Number of cell phone users in North skyrockets

The number of mobile phone users in North Korea topped 430,000 last year, marking a surge in mobile penetration in the reclusive communist state, according to recent figures released by the country’s sole mobile operator.

Cairo-based Orascom Telecom Holding has provided mobile services in North Korea through a joint venture with the North’s Koryolink since 2008.

Subscriber numbers in the country shot up to 431,919 at the end of last year, more than quadruple the number at the end of 2009, the company said in its 2010 earnings report dated Monday. About 91,700 users subscribed to the service in December 2009.

With the figure representing 2 percent of North Korea’s population, one out of every 50 North Korean people is believed to be using a cell phone, it noted.

The expanded subscriber base, which drew in some $66.4 million in revenues, was due in part to Koryolink’s new strategy targeting lower-end customers, the report said.

“In order to increase the base size, Koryolink introduced a new rate plan in the second quarter of 2010 targeting lower-end customers, which paid off as we have witnessed an increasing sales trend from outside Pyongyang that reached nearly 50 percent in September 2010,” the company said. “This, in addition to the other sales efforts, succeeded in countering the shortage in handset supply that was continuously caused by the handset distributor.”

Revenues were up 156 percent this year, Orascom said, adding that it was also able to benefit from a larger number of Koryolink shops in and outside of Pyongyang. The total number of shops increased to 26 last year, with 18 in Pyongyang and the rest in the country’s other eight main cities.

North Korea, which has a population of 24 million, first launched mobile phone service in Pyongyang in 2002, but banned it after a deadly explosion in a northern train station in 2004, possibly out of concern that cell phones could be used in a plot against the regime. It later restored services by joining with Orascom.

북한 인구의 2%에 해당하는 43만여명이 휴대전화를 이용하고 평양 이외 지역에서도 휴대전화 가입자가 빠르게 느는 등 북한 주민의 휴대전화 이용이 급증하고 있다.

북한 내 유일한 휴대전화 사업자인 이집트 `오라스콤 텔레콤`이 19일 내놓은 `2010년 실적보고서`에 따르면 오라스콤 텔레콤이 북한의 체신성과 합작해 세운 휴대전화 업체 `고려링크`에 가입한 이는 지난해 12월 현재 43만1천919명으로 2009년 12월 9만1천704명의 4.7배로 늘어났다.

매출액도 급증해 지난해는 전년동기보다 156% 늘어난 6천640만달러에 달했다.

가입자 증가에는 상대적으로 소득이 적은 주민을 위한 특별 요금제를 내놓은 것도 한몫한 것으로 보인다.

오라스콤 텔레콤은 "2분기에 저소득층을 위한 요금제를 내놓은 결과 지난 9월에는 평양 외 지역 매출이 전체매출의 50% 가까이 차지했다"고 설명했다. 높은 요금 때문에 휴대전화 사용은 엄두도 못 내던 평양 외 지역 주민도 휴대전화를 좀 더 쉽게 접할 수 있게 된 셈이다.

젊은층은 음성통화를 넘어 영상통화 서비스를 원했다. 오라스콤 텔레콤은 보고서에서 "3분기에는 특히 젊은층의 수요가 있어 영상통화 서비스를 시작했는데 이용률이 높아 2011년에는 획기적인 부가가치서비스(VAS)를 더 내놓을 계획"이라고 밝혔다.

오라스콤 텔레콤과 합작해 만든 고려링크는 현재 평양에 18개, 평양 외 대도시에 8개의 지점을 두고 있다.

평양 외에도 원산, 함흥, 평성, 안주, 개천, 남포, 사리원, 해주 등 14개 도시와 22개 고속도로를 관장하는 333개의 이동통신 기지국이 있다. 2010년 말에는 북한지역의 무려 91%에서 휴대전화 사용이 가능해졌다는 설명이다.

엄종식 통일부차관은 최근 한 포럼에서 "북한의 이동통신 서비스가 2008년 12월 이집트 오라스콤사와 합작으로 재개된 이래 가입자 수가 작년 말 현재 45만명에 이르고 있다"며 "아직 초기단계이기는 하지만 기본적인 인프라가 구축된 것으로 보인다"고 말했다.

작년에는 평양의 모란공원에서 휴대전화를 든 소녀의 모습이 러시아 관광객의 카메라에 포착돼 눈길을 끌기도 했다.

당시 소녀가 들고 있던 휴대전화에는 `평양`이라는 명칭과 함께 `고려링크`라는 회사명이 있었고 통보문, 차림표, 주소록 등 북한식 표현이 눈에 띄었다.
