Korea, China to cooperate on nuclear safety issues

Korea and China agreed yesterday to seek ways to tighten cooperation on nuclear safety in the wake of massive radiation leaks from the Fukushima Daiichi nuclear plant in Japan and prevent any spread of damage to neighboring countries, the Seoul government said.

Korean Prime Minister Kim Hwang-sik and his Chinese counterpart Wen Jiabao also vowed to move forward on a “strategic partnership” between the countries in their talks in Beijing, Kim’s office said.

Kim is on an official four-day visit to China that started Tuesday.

The meeting comes as the discharge of radioactive water from the Fukushima plant has unnerved the region. Earlier last week, Korea aired its concerns over the release of more than 11,000 tons of water into the Pacific Ocean.

During the talks that were carried out in “a frank and amicable atmosphere,” Kim asked for Beijing’s “constructive role” in bringing North Korea back to the dialogue table with sincerity, his office said.

Wen, in response, reaffirmed China’s support for inter-Korean dialogue, it said. He also expressed hope that Seoul will communicate with Beijing for resumption of the stalled six-party denuclearization talks also involving the United States, Japan, Russia and North Korea and for peace and stability on the Korean Peninsula.

Kim proposed that Chinese President Hu Jintao visit Seoul to attend the 2012 nuclear summit and Wen to hold a bilateral meeting with Korean President Lee Myung-bak on the sidelines of the trilateral summit involving South Korea, China and Japan set to open in Tokyo next month.

As for measures to increase cooperation on the global stage, Kim asked for China’s support for Pyeongchang’s bid to host the 2018 Winter Olympics and Seoul’s efforts to host the 18th session of the Conference of Parties to the UN Framework Convention on Climate Change, slated for next year.

The two sides agreed to continue tightening cooperation over reform of the UN Security Council, the office said.

After the talks, the two officials conversed on political situations in their countries and on ways to promote economic cooperation.

한국과 중국은 13일 최근 일본 원전 사태와 관련, 원자력 안전 협력을 위해 비상시 정보를 교환하고 방사능 피해 확산을 방지하기 위한 공동 노력을 기울이는 등 양국의 협력 강화 방안을 모색키로 했다.

이에 따라 다음달 일본에서 열리는 한ㆍ중ㆍ일 정상회의에서 원전 안전 문제가 의제로 논의될 가능성이 높아졌다.

중국을 공식 방문 중인 김황식 국무총리는 방중 이틀째인 이날 오후 베이징(北京) 인민대회당에서 원자바오(溫家寶) 총리와 회담을 열고 이런 내용을 논의했다.

원 총리는 회담에서 일본 간 나오토(管直人) 총리와의 최근 통화를 소개하며 다음달 정상회의에서 원전 안전 문제를 의제로 다루는 방안을 논의했다고 전했다.


양국 총리는 또 그동안의 한ㆍ중 관계 발전 성과를 높이 평가하고 앞으로 양국간 전략적 협력 동반자 관계의 지속적인 발전을 위해 한층 노력키로 했다.

특히 한반도 정세와 관련, 양국은 한반도의 평화와 안정을 위해 노력하고 북한의 비핵화가 중요하다는데 인식을 같이 했다.

김 총리는 작년 천안함, 연평도 사태를 언급하며 "북한이 군사 도발을 중단하고 진정성을 갖고 대화에 나올 수 있도록 중국이 계속 건설적인 역할을 해달라"고 당부했다.

이에 대해 원 총리는 한반도 상황에 대한 김 총리의 설명에 이해를 표하고 남북 대화에 대한 중국의 지지 입장을 재확인하면서 6자회담 등 한반도의 평화와 안정을 위해 우리 측과 긴밀히 소통해 나가기를 희망한다고 밝혔다.

최근 중국측 6자회담 대표인 우다웨이(武大偉) 외교부 한반도사무 특별대표가 북핵 6자회담의 재개를 위한 단계적 계획을 검토하고 있다고 밝힌 것에 대한 직접적인 설명은 없었던 것으로 알려졌다.

김 총리는 또 내년 봄 서울에서 열리는 제2차 핵안보 정상회의를 계기로 후진타오(胡錦濤) 국가 주석의 별도 방한과 다음달 일본에서 열리는 한ㆍ중ㆍ일 정상회의를 계기로 이명박 대통령과 원 총리간 양자회담을 제의했다.

중국 측도 이명박 대통령의 방중을 요청했으며 양국은 고위급 전략 대화를 계속 하면서 전략적인 소통을 강화하기로 했다.

한ㆍ중 자유무역협정(FTA)과 관련, 중국 측이 FTA를 가능한 한 조속히 체결하기를 바란다는 입장을 표명했으며 우리 측은 민간 분야에 대해 조화를 이뤄가며 여건을 잘 만들어가자는 수준에서 얘기한 것으로 알려졌다.

또 주다롄(大連) 한국, 주제주 중국 영사기구 추가 설치 문제 등 양국 관계 증진을 위한 다양한 방안에 대해 폭넓은 의견을 교환했다. 우리 측은 구제역 등 질병 예방을 위해 협력하자고 제안했다.

이와 함께 양국은 유엔 안전보장이사회 개혁 관련 협력을 계속 강화하는 한편 내년 한ㆍ중 수교 20주년 기념 행사와 `한국 방문의 해`를 통해 양국 관계 발전을 위한 노력을 계속하기로 했다.

김 총리는 오는 2018년 평창 동계올림픽과 내년 제18차 기후변화 당사국 총회 유치와 관련, 중국 측의 지지를 당부했으며 원 총리는 평창 동계올림픽 유치에 대해 지지 의사를 표하면서 성공을 기대했다.
