However, if a disagreement comes from the current Air Force chief of staff,/ 그러나 반대가 현직 공군 참모총장이 제기한 것이라면/ that’s a different story./ 문제는 달러 진다./ General Park knows how to maximize the Air Force’s power better than anyone./ 박 총장은 우리의 공군력을 최대한으로 강화하는 방안을 어느 누구보다도 더 잘 알고 있기 때문이다./ The public may be wondering what happened to the planners supposed goal of consulting the opinion of each branch of the military./ 이에 국민들은 국방계획 입안당국이 사전에 각 군의 의견을 사전에 조율 했어야함에도 그것이 실종된 것에 대해 이해하지 못할 것이다./
Blue House officials said they would regard counter-arguments by the top brass as a sign of insubordination./ 청와대 관계자들은 고위 장성들의 항변을 항명으로 간주할 것이라고 언급했다./ But the issue appears to go beyond that./ 그러나 문제는 항명으로 간주하는 것에 국한 되지 않을까 싶다./ If the brass objects merely protect their own interests,/ 만약 박 총장의 반대가 단순히 개인적인 이해관계에서 비롯되었다면/ it would amount to disobedience./ 이는 항명과 다를 바 없다./ Professional officers, however, can and should express their own views about military revitalization efforts,/ 그러나 직업 군 간부들은 국방개혁 추진에 대해 자신들의 견해를 피력할 수 있을 뿐만 아니라 당연히 발표해야 한다./ if they have genuine problems with the proposals./ 특히 국방개혁이 군에 심각한 문제가 되는 부분이 있다면/ The government should not cover up its lack of communication with the top brass/ 정부는 군의 현역고위 장상들과 사전 협의가 없었다면 이를 은폐하지 말아야 한다./ just because it fears bad publicity./ 여론을 의식하여/
The Yeonpyeong attack proved that efficient operational command is much more important than expensive weapons./ 북한의 연평도 포격사건은 효율적인 지휘계통이 고가의 첨단무기보다 더욱 중요하다는 것을 우리에게 보여 주었다./ Revamping an inefficient command system is ultimately the key to the reforms./ 따라서 비효율적인 지휘체제를 전면 개선하는 것이 국방개혁의 관건임은 두말할 필요가 없다./
