Group funds playboy Kim’s lifestyle

Lavish overseas trips by the second-oldest son of North Korean leader Kim Jong-il - including a recent visit to Singapore to attend a rock concert - are being paid for by a group of offspring of senior communist and military leaders, according to sources.

The group, known as Ponghwajo, became known after The Washington Times last year reported about the group’s activities. The group operates internationally, the report said.

According to sources with knowledge of North Korea, Kim Jong-chol, 31, was accompanied by members of Ponghwajo when he visited Singapore in February to attend an Eric Clapton concert and that the members paid for the whole trip and shopping expenses. Sources said that a substantial portion of money accumulated by the group is offered as bribes to Kim Jong-il’s two sons, Kim Jong-chol and Kim Jong-un.

The report in The Washington Times quoted U.S. Treasury officials who described the group as “similar to China’s ‘princelings,’ the sons and daughters of Chinese Communist Party members and military leaders who have amassed fortunes through businesses and family connections within the ruling Communist Party system.”

Ponghwajo members, sources said, accumulate their wealth by engaging in illicit activities such as drug trafficking and counterfeiting, while enrolling themselves with elite organizations, capitalizing on their fathers’ statures.

“Kim Jong-chol has been enjoying closer companionship with Ponghwajo members since Kim Jong-un was nominated as Kim Jong-il’s successor,” the sources said.

북한판 태자당 ‘봉화조’ 멤버들 김정철과 싱가포르 함께 갔다

지난 2월 북한 김정일 국방위원장의 차남 김정철(30)이 싱가포르를 여행했을 때 북한판 ‘태자당’인 ‘봉화조’ 멤버가 동행했다는 주장이 제기됐다. 대북 소식통은 17일 “당시 김정철과 봉화조 일부 멤버가 싱가포르와 마카오·말레이시아를 여행하면서 미화 10만∼30만 달러의 판돈을 거는 도박을 즐기고 백화점에서 호화쇼핑을 했다”고 전했다. 김정철은 아버지 김정일의 생일을 앞두고 싱가포르에서 열린 팝가수 에릭 클랩턴의 공연을 또래의 북한인들과 함께 관람했다.

대북 소식통은 “봉화조는 중국 당·정·군 고위층 인사들의 자제 모임인 태자당처럼 북한 고위 간부의 2세들이 모여 만든 사조직으로, 부친의 후광으로 주요 권력기관에 적을 두고 있다”고 전했다. 30대 후반~40대 초반 나이로 화폐 위조 및 마약 유통 등 불법 활동으로 부를 축적하고 이 중 상당액을 정은·정철 형제에게 상납한다는 것이다. 소식통은 “봉화조 멤버 중 일부는 마카오와 말레이시아·싱가포르 카지노의 VIP 고객”이라고 덧붙였다. 김정철과 봉화조 멤버들의 거액 도박 및 쇼핑 사실이 싱가포르와 마카오 주재 북한 외교관과 주재원 사이에 퍼지면서 “인민이 굶고 나라의 경제사정은 어려운데 사치생활을 하고 있다”는 비난이 일고 있다고 소식통은 전했다.

봉화조는 2000년대 초반 결성된 것으로 파악되고 있으며, 지난해 5월 미국 워싱턴 타임스(WT)가 보도하면서 존재가 알려졌다. WT는 미 재무부 관계자의 말을 인용해 “한국과 미국이 천안함 사건 이후 대북 금융제재를 모색하는 과정에서 북한의 ‘수퍼 노트’(정밀한 100달러 위폐) 제작과 마약 유통 등 불법활동에 연루된 봉화조의 실체를 파악했다”고 보도했다. 단체의 실질적 리더로 오극렬 국방위원회 부위원장의 아들 오세원과 강석주 외무성 제1부상의 아들 강태승, 보위사령관 김원홍의 아들 김철 등이 거론됐다. 북한은 지난 13일 군인사에서 오진우 전 인민무력부장의 아들 오일정(57) 노동당 군사부장을 상장(3성 장군)으로 승진시키는 등 김정은 후계 구축에 맞춰 빨치산 혁명 1세대의 자제들을 중용하고 있다.
