DP’s Kang raises the most

A Democratic Party lawmaker facing trial over a money-for-legislation scandal was the most successful fund-raiser last year, according to a report issued by the National Election Commission.

Representative Kang Gi-jung, who represents the Buk A District of Gwangju, collected 324.87 million won ($299,557) last year, according to the report, which detailed the political donations made to 305 lawmakers, including those whose seats were forfeited.

Grand National Party Representative Park Geun-hye came in second by raising 320.31 million won. Except for Kang, the top five on the list were all GNP lawmakers representing Daegu. Joo Ho-young, Suh Sang-kee and Joo Seong-young were ranked behind Park, respectively.

According to the report, lawmakers raised a total of 47.7 billion won, up 16 percent from the previous year’s 41.1 billion won. The average for a single lawmaker was 156 million won.

The increase, however, was not a significant jump since the election watchdog applied a new limit to the lawmakers because of the local elections last year. Each lawmaker was allowed to collect up to 300 million won last year.

The total sum from last year was also 25 percent less than the amount raised in 2008, when the new limit was applied for the general elections. The amount is roughly the same as the 2006 figure, when the last local elections took place.

An official from the National Election Commission explained that small donations were often made at the end of a year for tax return purposes, but the amount largely dropped last year because of a money-for-legislation scandal involving a security guards’ association called the Cheongmok Club.

The report showed that the number of donations was 303,457, 5.6 percent lower than that of 2009. The average amount for a donation was 157,000 won, 22.7 percent higher than in 2009, indicating that small donations, in fact, dropped.

Six lawmakers were indicted in January on charges of receiving money from the club in exchange for legislative favors. Ironically, Kang was one of the six prosecuted legislators.

While Kang topped the list, the other five ranked below average.

According to the report, 13 lawmakers raised more than 300 million won, and 12 of them were Grand Nationals. The ruling party also dominated the top 20 list, with only four Democratic Party members included in the ranking.

The Grand National Party raised 29.8 billion won in total, up 24.4 percent from that of 2009. The Democratic Party raised 13.5 billion won, up 12.5 percent.

Each GNP lawmaker raised an average of 171.6 million won, while the Democratic Labor Party came in the second with 162.18 million won on average per lawmaker.

The Democratic Party came in third with 147.26 million won per lawmaker.

The report showed that large donations from businessmen were focused on the ruling party. Representative Park Geun-hye had 23 patrons who each provided more than 3 million won, making up a large portion of her funds.

Other political heavyweights, however, did not reach the 300 million won limit.

The DP’s Chung Dong-young raised 201.15 million won, while Chung Sye-kyun raised 147.85 million won. DP floor leader Park Jie-won raised 299.95 million won while his GNP counterpart Kim Moo-sung collected 286.99 million won.

청목회 면죄부법’ 주도한 강기정 3억2487만원 1위

전국청원경찰친목협의회(청목회) 불법 후원금 사건으로 기소된 민주당 강기정 의원이 지난해 정치후원금 모금에서 1위를 했다. 중앙선거관리위원회가 11일 공개한 ‘2010년 정당·국회의원 후원금 모금 현황’에 따르면 강 의원은 1년 동안 3억2487만원을 거뒀다. 전체 국회의원 중 최다 모금액을 기록한 것이다.

　검찰이 지난해 압수수색까지 하면서 청목회의 정치권 로비의혹에 대해 수사하자 의원들은 “그렇게 하면 소액 후원금이 대폭 준다”고 푸념했었다. 여야 의원들은 기업과 단체의 기부를 허용하는 쪽으로 정치자금법을 개정하려다 여론의 비판을 받기도 했다. 강 의원은 지난달 청목회 입법로비 수사에 대한 ‘면죄부’ 논란을 일으켰던 정치자금법 개정안을 공동 발의하기도 했다. 그런 가운데 강 의원은 소액 기부자들의 후원만으로 연간 한도인 3억원을 넘겼다. 그에겐 300만원을 초과하는 고액 기부자는 한 명도 없었다. 강 의원은 후원금 1위를 한 이유에 대해 “청목회 수사에 비판적인 사람들이 대거 후원했기 때문”이라고 말했다.

　의원들이 받은 후원금 현황을 살펴보면 “검찰 수사로 소액 후원금이 위축됐다”는 정치권의 주장이 틀리진 않았다. 지난해 의원들의 모금 총액은 477억원으로, 선거가 없어 모금한도액이 절반이었던 2009년(411억원)보다 66억원 정도 늘었다. 대신 전년보다 평균 모금건수는 줄고(1086→995건), 건당 모금액수는 늘었다(13만9000원→15만6500원). 소액 후원금이 줄고 고액 후원금 비중이 커졌다는 얘기다. 정당별 의원 1인당 평균 모금액은 한나라당이 1억7015만원, 민주당이 1억4726만원이고 자유선진당과 민주노동당은 각각 1억3149만원과 1억6218만원이었다.

　청목회 사건과 관련해 강 의원과 함께 기소된 한나라당 유정현·권경석·조진형 의원, 민주당 최규식 의원, 자유선진당 이명수 의원은 지난해 한도(3억원)의 절반도 못 채웠다. 이들 의원은 “청목회 사건이 워낙 큰 파문을 일으켜 후원금을 거둘 엄두조차 못 냈다”고 말했다.

　강 의원에 이어 개인 모금 2위는 한나라당 박근혜 전 대표(3억2031만원)다. 이어 주호영(3억1117만원)·서상기(3억897만원)·주성영(3억627만원) 의원 등 대구에 지역구를 둔 한나라당 의원들이 3~5위를 차지했다. 박 전 대표는 2008년 3억6183만원으로 전체 1위를 했다가 2009년엔 상반기에 한도(1억5000만원)가 차면서 후원금 계좌를 조기 폐쇄했다가 해가 바뀌자 계좌를 다시 열었다. 박 전 대표에 대한 고액 기부자로는 박태준 전 국무총리(500만원), 최필립 정수장학회 이사장(500만원) 등이 있다. 남승현 남촌CC 회장(500만원), 선병석 전 뉴월코프 회장(500만원), 재경 영남대 동창회장을 지낸 이시원 부천 회장(500만원) 등도 박 전 대표 후원자로 이름을 남겼다.

　다른 차기 대선 예비주자들의 경우 민주당 정동영 최고위원(2억115만원), 정세균 최고위원(1억4785만원), 한나라당 홍준표 최고위원(1억4223만원), 정몽준 전 대표(5934만원) 순으로 후원금 순위가 매겨졌다. 한나라당 김무성 원내대표(2억8699만원·29위)와 민주당 박지원 원내대표(2억9995만원·14위)가 30위 안에 든 것은 고액 기부금 액수가 1억원가량으로 컸기 때문이다.
