Korea and U.S. discuss missiles in North Korea
Seoul and Washington have begun discussions to cooperate in countering North Korea’s missile threats, officials from the two countries said yesterday.Senior U.S. defense officials testified this week in U.S. Senate hearings that the two countries were talking about joint efforts against Pyongyang’s missile capabilities. South Korean officials confirmed yesterday that the talks had taken place, but played down the significance, calling it a research discussion, not an official policy-making session.
The Korea Institute of Defense Analyses and the U.S. Missile Defense Agency held a working group meeting in Washington earlier this month to discuss continuing missile threats from the North, said a senior Blue House official. The two agencies signed a cooperative research pact last September, their first joint discussion.
The official, however, played down the significance of the meeting, stressing that the discussion should not to be interpreted as a step toward Korea joining the U.S.-led missile defense system.
“It is just to share information and improve cooperation,” said the official. “But it’s not to build a joint missile defense system in Korea.”
The Ministry of National Defense also said yesterday that no official discussion took place between Seoul and Washington over the U.S.-led ballistic missile defense system in Korea. “The U.S.-led global missile defense system is to defend the U.S. mainland from long-range missile threats from North Korea and Iran,” said a defense ministry official.
The defense ministry earlier said South Korea will complete building its own missile defense system by 2015.
In Washington, Bradley H. Roberts, deputy assistant secretary of defense for nuclear and missile defense policy, testified before a subcommittee of the Senate Armed Services Committee on Wednesday about the discussions with Seoul on the missile defense issue.
“With South Korea, we have engaged in bilateral missile-defense cooperation discussions and have recently signed a Terms of Reference and an agreement that will enable our two nations to carry out a requirements analysis so that South Korea can make informed decisions about the utility of any future BMD [ballistic missile defense] program,” said his prepared statement.
In his testimony, Roberts highlighted the threat from North Korea, along with Iran, to the United States and its allies and said Washington will further bolster its capabilities to counter the threats.
The South Korean military has revealed a plan for a Korea Air and Missile Defense system to intercept the North’s missiles. The South has been steadily building an independent low-tier shield to counter the North’s long-range SCUD missiles with ranges up to 600 kilometers (373 miles).

‘한국형 미사일방어체계’ 연구 본격화

‘北 미사일위협 대응 방어체계 구축방안 연구’
한국과 미국은 북한의 미사일 위협에 대응해 `한국형 미사일방어체계(KAMD)`에 대한 공동연구를 본격화하고 있다.
정부의 한 관계자는 15일 "한국국방연구원(KIDA)과 미국 국방부 미사일방어국(MDA)이 작년 9월 KAMD 공동연구를 위한 약정서(TOR)를 체결했다"면서 "약정서를 토대로 연구가 심화하고 있다"고 밝혔다.
그는 "미국 미사일방어국에는 미사일 방어(MD)와 관련한 연구 기능이 있기 때문에 그 기관과 연구를 하는 것"이라며 "다만 양측 당국간 공식 협의 단계는 아니다"고 말했다.
이와 관련해 브래들리 로버츠 미국 국방부 핵ㆍ미사일방어정책 담당 부차관보는 13일(현지시각) 열린 상원 군사위 소위 청문회에서 "한국과 양자적인 미사일방어 협력 문제를 논의하고 있다"면서 "미래 의 탄도미사일방어(BMD) 프로그램 유용성에 대해 한국이 결정을 내릴 수 있도록 하기 위해 양국이 요구분석을 시행할 수 있는 약정에 최근 서명했다"고 전했다.
패트릭 오라일리 MDA 국장도 이 청문회에서 "미사일방어국은 현재 20개 이상의 국가들과 미사일방어 프로젝트나 연구, 분석을 하고 있다"면서 한국을 협력이 진행중인 여러 국가 중 하나로 소개했다.
KIDA와 MDA는 지난 13~14일 워싱턴에서 계획분석실무그룹(PAWG) 회의를 열고 북한의 미사일 위협에 공동 대응하기 위한 기술적, 전략적 대응 방안을 심도 있게 논의한 것으로 밝혀졌다.
작년 약정서를 맺은 후 처음 열린 이 회의에서는 앞으로 공동연구를 어떤 방향으로 진행할지를 토의했으며 연간 3~4회 가량 회의를 진행하자는 데 합의한 것으로 알려졌다.
정부 관계자는 "양측은 북한의 탄도미사일 위협에 대응한 방어체계를 공동연구하고 있다"면서 "연구 결과가 나오면 양국 국방 당국 차원에서 어떤 정책과 수단을 개발해야 하는지를 검토하게 될 것"이라고 말했다.
국책연구기관의 한 관계자는 "양국이 북한의 핵위협에 대응해 운용 중인 핵확장억제위원회에서도 미국 MD와 한국의 KAMD를 결합할 방안에 대한 의견이 있었다"면서 "KIDA와 MDA의 공동연구 결과는 확장억제위원회에 넘겨져 정책적 대안으로 발전할 가능성이 크다"고 전망했다.
이에 국방부는 "한미 간 BMD 협력에 관해 공식적으로 논의한 바 없다"면서 "미국의 BMD는 북한과 이란 등의 장거리 미사일 위협에 대한 미국 본토 방어를 의미한다"고 밝혔다.
국방부는 내년부터 2015년까지 북한군 탄도미사일 요격을 위한 KAMD를 구축할 계획이다.
