Billions in illegal won buried in dirt

The money, which police said belongs to a man in his early 40s who is now in prison for running an illegal Internet sports gaming Web site since 2008, was being looked after by Lee’s brother-in-law, also surnamed Lee, 53.
But the elder Lee’s attempt at pinning the crime of stealing about 700 million won of the total on a forklift driver who was digging near the garlic farm ended up losing him the entire lot to the police.
Now, however, the public’s attention has turned to how illegal gambling Web sites could make so much money during such a short period of time.
Illegal sports gambling Web sites imitate official online sports betting sites such as Sports Toto, operated by the Korea Sports Promotion Foundation (KSPF).
According to the KSPF, no one can legally issue sports lottery tickets or run Web sites other than the foundation itself or consignment dealers of the foundation. But the number of reports of illegal sports betting sites have spiked nearly 200 times in four years from 40 cases in 2007 to 7,951 cases last year.
According to the police, tens of thousands of gamblers participate in illegal gaming online and bets per game can be up to tens of billions of won.
Last month, the South Chungcheong Provincial Police Agency’s Cyber Investigation Team arrested several illegal betting site operators for an amount that totaled more than 22 billion won in a year.
These illegal betting sites lure gamblers by offering higher winning rates than Sports Toto while providing free games and game money to start betting. And while Sports Toto only allows gamblers to bet as much as 1 million won per game, illegal sites allow about 50 million won per game, officials said.
And on these illegal sites, creating a user name does not require confirmation of a real name, so one gambler can bet as much as he or she wants with multiple IDs, authorities said.
One of the major attractions of illegal sports betting sites is that winners don’t pay taxes, which is required on the official site.
“Even though you win money on official gambling site, you have to pay a large amount of taxes. Why waste money when there are numerous Web sites offering a lot more?” said a college student who requested anonymity and who admitted gambling on illegal sites.
Another problem is that policing illegal sites is not easy. Most of the Web site operators use servers overseas, such as in Japan or China, and change their domains every two to three weeks to dodge tracking by the police.
“Punishments for operating illegal betting sites set by the Korea Sports Promotion Foundation are too weak, which is as little as imposing fines of under 15 million won and being sentenced to under three years in prison,” said Ju Myeong-sun, leader of the Healthy Culture Team at KSPF.

‘신사임당’ 왜 마늘밭에 묻혔나
‘검은돈’ 드러난 김제 5만원권 22만 장 … 시중의 4억 장 어디 갔나 했더니
가로 15.4㎝, 세로 6.8㎝. 앞면에는 신사임당의 초상화, 뒷면에는 월매도. 2009년 6월부터 사용되기 시작한 5만원권은 이런 단아한 자태다. 하지만 이 돈, 시장에 모습을 드러낸 지 1년 9개월밖에 안 됐는데 벌써 세상을 피해 숨고 있다. 지하자금과 뇌물의 주역으로 물질사회를 지배한다.
11일 전북 김제시 금구면 선암리에 있는 이모(53·전주시 덕진동)씨의 마늘밭. 굴착기가 여기저기 파헤쳐 놓은 밭에서는 돈 냄새가 진동했다. 이날 새벽까지 이 밭에서 파낸 돈은 ‘5만원짜리 22만여 장’. 총 110억7800만원이다.
이 돈은 이씨의 처남 형제가 인터넷 불법 도박사이트로 챙겼다. 이들 형제는 포커·바둑·맞고 등의 인터넷 도박판을 열어주고 환전 대가로 판돈의 12.3%를 뜯었다. 이렇게 올린 매출액은 1500여억원. 충남경찰청은 이 중 170여억원을 수익금으로 챙긴 것으로 추정하고 있다.
처남 형제는 돈을 이씨에게 맡겼다. 도박꾼들은 현금으로 도박을 하기 때문에 5만원권이 필수였다. 이씨가 받은 돈이 전부 5만원권인 이유다.
돈뭉치가 많아지면서 이씨는 불안해졌다. 그렇다고 은행에 예금할 수도 없었다. 결국 남의 눈을 피해 마늘밭에 묻기로 했다. 새벽 일찍부터 나와 밤늦게까지 작업을 했다. 마을 주민들은 “하루종일 쉬지 않고 일하는 부지런한 사람”이라고 감탄할 정도였다. 하지만 이게 불행의 씨앗이었다. 너무 많은 돈을 숨기는 건 불가능했다. 돈은 그에게 행복을 가져다 주지 않았다. 대신 그는 쇠고랑을 찼다.
5만원권은 이미 시중에서 가장 많이 돌아다니는 돈이다. 한국은행에 따르면 현재 유통되는 5만원권 총액(20조1076억원)은 1만원권(20조761억원)을 추월했다. 장수로 따지면 4억215만 장이나 된다. 국민 1인당 5만원권을 9장씩 들고 있는 셈이다.
그런데 이 돈, 찾아보기 쉽지 않다. 지하자금으로 샌다. 뇌물용으로 챙겨놓고, 상속·증여용으로 모아놓는다. 올 2월, 여의도의 한 백화점 개인 물류창고에서 현금 10억원이 담긴 우체국 택배 종이상자 2개가 발견됐다. 인터넷 불법 도박사이트를 열어 챙긴 돈이었다. 5만원권은 1만6000장으로 8억원이 담겨 있었다. 5만원권의 위력이다.
007 서류가방에는 1만원권 1만 장이 들어간다. 1억원이다. 5만원권을 넣어보자. 5억원이 된다. 검은돈은 이렇게 부피를 키우고 있다.
건설현장 식당 비리사건의 브로커인 유상봉씨가 로비에 쓴 돈도 5만원권이었다. 국회의원 줄소환 사태를 빚은 청목회 사건에도 5만원권이 주역이었다. 경기경찰청 수사과 간부는 “뇌물을 주거나 냄새나는 돈을 숨기려면 5만원권만 한 게 없다”고 말했다.
이종구 한나라당 의원도 최근 국회에서 “5만원권이 다 어디로 갔느냐”며 “지하경제 창궐에 도움을 준 것 같다”고 말했다. 철학자 프랜시스 베이컨은 “돈은 최상의 하인이자 최악의 주인”이라고 말했다. 이 시대, 우리가 잘못 관리하면 5만원권은 최악의 주인으로 변할 수 있다.
