With major projects, the stakes are high

Regional divides have grown larger over major government projects as the Lee Myung-bak administration mulls where to locate the country’s new international science complex and the headquarters of the Land and Housing Corporation.
The Chungcheong region is competing against Gyeongsang and Jeolla to be home to the science and business belt, in which 3.5 trillion won ($3.1 billion) will be invested by 2015. The site selection committee for the international science and business belt held its first meeting yesterday and agreed to make a decision in May or June.
Citing Lee’s 2007 presidential campaign pledge, people in Chungcheong have insisted that the science belt be built in their region. During his campaign, Lee promised the project to the Chungcheong area in return for scrapping a plan to build a mini-capital city in South Chungcheong’s Sejong City.
But the National Assembly shot down Lee’s attempt to scrap the Sejong City plan last year, effectively scrapping Lee’s promise to give the science belt to the Chungcheong as Sejong City construction went ahead there.
The local media reported that the government is mulling a plan to locate a rare isotope accelerator, worth 460 billion won, and the headquarters of a new research institute of basic science in Chungcheong while building other facilities in Gyeongsang and Jeolla.
Although Minister of Education, Science and Technology Lee Ju-ho, the selection committee and the Blue House flatly denied the report, Chungcheong politicians reacted furiously to the idea.
“I have heard that the education and science minister recommended that the president break up the science belt project and give pieces to Daegu and North Gyeongsang as well as South Jeolla and Gwangju in return for the recently scrapped new southeastern project,” Lee Hoi-chang, head of the Chungcheong-based Liberty Forward Party (LFP), said yesterday. “I am extremely concerned to see this ruinous development.”
Lee said it is unacceptable for the nation’s future to scatter the project in different areas because it is critical for the advancement of science and technology to have the key facilities in close proximity.
“All politicians of Chungcheong must join hands,” he said. “If there is a political force that shares our party’s thinking and that can act together for the future, I am willing to merge with it. If necessary, I will give up my position as the LFP chairman.”
Lee also warned that Chungcheong voters won’t bear another insult from the administration, saying, “I can no longer tolerate the politics of distrust because the president was trying to break up the science belt to make up to other regions for his broken promises.”
The idea of breaking up the science belt also infuriated Grand National Representative Park Seoung-hyo, former mayor of Daejeon. “Although the government and the Blue House deny the reports, we have had enough experiences including the case of Sejong City,” said Park. “It is impossible not to worry.”
Park also urged the selection committee to make a decision that will restore the public’s trust, adding, “I hope this issue won’t go beyond the politics and become a matter of the president’s character.”
The idea also triggered a split in the Democratic Party. While lawmakers representing Chungcheon,g such as Byun Jae-ill and Park Byeong-seug, condemned the idea of breaking up the science belt, Representative Kim Young-jin of Gwangju said the idea is an effective way to balance economic development in the country.
Another regional competition is also brewing between Gyeongsang and Jeolla as they both demand to become the host of the Korea Land and Housing Corporation.
During the Roh Moo-hyun administration, the state-run Korea Land Corporation decided in 2005 to be relocated in Jeonju, North Jeolla, while the Korea Housing Corporation would be moved to Jinju, South Gyeongsang.
The two companies, however, merged in 2009 to form the Land and Housing Corporation, and the Lee administration has failed to decide what it will do about the relocation. Land Minister Chung Jong-hwan said in 2009 that the firm’s offices will be split and relocated to each region, but then-Prime Minister Chun Un-chan said in 2010 that it was desirable to pick one host city.
Concerned about the growing anger, President Lee recently ordered his staff to make quicker decisions on the state projects to mend schisms between regions, but no progress has yet been made.
In an attempt to calm the disappointments of the Gyeongsang residents over the scrapped airport project, Lee invited the mayor of Busan for a luncheon at the Blue House yesterday, following a similar luncheon for the Daegu mayor and North Gyeongsang governor on Monday.
“During both luncheons, Lee asked them to comfort the disappointed residents over the airport issue,” said Kim Hee-jung, Lee’s spokeswoman. “Lee also told them that he will continue to pay special attention to balanced development of the regions.”
As the major projects pledged by Lee during his presidential campaign continue to drift, his approval rating plummeted to the lowest since the political crisis over the suicide of former President Roh.
According to a Dongseo Research’s poll, Lee’s approval rating fell from 55.3 percent in November 2010 to 38.6 percent this month. In July 2009, Lee’s approval rating was 35 percent.
The approval rating for the Grand National Party also dropped from 41.5 percent to 30.4 percent during the same period.
Dongseo Research’s telephone survey polled 1,000 people on Monday and Tuesday.
The survey found that 54.5 percent said the science belt should be built at the best location based on views of the selection committee rather than being given to a specific region.

이명박 대통령이 국책사업과 관련한 공약을 잇달라 폐기·수정하면서 전국이 몸살을 앓고 있다.
동남권 신공항 건설을 놓고 영남지역이 대구·경북·경남과 부산으로 갈라서서 `혈투`를 벌인 이후 이번에는 과학비즈니스벨트 입지선정과 LH공사 이전 문제가 정국을 강타할 `뇌관`으로 떠올랐다.
◈ 지역문제, 여야불문 강력 반발
이명박 대통령의 대선 공약과 달리 과학벨트를 분산 배치하는 방안이 유력하게 검토되고 있다는 말이 흘러나오면서 충청권이 거세게 반발하고 있다.
지역의 중대한 현안인 까닭에 여야를 불문했다.
대전시장 출신인 한나라당 박성효 최고위원은 최고위에서 "어떻게 이런 일이 벌어지느냐"며 "정부와 청와대는 그런 일이 없다고 하지만 그런 경험을 한두번 겪은게 아니다. 정책과 정치의 범위를 넘어서 대통령의 인품까지 (문제가) 번져나가지 않기를 바란다"고 비판했다.
충청권 유치를 당론으로 정한 민주당도 "대통령은 약속을 지켜야 한다"(박지원 원내대표)며 정부를 압박했다.
충청권을 기반으로 한 자유선진당은 사활을 걸다시피하며 반발하고 나섰다.
이회창 대표는 긴급 기자회견을 열고 "과학비즈니스벨트를 분산 배치하겠다는 이 정부의 생각은 대한민국의 미래 우리 후손의 앞날을 짓밟겠다는 매우 무모하고 시대착오적인 발상"이라며 "정체성에 반하지 않는 범위 내에서 충청권의 모든 정파와 정당이 힘을 합쳐야 한다"고 목소리를 높였다.
국민중심연합의 심대평 대표도 별도의 기자회견을 통해 "백지화된 동남권 신공항 대신 `이거라도 나눠주자` 할 수 있는 지역 달래기 사업은 더욱 아니다"며 이명박 대통령에게 공개서한을 보냈다.
7일 처음 열린 과학비즈니스벨트위원회에서 이주호 교육과학기술부 장관은 "지금 이 시점에서 교과부 과학벨트안이라는 것은 있을 수 없다"며 진화에 나섰지만, 충청권은 여전히 의심의 눈초리를 보내고 있다.
정부가 다음달 결론을 낼 예정인 한국토지주택공사(LH) 본사 지방이전을 놓고는 경상남도와 전라북도가 얼굴을 붉히고 있다.
통합된 LH 본사가 경남 진주로 일괄배치될 것이라는 관측이 나오면서 원래 한국토지공사 이전 예정지였던 전북 전주는 결사항전할 태세다.
전북지역 민주당 국회의원들은 7일 기자회견을 열고 "전라북도는 경남도와 비교할 때 경제적으로 낙후돼 있다"며 "한국토지주택공사가 경남으로 일괄배치 된다면, 이는 헌법이 규정하고 있는 지역균형발전의 취지에도 맞지 않다"고 성토했다.
앞서 김완주 전북지사가 6일 "LH 본사를 껴안고 죽을지언정 내놓을 수는 없다"며 도청에서 삭발식을 했고 이에 질세라 김두관 경남지사는 "과도한 대응이 아닌가란 생각이 든다"면서 "경남도의 일괄이전 입장엔 변함이 없다"고 맞대응했다.
◈ 결정이후에 더 큰 후폭풍 불보듯
문제는 이들 국책사업에 대한 결정이 내려진 이후에는 더 큰 후폭풍이 불 수 있다는 것이다. 더욱이 정부의 말과 달리 최종결정에 정치적 계산이 끼어들 경우 지역간 갈등의 골이 더욱 깊어질게 뻔하다.
정부가 경제성을 이유로 신공항 건설을 결국 백지화했지만, 여진이 여전한 것도 이를 방증하고 있다.
영남권 출신 한나라당 의원들은 국회 대정부 질의에서 이 문제를 계속 거론하며 문제 삼았다.
유기준 의원은 "제대로 된 평가를 하지도 않은 상태에서 동남권신공항 건설은 부적합하며 무산시킨 것에 대해 어떤 이유로든 수용할 수 없다"며 "신공항 백지화는 정치적 결정"이라고 비판했다.
일부 의원들은 이 대통령의 형인 이상득 의원 지역구에서 진행 중인 각종 국책사업이 경제성이 없는 것으로 나타났다며 백지화 이유가 경제성 부족이라는 정부의 설명에 정면 반박하기도 했다.
특히, 과학벨트와 LH공사 문제는 `제로섬 게임`의 성격이 강해 어떤 결정을 내리더라도 정국은 더 큰 홍역을 치를 수밖에 없다.
정부는 합리적으로 결정하겠다는 원칙론을 강변하고 있지만, 이 두 사항이 지역적으로 영남권에 유리한 쪽으로 결론날 가능성이 큰 상황이다.
한나라당 안형환 대변인은 과학벨트 분산배치와 관련해 "3조 5천억원 예산 가운데 2조 5천억원이 투입되는 중이온가속기가 중요하다"며 "나머지는 어디를 가든 분산이라고 하는 건 맞지 않다"고 말했다.
토지공사와 주택공사가 합쳐진 LH공사 역시 애초 전북 전주(토지공사)와 경남 진주(주택공사)로 이전 예정이었지만, 진주로 이전한다는 얘기가 심상치 않게 나오고 있다.
향후 소외 지역에서는 신공항 백지화에 따른 `보상차원`에서 이 두 국책사업이 결정됐다는 거센 반발을 일으킬 것은 불보듯 뻔하다.
신공항은 애초 한나라당 지지층이 많은 영남지역이 대상이었던 터라 이곳이 다른 두 사업의 수혜지가 된다면, 정치적 논란으로 번져 전국적인 분쟁의 회오리가 불어닥칠 것이라는 지적이다.
이에 국책사업이 지역 갈등의 씨앗이 되고 있다는 우려의 목소리도 커지고 있다.
연세대 사회학과 김호기 교수는 "수조원씩 드는 대형국책사업이 정치논리에 휘둘려서 생긴 혼란"이라며 "대선 직후에 중요한 결정들을 빨리 내려야 하는데 정치적 손익을 고려해 자꾸 늦추다 보니 정권말기 레임덕이 온 상황에서 더 정치논리에 휘둘리게 되는 것"이라고 진단했다.
시민사회단체연대회의 김기식 위원장은 "기본적으로 선거과정에서 표를 얻기 위해 무책임한 개발공약을 남발한 것이 원인"이라며 "개발공약 시행문제는 제로섬 게임과 같아서 격렬한 갈등을 유발하게 돼 있다"고 분석했다.
이렇다할 `컨트롤 타워`도 부재한 상황에서 대통령의 말바꾸기가 사회적 피로를 더욱 가중시키고 있는 셈이다.
