On Buddha’s Birthday, no tower lights on border

A 30-meter-high (98.4 feet) steel tower on Aegibong Peak near the border with North Korea, which the South lit up during Christmas as part of psychological warfare, will not be lit up for Buddha’s Birthday, according to Seoul officials yesterday.

Buddha’s Birthday, April 8 on the lunar calendar, falls on May 10 this year.

The Jogye Order, the largest Buddhist sect in South Korea, told the Ministry of National Defense that it had no plans to light up the tower to mark Buddha’s Birthday, a ministry official said.

“The tower is managed by the military, but whether to light it up or not is decided by the religious circles, so we decided to respect the decision,” the official said.

Illumination of the 40-year-old tower using 100,000 light bulbs had been suspended since 2004 after a Seoul-Pyongyang agreement, but the South resumed the practice last Christmas after provocations by the North last year. The tower was lit up from Dec. 21 to Jan. 8, the day considered to be the birthday of Kim Jong-un, the North’s heir apparent, triggering an angry reaction from the North.

Visible 20 kilometers (12 miles) away from a North Korean town near the Imjin River, the tower is believed by the South to have a psychological effect against the North.

The Jogye Order, which lit the tower each year to mark Buddha’s Birthday until 2004, acknowledged its impact, but said it will not do so out of respect for the 2004 agreement.

“The governments of South and North Korea all need to respect the existing agreement in order to prevent a bigger clash,” a Jogye official said. The 2004 agreement suspended propaganda activities near the inter-Korean border.

Plans by civic groups to float propaganda leaflets into the North are being resisted by residents in the border area, who are concerned by Northern threats.

조계종, 석탄일 애기봉 등탑 안 켠다

“심리전 않기로 한 남북합의 존중”

지난해 성탄절을 기해 7년 만에 점등됐던 서부전선 최전방 애기봉(경기도 김포시 하성면 가금리) 등탑의 불이 이번 석가탄신일(5월 10일)에는 켜지지 않을 전망이다. 등탑 점등에 대해 불교계가 부정적인 입장을 밝혀 왔기 때문이다. 군 당국자는 14일 “석가탄신일을 기해 애기봉 등탑 점등 계획을 조계종에 문의했지만 조계종 측이 부정적인 입장을 전달해 왔다”며 “애기봉 등탑은 군에서 관리하지만 점등 여부는 종교계에서 결정하는 만큼 불교계의 입장을 존중하기로 했다”고 말했다. 이 당국자는 “애기봉 등탑은 임진강 북쪽의 북한 마을뿐만 아니라 20㎞ 떨어진 개성 지역에서도 보인다”며 “북한이 애기봉 등탑 점등에 대해 강력하게 반발할 정도로 심리전의 효과는 있지만 군에서 임의로 점등하기는 어려운 측면이 있다”고 설명했다. 다른 군 당국자는 “석가탄신일까지 시간이 남아 있는 만큼 다른 불교계 단체와도 접촉 중”이라고 설명했다.

조계종 관계자는 이와 관련, “천안함이나 연평도 사건 이후 지속되고 있는 우리 군의 심리전은 이해한다”면서도 “조계종은 심리전을 하지 않기로 한 2004년 남북 당국 간 합의를 존중한다는 게 기본 입장”이라고 말했다. 조계종은 2004년 이전에는 석가탄신일 20~30일 전부터 애기봉 등탑 점등행사를 해 왔다. 조계종 관계자는 “남북 간 더 큰 충돌을 막기 위해 양측 모두 기존 합의를 지켜야 한다”며 “국방부에서 추가로 요청하더라도 애기봉 등탑 점등을 하지 않을 방침”이라고 덧붙였다.

남북은 2004년 6월 2차 남북 장성급회담에서 군사분계선(MDL) 지역에서 선전활동을 중지하고 선전수단을 제거하는 것에 합의했다. 그러나 지난해 북한의 천안함 폭침사건과 연평도 포격사건 이후 우리 군은 대북 라디오방송(자유의 소리)과 전단 살포 등의 심리전을 재개했다.

군 당국은 지난해 성탄절을 나흘 앞두고 여의도 순복음교회의 애기봉 등탑 점등 요청을 수용해 점등식을 했다. 점등 기간은 당초 성탄절 다음 날인 26일까지로 돼 있었으나 김정일 국방위원장의 후계자 김정은의 생일인 지난 1월 8일까지 연장했다. 북한은 당시 노동신문 등 관영매체를 통해 “애기봉 등탑 점등이 충돌을 일으킬 위험한 망동”이라고 반발했다.
