Expulsion advised for rep’s lewd remarks

An ethics panel yesterday recommended the National Assembly expel Representative Kang Yong-seok for sexually inappropriate remarks he made to students.

The recommendation against the 41-year-old first-term lawmaker, who represents Mapo B District in Seoul, was made by eight ethics advisers who are not members of the Assembly.

Under the law governing the National Assembly, its Special Committee on Ethics will consider the panel’s recommendation and determine a punishment. The punishment has to be approved by a majority vote in the National Assembly.

Expulsion is the most severe punishment allowed.

In an exclusive report last July, the JoongAng Ilbo reported that Kang made salacious remarks at a dinner with about 20 university students, about half of them female. The report said Kang told a female student who aspired to be a broadcaster that she’d have to “go all the way” to succeed.

After the report, the Grand National Party kicked Kang out of the party. It was the first time the GNP expelled a party member.

Kang was also indicted by the Seoul Western District Prosecutors’ Office in September and is currently standing trial for insult, libel and false accusations because of the remarks.

Women’s groups and the Korea Association of Announcers yesterday welcomed the panel’s recommendation to expel Kang from the legislature.

“Kang’s remarks were clearly an infringement upon women’s rights, and the recommendation is very appropriate,” an alliance of 34 women’s groups said. “It also can serve as a wake-up call to lawmakers who have long believed they could get away with sexual harassment without apology or punishment.”

If the National Assembly expels Kang, it would be only the second time in the nation’s history. In 1979, former President Kim Young-sam was expelled by ruling party lawmakers for activities critical of the authoritarian government.

The ethics panel also ruled on other cases pending against lawmakers, including GNP Representative Kim Sung-hoi and Democratic Party Representative Kang Gi-jung, who brawled violently in the Assembly during the GNP’s passage of the budget bill at the end of last year. A 30-day suspension was recommended for each.

The advisory group also told two lawmakers to watch their tongues in the future. GNP Chairman Ahn Sang-soo was quoted as saying at a luncheon with journalists: “When people go to room [salons], they tend to go for girls who are natural [and hadn’t had plastic surgery].” DP Representative Chun Jung-bae was chastised for saying “Let’s kill the Lee Myung-bak regime” during a rally.

“We have to respect the advisory group, but don’t have to follow them,” said GNP Representative Jeong Kab-yoon, head of the ethics committee.

민간인으로 구성된 국회 윤리심사자문위원회(자문위)가 13일 여대생들에게 성희롱 발언을 한 무소속 강용석 의원에게 의원 징계 수위 가운데 가장 높은 단계인 제명 의견을 냈다.

제헌국회 이후 의원이 제명된 건 딱 한 번뿐이다. 박정희 정부 시절이던 1979년, 김영삼 당시 신민당 총재가 여권에 의해 강제 제명된 적이 있다.

　강 의원에게 이처럼 최고 수위의 징계 의견이 내려진 이유는 뭘까. 자문위 회의에 참석해온 국회 관계자는 “강 의원이 파문이 커진 뒤에도 잘못을 인정하지 않고 제대로 사과하지도 않은 점이 결정적 영향을 미쳤다”고 밝혔다. 성희롱 발언도 문제지만, 발언 이후의 강 의원 행적이 자문위원들에게 정당하게 비쳐지지 않았다는 것이다.

　자문위는 ▶정호영 전 국회도서관장(위원장) ▶임종훈 전 국회 입법조사처장 ▶제성호 중앙대 법학과 교수 ▶허종렬 서울교대 사회교육학과 교수(이상 한나라당 추천) ▶남윤인순 여성단체연합 공동대표 ▶윤기원 국가인권위원 ▶정한중 한국외대 법학전문대학원 교수 ▶최강욱 대한변협 인권위원(이상 민주당 추천) 등으로 구성됐다. 국회법에는 윤리특별위원회(윤리특위)가 자문위의 의견을 존중해야 한다고 명시돼 있다.

한나라당 윤리특위 간사인 손범규 의원은 “국회법에 따라 (자문위 의견) 그대로 의결하는 게 맞다”고 말했다. 민주당 간사인 장세환 의원도 “자문위 의견에 토를 달긴 어렵다”고 했다.

　윤리특위가 자문위의 의견을 받아들여 제명을 의결하면 강용석 의원 제명안은 국회 본회의로 송부된다. 본회의에선 재적 의원 3분의 2 이상이 찬성해야 제명이 결정된다. 손범규 의원은 “여론이 조성된다면 (제명안이) 통과될 수도 있지 않겠느냐”고 전망했다.

　정갑윤 윤리특위원장은 “28, 29일 중 회의를 열어 징계 수위를 논의하고 5월까진 위원회 징계안을 낼 것”이라고 밝혔다. 6월 국회의 본회의에 회부될 수 있다는 것이다.

　한국여성단체연합 등 여성단체 34곳은 논평을 내고 “이번 결정은 그동안 국회의원 성희롱·성추행 사건이 공식 사과나 징계 없이도 시간이 지나면 해결되는 문제라는 안일한 사고에 경종을 울렸다”고 평가했다. 한국아나운서연합회는 “성희롱적 발언과 비교육적 언행으로 국회의원의 품위를 실추시킨 강 의원이 신속히 국회 윤리특위에서 제명되길 기대한다”고 밝혔다.

한편 자문위는 지난해 12월 예산안 강행 처리 과정에서 서로 폭력을 행사한 한나라당 김성회, 민주당 강기정 의원에게 각각 30일간 출석정지 의견을 냈다.
