As it turned out,/ 뒤에 알려진 바와 같이/ President Rhee was no actually aware of the fraud committed by his subordinates in the March 15 presidential elections/ 이승만 대통령은 당시 측근들이 3.15 부정선거를 저지른 사실에 대해 알지 못했을 뿐만 아니라/ nor of the fact that they gave the order to shoot the protesters to death./ 이에 항의하는 시위대에 누가 실탄 발포 명령을 하달했는지도 몰랐던 것이다./ Responsibility for the deaths of innocent civilians, however,/ 그러나 무고한 시민을 살해한 책임은/ should ultimately be borne by the president./ 궁극적으로 대통령이 져야했다./

Considering Rhee’s response to the April revolt,/ 이승만 박사의 4.19혁명에 대한 입장을 감안한다면/ the condolences offered by Rhee’s family and the parties involved/ 그의 가족들과 관련 인사들의 사죄는 조금 늦은 감이 없지 않다./ On hearing the news of the hundreds of victims, 당시 발생한 수백명의 희생자들에 대한 소식을 접하자/ Rhe expressed his regret over the bloody suppression/ 그는 유혈진압에 마음 아파했다./ at a hospital/ 병원에서/ where injured students were treated./ 시위에 동참한 부상당한 젊은 학생들이 치료받고 있든/ He then went on a self-imposed exile to Hawaii./ 그 뒤 이승만 박사는 하와이로 자진 망명길에 나섰다./

But the majority of Koreans, including the 4/19 generation,/ 그럼에도 불구하고 대다수 국민들과 4.19세대는/ have kept him in a grave of dictatorship and corruption,/ 이승만 박사는 그가 저지른 독재와 부패로부터 자유스러울 수 없다고 생각하고 있으며 국민들의 분노가/ which climaxed/ 최고조에 달하였을 때가/ when his statue was dragged down on that day years ago,/ 수년전 4.19 기념일에 이승만 박사의 동상을 끌어내린 때였으며/ has continued./ 여지껏 그 앙금이 남아있었다고 본다./ One typical example of this animosity/ 이 증오심에 대한 좋은 예로서 /was former President Roh Moo-hyun’s characterization of Rhee’s rein/ 전직 노무현 대통령이 이승만 대통령의 통치가/ as a shameful chapter in our modern history./ 우리나라 근대사에 있어서 수치스러웠던 기간이라고 규정한 것이다./ By highlighting Rhee’s decision to rehire pro-Japanese officials in the government and underscoring his penchant for authoritarian rule,/ 이승만 대통령이 친일파 인사들을 재 등용한 것을 내세우고 그의 강한 권위주의적 통치를 강조하면서/ the liberals are still driving him into the shadow of our history./ 진보주의 진영에서는 아직도 그늘진 역사 속으로 묻어버리고자 한다./ We don’t have a decent statue of Rhee nor a modest presidential library./ 우리는 이승만 전 대통령의 동상다운(품위 있는) 동상을 세우지도 않았을 뿐더러 그의 이름을 딴 반듯한 도서관마저도 세우지 않고 있다./

A fair judgement of the pro-Japanese leaders of the past/ 과거 친일 인사들에 대한 공정한 평가를 위해/ requires a broader picture of their legacy/ 이들의 폭넓은 발자취를 고려해야 한다./ than a narrow-minded view allows./ 좁은 시각에서 평가하기보다/ When he was young/ 젊은 시절에/ Rhee spearheaded a campaign to enlighten the public/ 이 박사는 국민들을 눈뜨게 하는 운동에 앞장섰고/ and devoted himself to our independence from Japan’s colonial rule./ 일본의 식민통치로부터 나라의 독립을 위해 헌신했다./ After liberation,/ 해방 후에는/ he made a priceless contribution to building a free and democratic nation/ 우리나라를 자유 민주국가로 건설하는데 어느 누구보다도 크게 기여했다./ against the turbulent wave of communism./ 공산주의 세력이 만만치 않았던 혼란 속에서도/ After he was elected president,/ 대통령으로 당선된 후에는 he brought Western-style democracy and a market economy to this county,/ 서구식 민주주의 체제와 시장경제 체제를 도입하여/ while laying the foundation for industrialization./ 산업화를 위한 토대를 구축했다./

The Rhee Foundation’s laying a wreath at the 4/19 memorial/ 이승만 박사 기념사업회에서 4.19 기념탑에 헌화를 하게 된다면/ represents his apology for the ignominious crackdown on the protesters./ 이는 그의 시위대에 무자비하게 진압한 과오에 대한 사죄의 의미를 지니게 될 것이다./ The bereaved families of the victims should forgive him in return,/ 이에 4.19 희생자 가족들은 이박사의 사죄를 받아드려 용서할 필요가 있지 않을까,/ because the glorious moment in 1960/ 그 이유는 그렇게 함으로서 1960년의 위대한 순간이/ can shine more brightly/ 더욱 밝게 빛을 발하게 될 수 있기 때문이며/ when we rekindle the flame of genuine reconciliation./ 진정한 화해의 불길을 다시 지피게 될 것이다./
