Bribery scandal ensnares top brass

Amid a military reform plan aimed at cutting the number of generals, another problem has surfaced allegedly involving two four-star generals in a bribery scandal.

The scandal, triggered by an anonymous letter, was deemed so hard-hitting that the Ministry of National Defense was expected to delay the scheduled reshuffling of top commanders, including the appointment of a new Army 2nd Commander, a four-star general, this week.

But, apparently concerned that a delay would trigger more media speculation over the bribery scandal, the ministry announced the new nominee 2nd Commander, Cho Jung-hwan, at a meeting between Air Force Chief of Staff Park Jong-heon and reporters on Thursday.

The act of stealing the show was seen as lacking courtesy for the Air Force commanders, but observers said it was an indicator of how sensitively the military is looking at the case.

The case dates to November, when a letter was submitted to the Defense Ministry claiming that a colonel who served as a chief military police officer embezzled 120 million won ($110,850) from the military budget and spent it to bribe two four-star generals for promotion.

According to those familiar with the case, the ministry investigated the colonel surnamed Lee, but concluded that the claim in the letter was not true. A month later, Lee was promoted to a one-star general.

The anonymous letter was sent to National Defense Minister Kim Kwan-jin in January. Kim ordered an investigation into who sent the letter and to punish him.

Military officials say they receive many such anonymous letters, especially lately, related to the military personnel reshuffling, which they say is motivated by jealousy.

The probe determined that a colonel identified only by his surname Hwang was found out to have sent the letter. During the investigation, however, a rumor became widespread in the military that two influential top military commanders allegedly received bribes from Lee.

Lee tendered his resignation in February and suspicion grew that the ministry tried to cover up the case.

One of the two four-star generals mentioned in the scandal was known to have requested that Minister Kim undertake a thorough investigation into the case, saying, “The military discipline is collapsing due to a letter claiming what is not true.”

The military began to act, but related to Col. Hwang only. Hwang, though, was not punished and a rumor surfaced that it is because he was Minister Kim’s former close subordinate.

“We are investigating Hwang at the order of Minister Kim to conduct a thorough reinvestigation on April 5,” said an official of the ministry yesterday. The official said the military, however, is not investigating Lee’s promotion.

이달 중 실시 예정인 군 장성급 인사를 앞두고 각종 음해가 난무하고 있다. 특정 인사의 비리 의혹이 불거지는가 하면 전직 군 수뇌부에 대한 검찰 수사도 진행되고 있다. 이명박 정부가 집권 후반기에 접어들면서 군에 대한 통제력이 약화된 데다, 국방개혁 추진을 둘러싼 파열음까지 발생하면서 군이 아노미 상태에 빠진 것 아니냐는 지적이 나오고 있다.

# 헌병 병과 투서의 진실 = 김관진 국방장관은 지난 5일 감사관에게 이모 전 육군중앙수사단장(준장)의 횡령 의혹 투서 사건 및 이와 관련된 ‘덮어주기’ 논란에 대한 전면 재조사를 지시했다.

육군중앙수사단장 투서 사건은 지난해 12월 군 장성 인사 때 진급한 이 준장이 2007~2008년 수방사 헌병단장(대령) 시절 1억2000여만원의 부대운영비를 횡령했다는 무기명 투서가 접수된 것이 발단이 됐다. 국방부 조사본부는 지난 1월 투서자가 이 준장의 헌병 병과 후배인 ㅎ중령이라는 사실을 밝혀냈으나, 이씨가 전역지원서를 제출하자 투서에서 제기된 의혹의 진상을 규명하지 않은 채 내사 종결했다.

그러나 최근 “투서에 ‘이 준장이 진급에 영향을 미칠 수 있는 육군 대장 2명에게 상품권 로비를 했다’는 내용이 들어 있어 수사가 중단됐다”는 설이 나돌면서 다시 파문이 일었다.

# 대장급 인사 때 논란 재연 = 투서 사건이 재등장한 시기는 군 대장급 인사 심의가 막 시작된 시점이었다. 투서에 언급됐다는 설이 돈 대장 1명은 후배들을 위한 용퇴를 수뇌부로부터 권유받았으나 거절한 상태였다. 이 때문에 ‘상품권 로비 의혹’은 해당 육군 대장 2명을 전역시키기 위한 것이라는 음모론이 제기됐다. 이들이 전역할 경우 혜택을 받는 육사 특정기수가 문제를 일으켰다는 소문까지 나돌았다.

그러자 국방부 고위 참모들은 김 장관에게 투서 사건의 재조사 필요성을 건의했다. 투서에 거론된 것으로 알려진 다른 대장 1명도 “근거없는 소문에 군심이 흔들린다. 반드시 사실관계를 명확히 밝혀야 한다”는 뜻을 밝혔다. 이에 김 장관이 전면 재조사를 지시하기에 이르렀다.

군 당국은 투서에 이들 대장 2명이 상품권 로비를 받았다는 내용은 없다고 밝혔다. 다만 ㅎ중령은 조사 과정에서 “이 준장이 명절 때마다 (현) 대장급 2명을 포함한 고위 장성에게 상품권을 전달했다는 말도 나돌았다”고 진술한 것으로 알려졌다. 군 관계자는 “헌병 영관장교의 순수한 내부 고발을 군 정기 인사 시기에 맞춰 서로 자신들에게 유리한 쪽으로 이용하려는 세력이 있는 것 같다”고 말했다.

# 전 해군참모총장 수사 파문 = 대전지검이 공금 유용 혐의로 수사 중인 정옥근 전 해군참모총장 사건도 단순 개인비리 차원을 넘을 가능성이 있어 파장을 가늠하기 어려운 상태다. 정 전 총장은 2008년부터 2년간 해군총장으로 재직하면서 업무추진비 2억5000여만원을 유용한 혐의를 받고 있다. 앞서 해군본부 전력기획참모부장 등을 지내며 해군전력 증강사업을 주도한 것과 관련, 방위사업체로부터의 로비 의혹도 받고 있다. 정 전 총장은 이 같은 의혹과 관련, 지난 4일 검찰에 소환됐다.

그러나 해군 내부에서는 공금 유용 혐의보다 진급 비리 의혹에 더 주목하고 있다. 일각에서는 검찰이 파장 확산을 우려해 진급 비리 의혹 부분은 덮을 것이라는 관측까지 나왔다. 정 전 총장은 자신의 비리 혐의를 모두 강하게 부인하고 있다.

# 여전한 국방개혁 후폭풍 = 청와대의 경고에도 불구하고 ‘국방개혁 307계획’의 장래는 불확실해 보인다. 노태우 정권의 국방개혁안인 ‘8·18계획’ 추진 당시 국방장관이던 이상훈 전 장관까지 6일 군 원로를 대표해 김관진 국방장관을 방문, 공군의 지휘구조 등을 포함한 문제점에 대해 지적한 것으로 전해졌다.

‘307계획’의 6월 내 법제화에 대해서도 군 간부들은 대체로 회의적이다. 결국 정권이 바뀐 뒤 다시 국방개혁안이 만들어지지 않겠느냐는 것이다. 국방부 관계자는 “팩트(사실)와 추측이 섞인 각종 설로 군이 흔들리고 있다”며 “청와대가 곧 실시할 장성 인사에서 ‘307계획’과 관련해 청와대를 불편하게 한 인사들을 정리하려 한다는 소문까지 돈다”고 전했다. 군 안팎에서는 ‘국방개혁실 소속 장성 1명이 인사조치되고, 그 후임에 소장급 모 인사가 내정됐다’는 설과 함께 후임자의 실명까지 거론되고 있다.
