Chinese PM calls for start of FTA talks with Korea

Chinese Prime Minister Wen Jiabao has proposed that South Korea and China declare the start of official negotiations for a free trade agreement. Kim Hwang-sik, South Korean prime minister, confirmed his request during a breakfast meeting with reporters in China yesterday. The two prime ministers engaged in a summit on Wednesday.

“Prime Minister Wen would like to start negotiations first and believes that problems can be sorted out during the negotiations,” Kim told reporters. “But I explained that there could be snags if it isn’t thought out enough beforehand.”

With the joint research stage completed, movement on the FTA is currently at a standstill. Differences in opinion on agriculture are keeping the two countries from making progress.

Kim said Wen showed an “active will” toward the idea of a free trade agreement between South Korea and China, but there were no further agreements made on how to take the issue to the next level. Kim made it clear that because there are sensitive subjects, there should be “careful preparations.”

The recent translation bungling of the FTA between Korea and the EU was mentioned by Kim, who said it was a “shame before the South Korean citizens.” He said someone should take responsibility for the blunder.

Kim also addressed increasing economic trade between China and North Korea, saying he “welcomes China’s efforts to induce the North to open its doors and reform.”

“Improving the quality of the lives of North Korean citizens through the opening and reformation of the North is an important element in the peace on the Korean Peninsula. In that sense, China’s investing in North Korea is something to welcome,” Kim said, touching on China’s growing investments in the North.

“Some have said that China is taking North Korea’s side, but China seems to think that North Korea should not be pushed into a corner and things should be talked out. It doesn’t seem as if China is sheltering North Korea,” said Kim.

The relationship between China and South Korea is not in conflict, said Kim, reflecting on differences the two countries had in dealing with the Cheonan sinking last March. China did not agree that the North was behind the attack.

“한·중 FTA 협상 개시 선언부터 하자”

구체적 협상 방안 첫 제안

중국 정부가 한·중 자유무역협정(FTA)의 조기 체결을 위해 ‘선(先) 협상개시 선언, 후(後) 쟁점 타결’이란 진전된 카드를 던졌다. 그동안 중국 정부는 구동존이(求同存異·공통점을 추구하고 이견은 남겨둠), 선이후난(先易後難·쉬운 것을 먼저 하고, 어려운 것을 나중에 함) 등의 수사법을 동원해 협상을 촉구해 왔으나 협상 개시 선언이라도 먼저 하자는 구체적인 제안은 이번이 처음이다. 한국 정부는 농수산물 등 민감한 현안에 대해 이견을 충분히 좁힌 뒤 협상을 시작하자는 신중한 입장이어서 조기 협상 개시 가능성은 여전히 불투명한 상황이다.

　중국을 방문 중인 김황식 총리는 14일 베이징에서 한국특파원들과의 간담회에서 전날 원자바오(溫家寶·온가보) 총리와의 한·중 총리 회담 내용을 소개했다. 이에 따르면 원 총리는 한·중 FTA에 대해 “협상 개시를 먼저 선언한 뒤에 문제는 협상 과정에서 논의하자”고 김 총리에게 제안했다. 김 총리는 “우리가 바라는 좋은 성과를 내기 위해서는 협상 개시 선언을 먼저 하기보다는 사전에 (농수산물 등) 충분한 고려 사항을 검토하지 않으면 원만한 협상에 장애가 될 수 있다는 우리 측 입장을 (원 총리에게) 설명했다”고 말했다.

　김 총리는 “원 총리가 한·중 FTA에 대해 적극적인 입장을 갖고 있음을 확인했다”며 “한·중 FTA가 (한국 기업의) 중국 내수시장 확대에 도움이 되기 때문에 (중국과 FTA를 적극 추진하는 것은) 우리 정부의 FTA 정책과도 일치한다”고 말했다. 그러면서 “앞으로 (한·중 FTA 협상) 추진 일정이 정확히 잡혀 있는 것은 아니지만 중국이 적극적인 입장임을 고려해 우리도 적극적인 검토가 필요하다”고 말했다. 이와 관련, 베이징의 한 외교 소식통은 “중국은 단순히 경제적 이익을 넘어 한반도 전략 차원에서 한국과의 FTA에 적극적”이라며 “내년에 한국에서 총선과 대선이 있다는 사실을 감안해 올해 안에 서둘러 FTA 개시 선언이 가능하게 하려면 중국이 한국 측에 민감한 현안에서 통 큰 양보를 해야 한다”고 지적했다.

　한·중 양국은 2007년 3월부터 2008년 6월까지 다섯 차례에 걸쳐 FTA 체결을 위한 산·관·학 공동 연구를 시작했으나 농수산물 등 민감 사안에 대한 입장 차이 때문에 아직까지 본협상을 시작하지 못하고 있다. 지난달 김성환 외교부 장관의 방중 합의에 따라 김종훈 통상교섭본부장이 11일 중국을 방문해 천더밍(陳德銘·진덕명) 중국 상무부장과 만나 FTA 현안을 통상 장관급 차원에서 처음 협의했다.
