Pyongyang detaining Korean-American

An American being detained in North Korea is likely a Korean-American businessman from southern California, according to sources with knowledge of North Korea.

The sources told the JoongAng Ilbo that a Korean-American surnamed Jeon was detained by the North in November while doing missionary work.

Jeon, who also ran a business related to North Korea and shuffled between the U.S. and North Korea, has a visa to travel to North Korea, the sources said.

The U.S. State Department disclosed yesterday that one American is being detained in the North.

“We would call on the government of North Korea to release this citizen on humanitarian grounds,” U.S. State Department spokesman Mark Toner said.

“We would ask that they respect and treat this citizen in a manner consistent with international human rights law.

“I don’t have any details on what this individual was doing in North Korea,” Toner said. “We don’t even know what this individual is being held for.”

The news of Jeon comes two weeks before former U.S. President Jimmy Carter visits North Korea, with the visit reportedly focused on discussions over North Korea’s nuclear programs.

Last August, Carter went to Pyongyang to win the release of another American detained in the North, Aijalon Mahli Gomes.

Whether the U.S. will ask Carter to help gain Jeon’s release remains unknown.

“He’s good at this,” Toner said, referring to Carter, but he added, “I don’t have any information whether we would.”

It is the fourth instance Americans have been detained in North Korea since early 2009.

Television journalists Laura Ling and Euna Lee, detained in March 2009, were released five months later after a visit by former U.S. President Bill Clinton. Robert Park was detained and deported in December 2009. Gomes was detained in January 2010.

“We have gone through the Swedish protecting powers there, and they’ve been able to visit him or her,” Toner said.

The Swedish embassy in Pyongyang provides some limited diplomatic help for Americans in North Korea because the U.S. doesn’t have diplomatic ties with the North.

북한, 남가주 한인사업가 4개월째 억류
남가주에 거주하는 한인 사업가 전모씨가 4개월 넘게 북한에 억류중이다.

북한 관련 소식통들에 따르면 남가주에 위치한 B교회 신도인 전모씨가 선교활동을 하다 지난해 11월부터 북한에 억류돼있다. 전씨는 북한의 입국 사증(비자)를 소지하고 있으며 미국과 북한을 오가며 사업을 해왔다.

이와 관련 국무부는 12일 한국계 미국인 1명이 북한에 억류돼있다고 밝혔다. 마크 토너 국무부 부대변인은 이날 정례 브리핑을 통해 미국인 1명의 북한 억류 사실을 확인하고 인도주의적 차원에서 이인의 석방을 북한에 촉구했다.

토너 부대변인은 "이 미국인을 인도주의적 차원에서 석방해 주기를 북한 정부에 촉구한다"면서 "북한이 이 미국인을 국제인권법에 부합되게 존중하고 처우해 줄 것을 요구한다"고 밝혔다. 그는 북한에서 미국의 이익을 대변하는 스웨덴의 평양주재 대사관을 통해 억류 미국인에 대한 영사적 접근을 했다고 전했다.

하지만 그는 구체적인 억류 미국인의 신원 등에 대해서는 개인정보 보호법을 이유로 밝히지 않았다. 또 구체적인 억류 경위나 시기 등에 대해서도 언급을 피하면서 "이 미국인의 북한법 위반 여부에 대해서는 정보가 없다"고 말했다. 이달 말 재방북할 예정인 카터 전 대통령의 북한 방문 기회를 통해 전씨가 석방될 수 있을 지에도 관심이 모이고 있다. 토너 부대변인은 이번 억류 미국인이 이달 말 재방북할 예정인 카터 전 대통령의 북한 방문 기회를 통해 석방될 수 있느냐는 질문에 구체적인 답변은 하지 않았다. 다만 그는 "그(카터)는 이런 분야의 전문가"라고 언급 가능성을 배제하지 않았다.

미국인이 북한에 억류된 것은 버락 오바마 행정부 출범 후 이번이 네 번째다.지난 2009년 3월 미국 국적의 여기자 로라 링과 유나 리가 탈북자 관련 취재 중 중국과 북한 간 국경을 넘었다 체포돼 억류된 뒤 빌 클린턴 전 미 대통령이 방북으로 같은 해 8월 석방됐고 이어 12월에는 대북인권 활동을 하던 미국 국적의 한인 로버트 박이 북한에 무단입국했다가 체포돼 억류된 뒤 추방됐다. 또 2010년 1월에는 미국인 아이잘론 말리 곰즈가 북한에 무단으로 들어갔다가 억류된 뒤 지미 카터 전 대통령의 방북을 통해 7개월 만에 귀환한 바 있다.
