Lee mulls cultural recovery agency

President Lee Myung-bak instructed his staff yesterday to consider creating an agency to accelerate efforts to bring home cultural assets looted from the country during past periods, such as the Korean War and Japan’s colonial rule, the presidential office said.

Lee gave the instructions after praising officials over the return of ancient royal books from France, 145 years after they were looted from a small island west of Seoul.

On Thursday, the first shipment of the ancient Korean royal books returned to Seoul by plane.

In March, Seoul and Paris agreed to the transfer of the royal texts, called Oegyujanggak, no later than the end of May.

French troops looted the 297 volumes of the Oegyujanggak manuscripts from the Joseon Dynasty (1392-1910) in 1866 when they invaded Ganghwa Island in response to Koreans’ persecution of French Catholic missionaries. Oegyujanggak was part of a royal library. The books had since been kept at the National Library of France.

Korea estimates some 760,000 items of its cultural assets are scattered across some 20 nations, with nearly half of them in Japan after being seized during that country’s colonial rule of the Korean Peninsula.

Other countries that possess Korean artifacts include the United States, Britain, Germany and France.

Seoul has been trying to bring home such treasures through government-to-government negotiations or purchases.

李대통령 “해외문화재 환수 기구 신설 검토”

이명박 대통령은 15일 프랑스가 과거 약탈해간 외규장각 도서를 임대 형식으로 돌려받는 것과 관련해 "이번 환수를 계기로 해외에 흩어져 있는 문화재를 환수하기 위한 정부 차원의 기구를 만드는 방안을 검토하라"고 지시했다.

이 대통령은 이날 청와대에서 외규장각 도서 환수 관계자들과 오찬을 함께 하면서 배석한 박범훈 청와대 교육문화수석에게 이같이 지시했다고 홍상표 홍보수석이 전했다.

이 대통령은 "이런 기구는 민간의 협력이 필요하므로 정부와 민간이 함께할 수 있는 체제로 만드는 게 좋겠다"면서 "문화재청이 중심이 돼 해외 문화재의 실태를 우선 파악하고 향후 환수 문제 등을 검토하는 게 필요하다"고 말했다.

또 "이번 (외규장각 문서) 환수는 지난 G20(주요 20개국) 정상회의 때 한국과 프랑스 정상간 합의를 통해 (협상이) 마무리됐다"면서 "20년의 지루한 협상을 마무리지은 경사로 이번에 돌아온 자료는 사료적 가치뿐 아니라 문화재 환수에 대한 오랜 국민적 숙원이 풀렸다는 의미도 있다"고 강조했다.

이어 "문화재 환수는 우리의 역사와 다음 세대를 위해서도 대단히 필요하고 중요한 일"이라며 "우리의 국력과 국격이 이제는 해외 문화재 환수에 신경 쓸 정도가 됐고 협상이 필요할 때는 충분한 협상력도 갖추고 있다"고 말했다.

이와 관련해 한 참석자는 "안견의 몽유도원도가 일본으로 넘어가는 과정에서 우리나라가 그것을 구입할 수 있는 여력이 있었다면 사오면 됐는데 그때는 그럴 여력이 없었다"고 말한 것으로 전해졌다.

이날 오찬에는 최광식 문화재청장, 이태진 국사편찬위원장, 박상국 한국문화유산연구원장, 이성미 한국학중앙연구원 명예교수 등이 참석했다.

이 대통령은 또 지난 1978년 외규장각 의궤의 존재를 최초로 밝힌 재(在) 프랑스 역사학자 박병선 박사와도 통화를 하고 격려했다.

이 대통령은 "외규장각 의궤가 돌아오는 것을 보고 고마움을 가장 먼저 표시해야 할 분이라고 생각해 전화를 했다"면서 "박사님이 의궤의 존재와 환수문제를 깨우쳐 줬기 때문에 돌아오게 된 것"이라고 사의를 표했다.
