Korea to spend $500M on helping Afghanistan

Korea will spend $500 million over the next five years in helping reconstruct Afghanistan, according to Seoul’s Ministry of Foreign Affairs and Trade.

The announcement was made early today Korean time by Deputy Foreign Minister Kim Jae-shin during a foreign ministers’ meeting in Berlin, the ministry said in a statement.

Apart from sending its Provincial Reconstruction Team to Afghanistan, Korea has provided the war-torn country with $180 million in aid through the Korea International Cooperation Agency.

It decided to increase its aid contribution to reflect its international status as a donor, the ministry said.

The ministry said the U.S. has provided Afghanistan with aid worth $37.1 billion, while Japan has given $3.15 billion to the Central Asian country. Canada gave $1.25 billion, followed by the Netherlands at $1 billion and Australia at $650 million.

“With the additional assistance,” the Foreign Ministry said in a statement, “we expect to contribute to the peace and reconstruction of Afghanistan and further enhance our international status, which has increased through events such as the G-20 Summit.”

The summit was held in Seoul in November.

The ministry said the budget for the additional aid for Afghanistan will be arranged beginning next year.

The foreign chiefs’ meeting in Berlin was attended by the foreign affairs representatives of the 48 countries that are members of the International Security Assistance Force.

The ISAF, a NATO-led mission currently charged with maintaining security in Afghanistan, is slated to begin handing over its role to the Afghan government beginning in July and plans to complete the transfer by the end of 2014.

정부, 아프간에 5년간 5억 달러 지원

병력파견 이어 현금지원..재건지원 전면화
군ㆍ경 강화, 탈레반 재사회화, 인프라 구축용

정부는 아프가니스탄 사회재건과 안정화를 위해 향후 5년간 5억 달러(환율 1천원 기준 5천억원)를 지원하기로 했다.

정부는 우리 시각으로 14일 밤 독일 베를린에서 개최된 국제안보지원군(ISAF) 지원국 외교장관 회의에서 이 같은 지원계획을 발표했다고 외교통상부가 15일 밝혔다.

이는 서방 선진국들의 아프간 재건 지원 움직임과 적극적 보조를 맞춘 것이다. 지방재건팀(PRT)과 보호병력 파견에 이어 현금까지 지원함으로써 정부의 아프간 지원이 전면화되는 의미가 있는 것으로 평가된다.

회의에서 우리 정부 수석대표로 참석한 김재신 외교통상부 차관보는 국제사회의 노력에 대한 우리 정부의 적극적 동참의지를 표명하고, 이의 일환으로 올해부터 향후 5년간 5억 달러를 지원하겠다고 밝혔다.

이 자금은 아프간 군ㆍ경의 치안역량 강화와 경제개발, 도로 등 사회인프라 구축, 탈레반 재사회화 등에 쓰일 예정이다. 정부는 주요 재원을 국제기구분담금과 개발원조(ODA) 예산으로 조달할 방침이다.

이번 회의에는 미국과 영국, 프랑스, 독일 외교장관 등 48개 ISAF 지원국 고위인사들과 북대서양조약기구(NATO) 사무총장, 유엔 특별대표 등 국제기구 대표들이 참석했다.

참여국들은 ISAF로부터 아프간 군ㆍ경으로의 치안책임 이양을 오는 7월까지 성공적으로 이행하기 위해 군ㆍ경 역량 강화와 지속가능한 경제ㆍ사회 발전기반 마련이 시급하다는데 인식을 같이하고 이를 위해 적극 노력해 나가기로 합의했다.

우리 정부는 그동안 한국국제협력단(KOICA)을 통해 1억8천만 달러를 지원해왔으나 서방 선진국들의 평균 지원규모에 크게 미흡한 수준으로 평가돼왔다고 정부 당국자들은 밝혔다.

미국이 371억 달러로 가장 큰 규모를 지원한 가운데 일본은 31억5천만 달러 지원을 기록했다. 우리나라와 경제규모가 비슷한 캐나다는 12억5천만 달러, 네덜란드는 10억 달러, 호주는 6억5천만 달러를 각각 지원했다고 외교부는 설명했다.

정부 고위당국자는 "정부의 추가 지원 발표를 통해 아프간의 평화구축과 재건에 기여하고 지난해 G20(주요 20개국) 정상회의 성공개최를 통해 격상된 우리의 국제적 위상을 더욱 제고해 나갈 수 있을 것으로 기대한다"고 밝혔다.
