assembly committee set up to reject Japan’s sovereignty claim over Dokdo adopted yesterday a resolution calling on Japan to cancel the authorization of the middle school textbooks.

“The Japanese government’s reviewing and approving of the social studies textbooks for middle school students that distortedly describe Dokdo as Japanese territory amount to a manifest act of provocation infringing on the sovereignty of the Republic of Korea,” the resolution read.

정부, 독도 종합해양과학기지 착공키로

올해 12월 구조물 제작 완료 방침

정부가 독도의 실효적 지배를 강화하기 위해 이번 달 독도 종합해양과학기지 공사에 착수할 예정이다.

정부는 일본의 독도 영유권 주장과 관련해 4일 오전 개최한 한나라당과 긴급 간담회와 오후 국회 독도영토수호대책특위 전체회의를 앞두고 국회에 미리 보고한 자료에서 이같은 방침을 밝혔다.

정부는 이번 달 육상에서 독도 종합해양과학기지의 구조물 제작에 착수한 뒤 오는 12월까지 조립을 완료할 계획이다.

종합해양과학기지는 독도 북서쪽 1㎞ 해상에 건설되는 철골기지(연면적 약 2천700㎡, 사업비 430억원)로 동해의 해양, 기상, 지진 및 환경 등을 관측할 장비를 갖추게 되고 평상시 무인 자동화시스템으로 운영된다.

정부는 또 올해 안으로 독도에 해수 통과가 가능한 방파제(길이 295m, 폭 20m) 건설에 대한 기본 설계를 완료하고 오는 7월 완공 예정이었던 독도 주민숙소 공사를 5월 초까지 마무리하기로 했다.

정종환 국토해양부 장관은 긴급 당정간담회에서 "실효적 지배를 위한 사업을 속도감있게 추진할 것"이라고 밝혔다.

특히 정 장관은 "울릉도 경비행장 사업이 예비타당성(예타)에 걸려 집행이 안되고 있는데, 일반 사업과 달리 대일관계 등을 감안해 다시 예타를 실시해야 한다"는 한나라당 김광림 의원의 주장에 "(예타를) 정책적으로 다시 추진하는 문제를 적극 검토할 것"이라고 답했다.

아울러 정부는 지난 1일 독도가 우리나라 영토임을 강조하는 학습 부교재를 발간, 전국 초등학교에 배포했고 앞으로 독도교육홍보관 설립도 추진키로 했다.

또 독도의 국제적 홍보 강화를 위해 동북아역사재단 산하 독도연구소의 러시아어 및 중국어 인터넷사이트를 개발하고 인터넷에 `동해독도 표기오류 신고센터`를 개설하는 한편 4월 중으로 일본 내 우익 교과서의 채택 저지를 목적으로 일본 지방지치단체 및 학교 담당자들과 워크숍을 열 방침이다.

이밖에 정부는 오는 5월 독도 문제를 포함한 역사교육 강화방안 기본계획을 확정해 발표하고 올해 8월 교사 120명과 학생 800명을 대상으로 독도 현장체험을 실시할 것이라고 밝혔다.
