Suicides threaten Kaist reforms

The elite Korea Advanced Institute of Science and Technology (Kaist) is reeling from an unprecedented suicide crisis, including a 54-year-old professor who killed himself Sunday and four students who committed suicide this year.

According to the Dunsan Police Precinct in Daejeon, the professor surnamed Park was found by his wife hanging from a gas pipe around 3:00 p.m. in his apartment in Daejeon. Police said they didn’t find any signs of physical violence on his body.

A suicide note given to police read, “I say sorry to my family, and please take care of my children. I apologize to the university [Kaist] and I will bring all my sins with me.”

The note didn’t mention the recent suicides of four Kaist students, police said.

According to Kaist and the police, Park was being investigated by the Ministry of Education, Science and Technology on an allegation that he spent about 22 million won ($20,285) of university funds for personal purposes. The ministry sent a notice to Park on April 5 that he would be accused of embezzlement. Police speculated that Park was afraid his reputation would be ruined.

Park started teaching at Kaist in 2006 and received tenure in 2007. Evaluated as one of the best researchers in life science studies, in April 2009 Park won the Clemsen Award, a prize for the most outstanding scholar in biomaterial studies, from the Society for Biomaterials in the United States. He was also nominated as the best professor at Kaist in 2010.

Four students have killed themselves since January. In January, a 19-year-old freshman took an overdose of sleeping pills. On March 20, a 19-year-old sophomore died and left a note in Suwon, Gyeonggi. Nine days later, a 25-year-old senior jumped from an apartment building in southern Seoul. And on Thursday, a 19-year-old sophomore was found dead in an apartment in Incheon.

Students admitted to Kaist rank in the top one percentile of the College Scholastic Ability Test.

President Suh Nam-pyo, who took office in 2006 and instituted ambitious plans in 2007 to raise the standards of the university, was blamed for the deaths by many Kaist professors and students. Suh has made tenure rules stricter and ordered professors to give lectures in English only.

His most controversial move was awarding full scholarships to students based on their grades to nurture competitiveness. When grades dip below 3.0, the student has to pay part of the tuition. Before Suh became president, all students received full scholarships.

Some experts and students argued that Suh’s policies caused the suicides and demanded his resignation.

A Kaist professor said on the condition of anonymity: “The evaluation-oriented school system is pushing students and professors too hard in the name of management effectiveness.”

But a Kaist student said, “I don’t think the policies are the only reason for the suicides at Kaist. Some of the four students suffered from depression, and I think a counseling center to help depressed students is needed.”

About 220 professors of Kaist held a closed-door meeting yesterday and 106 called for new leadership by Suh, while 64 requested his resignation. Others had different opinions and 19 abstained.

“Most professors agreed that Suh’s forceful policies have lots of problems,” Gyeong Jong-min, leader of the professors’ association at Kaist, said.

Suh will convene a meeting with students and professors at 6:00 p.m. today. Suh has also been asked to appear in front of the National Assembly’s Education, Science and Technology Committee today.

학부생 4명에 이어 교수까지 스스로 목숨을 끊은 채 발견되면서 카이스트가 충격에 빠졌다. 올 들어 4개월여 만에 학생과 교수 등 5명이 스스로 목숨을 끊었다.

◇교수까지 숨진 채 발견...교과부 감사결과에 `압박` 추정
10일 오후 4시쯤 대전시 유성구 한 아파트에서 카이스트 교수 박모씨(54)가 주방 가스배관에 목 매 숨진 채 발견됐다. 발견 당시 외부 침입흔적은 없었다.

현장에서는 가족에 대한 미안함 등이 담긴 A4 용지 3장 분량의 유서가 발견됐다. 최근 잇따라 스스로 목숨을 끊은 학생들과 관련된 언급은 없는 것으로 알려졌다.

경찰은 박씨가 최근 교육과학기술부 종합감사 결과와 관련해 심리적 압박을 받았을 것으로 보고 있다. 교과부는 지난 2월 정기 종합감사를 실시했다.

교과부는 이번 종합감사 결과를 지난 8일쯤 해당 대학에 통보한 것으로 알려졌다. 박씨는 감사에서 연구인건비 문제 등이 적발돼 대학 측의 징계 및 검찰 고발 방침을 전해 듣고 심리적 압박을 받아 온 것으로 전해졌다.

대학 측은 박씨가 고의적으로 연구비를 유용한 것인지, 학생들의 장학금 마련을 위해 돈을 쓴 것인지는 확인되지 않는다고 전했다.

통상적으로 카이스트에서는 `랩(LAB·연구실을 뜻하는 Laboratory의 약자)비`로 지칭되는 연구실 기금을 마련, 학생들의 등록금을 지원하는 경우가 많은 것으로 알려졌다. 이는 연구실 기금이 풍부한 곳에 학생들의 지원이 많기 때문이다.

한편 1996년 카이스트에 부임한 박씨는 2007년 테뉴어(정년보장) 심사를 통과했다. 지난해 2월에는 우수한 연구성과를 인정받아 최우수교수로 선정되기도 했다. 지난 1월에는 `올해의 카이스트인상`을 수상했다.

대학 측은 학생들의 잇단 죽음으로 대책 마련에 분주한 가운데 이같은 사건이 또다시 발생하자 망연자실한 상태다.

◇교과부 감사서 카이스트 교수 3명 적발
지난 2월 2주 동안 실시된 정기 종합감사에서는 카이스트 교수 3명이 적발된 것으로 알려졌다. 정기 종합감사는 약 3년에 한번 실시된다. 카이스트에 대한 종합감사는 2007년 이후 4년 만이다.

이번 감사는 인사 관리, 연구비 관리, 회계 등 대학 운영 전반에 관해 실시됐다. 지난해 국정감사에서 국회 교육과학기술위 박영아 의원(한나라당)이 지적한 산학협력업체와의 비리 등에 관한 별도감사는 아닌 것으로 알려졌다.

한편 카이스트에서는 연구비 관련 문제점이 꾸준히 제기돼 온 것으로 나타났다. 지난해 카이스트 대학원 총학생회는 대학원생 900명을 대상으로 연구환경 등에 관한 설문조사를 실시했다.

이 결과에 따르면 20.3%가 연구인건비를 받은 적 없다고 답했다. 이들을 포함 47.8%는 월 40만원 미만의 연구인건비를 받는다고 답했다. 연구인건비 전액을 수령받은 경우는 21.2%에 불과했다. 특히 43.9%는 자신이 받아야 할 연구인건비의 정확한 규모조차 모르고 있는 것으로 집계됐다.

이 밖에 연구비가 본래 목적 외 용도 등에 사용된다고 답한 학생도 19.2%였다. 9.9%의 학생은 연구비를 회수, 비인가 자금을 조성하라는 교수 요구에 응했던 경험이 있는 것으로 조사됐다.

앞서 카이스트에서는 지난 1월 공고 출신 `로봇영재` 조모씨 등 4개월 동안 4명의 학부생이 숨진 채 발견됐다. 이에 카이스트는 오는 12일까지 학과별로 휴강, 교수와 학생 사이 간담회를 갖는다.
