Shocked by the fourth suicide of a Korea Advanced Institute of Science and Technology (Kaist) student this year, the latest occurring Wednesday, the Kaist president is in full retreat.

And his critics - experts, professors and students - are all in agreement: The tough school policy that has caused fierce competition among students was responsible for the suicides.

Kaist President Suh Nam-pyo announced yesterday that he would abolish a policy that gives scholarships based on grades, one of the ambitious school policies he instituted in 2007 to raise academic standards at the university.

Since January, four students there have committed suicide: In January, a 19-year-old freshman took an overdose of sleeping pills. On March 20, a 19-year-old sophomore died with a note next to him in Suwon, Gyeonggi. Nine days later, a 25-year-old senior jumped from an apartment building in southern Seoul. And on Thursday a 19-year-old sophomore was found dead in an apartment in Incheon.

From 2000 to 2010, 14 students at the university committed suicide.

“All of the officials of Kaist, including me, feel sadness and bitterness beyond description,” Suh said at a press conference held soon after the fourth suicide was reported. “All of us bow our heads and apologize to all people, parents and students.

“We will plan to abolish the policy that gives scholarships based on grades,” Suh said. “From next semester, we will give all students full tuition fees for four years.”

Kaist officials added, though, that some students who can’t get their diplomas within four years should pay for tuition fees for additional semesters.

Since being established in 1981, the prestigious science and technology university, for which students ranked nationwide in the top 1 percent of the College Scholastic Ability Test, all students had received free admission, supported by a full scholarship and are provided with dormitory housing. The aim was to nurture a legion of scholars in their 20s to benefit the nation. The government supports about a quarter of the university’s budget.

But after Suh became president in 2006, he instituted a series of new policies to boost competitiveness of professors and students, such as strengthening tenure guidelines and conducting all lectures in English.

His most controversial policy was to charge students full tuition that did not earn a minimum grade. Full tuition fees are 6 million won ($5,540).

Under the policy, students who received at least a 3.0 grade point average (GPA) received full tuition fees. Those with a GPA of less than 3.0 were charged graduated tuition fees based on their specific GPA.

According to Kaist, since the scholarship policy based on grades was established, 1,006 out of 7,805 students were charged tuition, an average of 2.54 million won each.

“Although the four students could have had their own reasons to take their own lives, I think the intense competition on campus affected them,” said Gwak Yeong-chul, president of the student council of Kaist. “Due to the competition-provoking policies, such as scholarships based on grades and lectures in English only, students aren’t willing to mingle each other and participate in student societies as much.”

Some professors of Seoul National University, another elite university in Korea, harshly criticized Suh, arguing that his policy triggered the students’ suicides.

“Suh has a very childish and simple idea that if students feel burdened by scholarships based on grades, they would be able to concentrate on studying more,” Woo Hee-jong, professor of the College of Medicine at SNU, wrote on his Facebook page yesterday. “Education focusing on competition only is wrong.”

Cho Kuk, a professor at the SNU School of Law, posted on Twitter, “Suh, who threatened his students with the scholarship policy to make them ‘studying machines,’ should take responsibility for the suicides.”

Suh held a meeting with members of the Kaist student council yesterday.

‘서남표식 개혁’의 한계인가.

올 들어 4명의 학생이 목숨을 끊으면서 서남표 총장의 카이스트(KAIST)가 위기에 봉착했다.

서 총장은 지난 7일 학생들의 잇단 자살 원인으로 지목돼온 징벌제 등록금제를 전격 폐지키로 하는 등 사태 수습책을 발표했다. 하지만 여진은 계속되고 있다. 그동안 서 총장의 개혁 드라이브에 내몰려온 학생 등 학내 구성원들의 반발이 크기 때문이다.

8일 오후 학부 총학생회 주최로 학교 창의관 터만홀에서 열린 ‘총장과의 대화’는 그러한 위기의식의 방증이기도 했다. 카이스트 역사상 처음으로 열린 이날 행사에는 재학생과 보직교수, 교직원은 물론 졸업생까지 참가해 400여명이 300석 규모의 홀을 가득 메웠다. 그러나 언론 공개 여부를 둘러싼 학교 측과 학생 간 갈등이 계속되면서 행사는 1시간여가 지나서야 겨우 시작됐다.

◇“총장님의 직접적인 사과를”= 행사를 30여분 앞둔 이날 오후 6시30분. 같은 과 동기와 터만홀을 찾은 한 학생은 “오늘 대화가 학내 구성원 간 소통을 위한 자리였으면 좋겠다”고 기대감을 내비쳤다. 그러나 소통을 위한 자리는 실망감으로 이어졌다. 비공개인만큼 허심탄회한 의견개진이 기대됐지만 학생들의 질문에 총장이 일방적으로 대답하고 설명하는 수준으로 진행됐기 때문이었다. 구성원들 사이에서 “활발한 소통이 아쉬운 대목이었다”는 목소리가 터져나왔다.

우여곡절 끝에 시작된 대화였지만 도중에 불편한 모습도 곳곳에서 연출됐다. 김모 학생은 “학생 4명이 목숨을 끊었다. 총장님의 직접적인 사과가 있어야 하는 것 아니냐”고 말했고, 서 총장은 “참담한 심정을 금치 못한다. 다시 돌이킬 수만 있다면 무슨 일이든 하고 싶다”고 대답했다.

“언론에 사과할 게 아니라 학생들한테 먼저 사죄해야 한다”는 한 학생의 지적에 대해서는 “그동안 문제점으로 지적돼온 부분들에 대한 검토가 있었고, 이에 대한 종합적인 대책을 마련 중에 있었는데 끔찍한 일이 발생했다”며 안타까움을 표시했다.

당초 트위터와 인터넷 방송을 통해 총장과의 대화를 생중계하려 했던 학부 총학생회는 서 총장의 요구로 언론 공개는 물론 생방송 서비스를 모두 중단했다. 최모군은 “소통을 위한 자리라고 하면서 자신의 이야기만을 늘어놓는 게 소통이냐”며 이날 행사를 평가절하했다.



◇“서남표식 개혁 계속 추진될까”= 학교 안팎에서는 이른바 ‘서남표식 개혁’이 계속 추진될지 여부가 초미의 관심사다.

최근 카이스트를 뒤흔들고 있는 사건들이 서 총장의 극단적인 개혁정책에 영향을 받았다고 보기 때문이다. 2006년 취임 후 드라이브를 건 서 총장의 개혁은 학교 구성원들에게 일대 회오리를 몰고 왔다. 학생·교수·교직원 등 학교 구성원 모두에게 변화를 강조했다.

‘철밥통’ 정년을 보장받았던 교수들의 테뉴어(정년보장) 심사를 강화했다. 이른바 면학 분위기 조성을 위한 학생 학비제도도 크게 손봤다.

기존까지 학비를 전액 면제받아온 학생들은 2007년 신입생부터 ‘징벌적 수업료’ 제도가 적용됐다. 또 모든 과목에 대해 100% 영어 강의가 시행됐다.

카이스트는 2009년 영국 ‘더 타임스’와 대학평가기관 QS가 발표한 세계대학평가에서 공학·IT 분야 세계 21위라는 국내 최고의 성적을 거두었다. 하지만 개혁의 부작용과 피로감은 곳곳에서 나타나고 있다. 서 총장이 도입한 경쟁시스템은 학생들의 잇단 자살로 이어졌다는 해석이다. 창의력을 키워주기는커녕 학생들을 성적 지상주의로 내몰고 있다는 비판을 자초했다.

◇“누나가 쏠게”(이소연씨)= 이날 간담회에서 서두를 연 이병찬씨(수리과학과)는 “개혁이라는 이름의 개악”이라며 “언론에 사과할 것이 아니라 카이스트 구성원들에게 사과해야 할 것”이라고 포문을 열었다.

그는 “경쟁에 돈을 결부시킨 것은 잘못이며 서 총장은 개혁실패를 인정하고 사과하지 않으면 학우들의 더 큰 목소리에 직면하게 될 것”이라고 경고했다.

카이스트 졸업생이자 카이스트 교수인 한국 최초의 우주인 이소연씨는 “좀 더 힘내고 당당하게 이겨내자. 누나가 쏜다!”고 격려하기도 했다.
