Seoul official calls into question talks on Baekdu

A high-ranking Seoul official said yesterday it is premature to think that the governments of two Koreas will meet to discuss the Mount Baekdu issue.

The remark came as private-sector experts from the two Koreas are slated early next month to discuss a possible volcanic eruption of the mountain in the North and related safety measures.

Some political observers have speculated that authorities of the two countries, still confronting each other over the North’s military provocations last year, would meet soon thanks to momentum from inter-Korean talks over Mount Baekdu.

“We can’t rule out the possibility that [the inter-Korean meeting] could make further progress if an experts’ meeting paves the way for talks,” the official told reporters while participating in a political event on Jeju Island. But, he said, “we don’t have any plan to use the experts’ meeting as another formality to gather authorities of the South and North.”

Seoul and Pyongyang agreed on April 12 to hold the academic forum about Baekdu in May, a rare inter-Korean meeting since the sinking of the South Korean warship Cheonan in March last year and the shelling of Yeonpyeong Island last November.

The volcanic mountain at the China-North Korea border has recently shown signs of erupting, which could have a catastrophic effect on the Korean Peninsula. The last eruption occurred in 1903.

The official said the South is open to inter-Korean talks, as long as the North comes to the table with sincerity.

“The ball is in the North’s court, not ours,” he said.

The official also said Seoul’s relaxation of its policy on aid for the North Korean people could go further if the North ensures the transparent distribution of aid to its citizens. The government approved aid offers from the Eugene Bell Foundation and Korean Sharing Movement on March 31, resuming the flow of aid from the private sector that was suspended after the Yeonpyeong shelling.

Regarding the North’s recent revocation of South Korean company Hyundai Asan’s exclusive right to Mount Kumgang tours, the official said the act is a “100 percent violation” of the bilateral contract between Hyundai Asan and the North Korean authorities.

North Korea said Saturday its recent decision on Mount Kumgang complies with domestic and international laws.

백두산 화산 연구를 위한 남북 민간전문가 학술토론회가 다음달 초 열릴 예정인 가운데 정부 고위당국자가 이 문제와 관련한 당국 간 회담은 시기상조라고 밝혔다.

이 당국자는 지난 15일 행사차 들른 제주 롯데호텔에서 기자들에게 "전문가회의를 통해 토대가 잘 쌓여서 얘기가 돼 간다면 좀 더 발전할 가능성을 배제할 수 없지만 남북 당국이 만나기 위한 하나의 요식행위로 전문가회의를 이용할 생각은 없다"며 이같이 말했다.

이 당국자는 남북대화에 대해 "볼이 우리에게 있는 게 아니라 북측에 가 있다"면서 "북측이 대승적 차원에서 진정한 마음을 갖고 문을 열고 들어오느냐의 문제이지 우리가 문을 닫아 걸고 있는 것이 아니다"고 지적했다.

그는 최근 중국 우다웨이 한반도사무 특별대표가 제시한 `남북 수석대표회담-북미접촉-6자회담`의 단계적 접근법에 대해 "북측이 남북대화를 하나의 거쳐 가는 과정으로 생각하고 과거 방식의 흉내만 내는 대화는 안 되며 이렇게 해서는 당면한 문제를 풀 수 없다"고 말했다.

6자회담과 천안함ㆍ연평도 사건 해결의 선후 관계에 대해 "뭘 분리를 하고말고, 전제가 있고 없고, 기술적으로 또는 기능적으로 나누는 것은 중요하지 않다"면서 "북한이 진정성을 갖고 비핵화에 대한 논의를 양자차원에서 하겠다고 하면 나름대로 대화이기 때문에 대화의 문을 닫지 않는 관점에서 문제를 볼 수 있다"고 말했다.

이 당국자는 영ㆍ유아 등 취약계층에 대한 민간단체의 순수 인도적 대북지원은 분배 투명성이 확고히 보장되면 더욱 적극적으로 할 수 있다고 강조했다.

대북 인도적 지원을 순수 취약계층에서 더 포괄적으로 확대할 수 있느냐는 질문에는 "먼저 말한 답변과 연관이 될 수 있다"며 투명성만 보장되면 인도적 지원의 범위를 넓힐 수 있음을 시사했다.

이 당국자는 그러나 대북 쌀 지원에 대해서는 "정부의 기존 입장에는 변화가 없다"며 당장 지원할 의사가 없음을 재확인했다. 또 "미국과도 긴밀한 협의와 논의를 해오고 있다"고 말했다.

그는 "적당한 시점이 되면 우리 정부의 북한 식량실태에 대한 추계를 내놓을 예정"이라면서 "북한의 지난해 식량 작황은 예년보다 플러스마이너스 몇 만t 수준으로, 특별히 작황이 나빠져 그것 때문에 북한의 식량사정이 어렵다고 보고 있지는 않다"고 설명했다.

그는 "북한 김정일 국방위원장은 어디를 다니며 시찰하는 등 그런 활동을 꾸준히 하는 정도의 건강을 유지하고 있고 평상 업무를 하는 건강은 유지하는 것으로 본다"고 말했다.

후계자 김정은의 방중 가능성과 관련해 이 당국자는 "개연성이 있고 3대 세습 과정에서 방중 필요성도 있을 것으로 보이지만 구체적으로 어떤 시점에 어떤 형식으로 갈지는 말하기 어려운 문제"라고 답했다.

북측이 현대아산의 금강산관광 독점권을 취소하겠다고 밝힌 데 대해서는 "현대와 계약은 물론 남북 간 합의를 100% 위반하는 것"이라면서 "북측이 스스로 해를 입히는 행위가 될 것"이라고 비판했다.

이 당국자는 통일재원 마련 방안과 경제ㆍ평화ㆍ민족공동체 추진구상 등 `남북공동체 기반조성사업`과 관련한 정부 초안을 5월 말 마무리하고 6월 한 달 동안 초안에 대한 정부 내 컨센서스를 만들어 상반기 중 정부안을 마무리할 계획이라고 덧붙였다.
