3 Japanese detained by the North

North Korea detained three Japanese men on apparent drug smuggling charges in its special economic zone last month, but it later released one man, a news report said yesterday.

The three Japanese employees of a machine maintenance company in Tokyo visited the city of Rason, near North Korea’s border with Russia, in March to check machines at a food manufacturing factory, Japan’s Asahi Shimbun newspaper said, citing unidentified sources.

They were detained on charges that they hid drugs in canned goods to be exported to China, though the North later allowed one of them to return to Japan, the newspaper said. The North has demanded a large bail for the two detainees, it said.

South Korea’s Unification Ministry, which handles inter-Korean affairs in Seoul, and the pro-North Korean association in Tokyo said they had no information. The North’s state media have not reported on the case.

North Korea arrested a Japanese man on drug smuggling charges in 2003 before allowing him to return home on humanitarian grounds in 2009. The news came days after North Korea confirmed the detention of a Korean-American man on a crime against the North.

The North said it will indict Jun Young-su, who was arrested in November on espionage charges, claiming he admitted his crime, the North’s official Korean Central News Agency reported Thursday.

“北, 라선 방문 일본인 2명 구속”

마약밀수 혐의

북한 당국이 지난달 라선을 방문한 일본인 3명 가운데 2명을 현재까지 구속하고 있는 것으로 밝혀졌다고 아사히신문이 20일 보도했다.

이 신문은 서울발 기사에서 복수의 일본-북한 소식통을 인용해 북한 당국이 지난달 북동부 라선시에서 일본인 남성 3명을 구속했다가 한 명을 석방하고, 2명은 구속중이라고 전했다.

북한 당국은 일본인을 국외로 마약을 밀수출하려 한 혐의로 구속한 것으로 보인다고 이 신문은 보도했다.

아사히신문에 따르면 일본인 3명은 도쿄에 본사가 있는 기계 관리업체 사원으로, 라선의 식품업체로부터 기계 점검 의뢰를 받고 3월 초순 경제특구인 라선에 있는 공장을 방문했다.

구속된 일본인들은 라선의 공장에서 가공한 중국 수출 통조림에 마약 분말을 숨겨 넣은 혐의로 구속된 것으로 전해졌다.

일본인 3명 가운데 풀려난 1명은 귀국했으며, 이미 일본 경찰의 조사를 받은 것으로 알려졌다.

현재 북한 당국에 구속돼 있는 2명 가운데 한 명은 40대 남성으로 도쿄에 거주하고 있고, 다른 한 명은 30대 남성으로 지바에 살고 있다. 북한 당국은 거액의 보석금을 요구하고 있는 것으로 전해졌다.

북한의 공식 매체는 지금까지 이 사건을 보도하지 않고 있으나, 북한 당국은 이를 일본 정부에 비공식적으로 전달했다.

일본 정부는 북한이 마약 밀수 혐의를 적용하고 있는 만큼 정치.외교 문제로 발전하지 않도록 신중하게 대응하기로 했다.

북한은 지난 2003년 10월 일본인 남성을 마약밀수 혐의로 구속했다가 2009년 1월 `인도적 조치`로 출국을 허용한 바 있다.
