During visit to North, Carter to focus on nukes

Former U.S. President Jimmy Carter said Wednesday that he plans to focus his upcoming trip to North Korea on trying to revive nuclear disarmament talks with the reclusive nation while seeking ways to help with the country’s humanitarian woes.

Carter would not say when the trip was scheduled and the Atlanta-based Carter Center declined to comment on the plans. But U.S. government officials who were briefed on the details have said he could make the journey as early as this month.

Carter said he would “try to induce the North Koreans to give up their nuclear weapons’’ and help the country work out a peace treaty with South Korea and the United States. But the trip will also have a humanitarian angle.

“What we want is a peace treaty and denuclearization of the Korean peninsula, and to find out about how we can help with the humanitarian plight of the people who are starving to death,’’ said Carter, speaking at the end of a human rights conference in Atlanta.

Carter, a Democrat from Georgia who was president from 1977 to 1981, is well-regarded in North Korea despite the longtime animosity between the United States and the secretive communist government. He has visited several times in a private capacity, most recently last August, to secure the release of an imprisoned American.

Multination disarmament talks with North Korea have been on hold for the past two years amid growing concerns over the North’s nuclear programs.

Carter’s remarks came at the end of a two-day conference in Atlanta involving human rights activists and religious leaders who gathered from more than 20 countries. The group called on faith leaders to condemn discrimination against women and review the role religion plays in it.

Carter also said he was hopeful that upheaval in the Middle East would enhance women’s rights throughout that region.

지미 카터 전 미국 대통령은 6일 자신의 북한 방문은 비핵화회담 재개 및 북한의 인도주의적 우려들을 도울 방법을 찾는데 초점을 맞출 것이라고 밝혔다.

카터 전 대통령은 이날 애틀랜타의 카터센터에서 열린 인권관련 회의에서 이달 말로 알려진 자신의 방북과 관련, "북한이 핵무기들을 포기하도록 설득하는데 노력할 것"이라고 말했다고 AP통신이 전했다.

카터는 또 북한이 한국 및 미국과 평화협정을 체결하는 것을 도울 것이라고 말했다.

이와 관련, 그는 "우리가 원하는 것은 평화협정과 한반도의 비핵화, 그리고 굶어서 죽어가는 주민들의 인도주의적 역경을 어떻게 하면 도울 것인가를 찾는 것"이라고 밝혔다.

평화협정 문제는 북한이 미국과 대화를 재개하면 가장 먼저 논의하겠다고 공표하고 있는 이슈이며, 조건없는 6자회담 재개도 북한이 계속 요구하고 있는 문제이다.

이에 따라 이날 카터의 언급은 북한 측이 그동안 계속 주장해온 문제들에 더 가까운 것으로도 볼 수 있다.

일각에서는 북한이 카터의 방북을 자신들의 주장을 대외적으로 홍보하는데 적극 활용할 것이라는 분석도 내놓고 있는 상황이다.

버락 오바마 행정부는 이에 대해 카터의 방북은 "개인적 방문"이라면서 특별한 무게를 두지 않고 있다.

한편 카터는 자신의 구체적인 방북 일정에 대해서는 언급하지 않았고, 카터센터 측 역시 이와 관련된 코멘트를 거부했다.

카터 전 대통령은 메리 로빈슨 전 아일랜드 대통령, 그로 할렘 브룬트란트 전 노르웨이 총리 등 전직 국가수반급 모임인 `엘더스 그룹(The Elder`s Group)` 회원들과 함께 오는 26일부터 2박3일간 북한을 방문할 것으로 알려져 있다.
